Prez gives assent to ordinance to fight sexual crimes

prezNew Delhi, Feb 4: President Pranab Mukherjee on Sunday gave his assent to an ordinance purported to give more teeth to the criminal laws to check crime against women, despite protests from several organisations.

Many women’s groups had contended that the ordinance bypassed all vital recommendations of the Justice J S Verma Committee, constituted to suggest changes to the criminal laws in the country, in the aftermath of the gang-rape of a 23-year-old student here on December 16.

Though the government said the ordinance would be open to review once it was placed before Parliament, the women’s groups have planned a protest at Jantar Mantar on Monday and a signature campaign. They are planning another protest on February 7, besides holding a “vigil” outside Parliament when it meets for the Budget Session on February 21.

The “Criminal Law (Amendment) Ordinance,” passed by the Union Cabinet on Friday, proposed capital punishment for violators in the rarest of rare cases, which was not in consonance with the Verma Committee recommendations.

“The President of India has accorded his assent to the Criminal Law (Amendment) Ordinance, 2013, today,” a Union Home Ministry release stated on Sunday. The ordinance comes into effect immediately. It will, however, lapse if Parliament fails to pass it within six months.

A section within the government was not in favour of bringing in an ordinance. They wanted the Parliamentary Committee on Home Affairs to go through the Verma Committee recommendations and analyse them along with the original criminal amendment bill.

The government went all guns blazing for the ordinance to speed up amendments and checkmate the Opposition, which is likely to launch an onslaught during the Budget Session.

The women’s organisations had held a press conference to denounce the government’s move, saying it was against the spirit of the Verma Committee report. Besides, the ordinance proposes to replace the word “rape” with “sexual assault,” which is another deviation from the Verma report.

Though the BJP has welcomed the government’s initiative in making changes to the criminal laws through an ordinance, the Left parties have expressed reservation

Lucknow, Jun 20: A media body on Saturday described as "an act of intimidation" the filing of an FIR in Uttar Pradesh against a journalist over a report on the impact of the lockdown on a village, saying it was part of an "established pattern" of harassment of independent scribes.

In a statement, the Media Foundation put on record its strong protest over the FIR filed by the Uttar Pradesh government against Supriya Sharma, executive editor of news portal Scroll.in.

The case was filed against Sharma for allegedly misrepresenting facts in a report on the impact of the lockdown in a village adopted by Prime Minister Narendra Modi, police sources had said on Thursday.

The FIR against Sharma and the Scroll editor-in-chief is an "an act of intimidation and a case of abuse of process", intended to discourage honest and critical reporting, the Media Foundation said.

The Media Foundation was started in 1979 with the aim of upholding freedom of speech, expression and information.

The FIR against Sharma is only the latest instance of similar coercive actions against professional journalists, part of "an established pattern of harassment and humiliation of independent journalists", it said,

"It is an unacceptable encroachment on press freedom," said the foundation, whose chairperson is veteran journalist Harish Khare.

The Media Foundation called upon the judiciary, and central and state governments to uphold the spirit of freedom of speech and expression as guaranteed in the Constitution.

New Delhi, Mar 15: Dozens of Hindu activists held a cow urine party in New Delhi on Saturday to protect themselves from the new coronavirus, as countries around the world struggle to control the deadly pandemic.

Members and supporters of the All India Hindu Mahasabha staged fire rituals and drank from earthen cups to fight the Covid-19 virus at the gathering in New Delhi dubbed a "gaumutra (cow urine) party".

"Whoever drinks cow urine will be cured and protected," Hari Shankar Kumar, a volunteer at the event, said as he served the remedy in brown clay cups.

Governments and scientists have said no medicine or vaccine is available to protect or cure people of the infection that has killed more than 5,400 people and infected nearly 150,000 across six continents.

Two people have died in India while more than 80 have fallen ill, and the government has ordered the closure of some land routes into the country and cancelled all visas to stop the spread of the virus in the world's second most populous country.

Members draped in saffron clothes chanted Hindu hymns at the fire ritual as devotees sang paeans for the sacred animal.

"We have gathered here and prayed for world peace and we will make an offering to the corona (virus) to calm it," Chakrapani Maharaj, the group's leader, told reporters before gulping down a cup of urine.

He then offered a glass to a devil-shaped caricature of the virus to "pacify" it.

He urged people to adopt the "tried and tested" practice of drinking cow urine to ward off diseases, and desist from killing animals and eating meat.

"The coronavirus is also a bacteria and cow urine is effective against all forms of bacteria that harm us," claimed Om Prakash, a participant from the neighbouring state of Uttar Pradesh.

One legislator from the BJP last week suggested use of the urine as well as cow dung can cure the coronavirus.

Google on Friday announced the launch of a new feature on Google Search, Assistant, and Maps for users in India to help them find information on COVID-19 testing centres near them.

The search giant has partnered with the Indian Council of Medical Research (ICMR) and MyGov to provide the information on authorised testing labs.

The feature is currently available in English and eight Indian languages including Hindi, Telugu, Tamil, Malayalam, Kannada, Bengali, Gujarati, and Marathi.

According to the company, users will now see a new "Testing" tab on the search result page providing a list of nearby testing labs along with key information and guidance needed before using their services.

On Google Maps, when users search for keywords like "COVID testing" or "coronavirus testing" they will see a list of nearby testing labs, with a link to Google Search for the government-mandated requirements.

Google said that the Search, Assistant, and Maps currently feature 700 testing labs across 300 cities and working with authorities to identify and add more testing labs located across the country.

The company reiterates that it is important to follow the recommended guidelines that help determine testing eligibility before visiting.
