Coal India pact with 11 companies under vigilance lens

Coal1New Delhi, Feb 4: Coal India Ltd (CIL) has gone out of its way to sign fuel supply pacts with 11 companies, including alleged Coalgate beneficiaries, even before these firms reached the qualifying milestones such as acquiring land, the state-run monopoly's internal anti-corruption watchdog has said.

In a report to the coal ministry, a copy of which is available with TOI, CIL's CVO (chief vigilance officer) Manoj Kumar said supply pacts for 5,935 mw — or one-and-a-half times of the national capital's daily requirement — have either been inked or cleared for signing in spite of "deficiencies in documents".

A fuel supply agreement (FSA) holds the key to disbursal of institutional funding for power projects. Lenders do not release money till a project arranges assured fuel supply. That's why Coal India's LoA (letter of assurance) to promoters lays down clear milestones to check fly-by-night operators or diversion of funds.

Coming at a time when the Public Accounts Committee (PAC) and the Supreme Court are looking at the comptroller and auditor general's ( CAG) report on coal block allotment — which has come to be known as the Coalgate report — the vigilance report indicates how CIL has failed to get the message against giving undue benefit to corporate houses.

The vigilance report found three broad categories where terms of signing FSAs have fallen short. One where the project is yet to acquire land or complete the transfer. Two, where promoters are yet to arrange financing for the project or achieve financial closure; and three, where a case has been referred back to CIL over commitment guarantee.

Eight private sector projects figure in the vigilance report. Three of them — the Adhunik, Tata and SKS groups — also figure in the Coalgate report's list of coal block allottees. Reliance Power's Rosa power plant too is among the 11 FSAs under vigilance lens.

The federal auditor's report on the Sasan ultra-mega power project — being built by Reliance Power in public partnership — had said the company benefited from the government's decision to allow diversion of surplus captive coal.

There are three projects that are being promoted by central generation utility NTPC, DVC (formerly Damodar Valley Corporation) and UP Power Corporation Ltd.

Report just 'nitpicking'

Executives of CIL and some of the identified companies dismissed the vigilance report as "nitpicking". "You know how vigilance works. There are public sector companies also in the list. But, of course, we are looking at the report," a senior CIL executive said on condition of anonymity.

Other CIL executives said the discrepancies pointed out in the vigilance report were "procedural" matters. "In some of these cases, promoters have given provisional letters from lenders and such like. These are ongoing processes," another senior CIL executive said.

The executives clarified that about half of these pacts were signed before the initiative taken by the Prime Minister's Office (PMO) to resolve issues regarding fuel supplies to the power sector. The LoA route introduced in the new coal distribution policy of 2007 provides for assured supply of coal to developers, provided they meet stipulated milestones.

New Delhi, Jul 20: Reiterating that China has still occupied India's territory, Congress leader Rahul Gandhi on Monday attacked Prime Minister Narendra Modi saying that he has fabricated a fake strongman image to come to power which has now become India's biggest weakness as he has to protect the idea of 'Chhapan Inch'.

Taking to Twitter, the Congress leader posted a video message and wrote, "PM fabricated a fake strongman image to come to power. It was his biggest strength. It is now India's biggest weakness."

In the video message, speaking on "China's Strategic Game Plan" the Congress leader said: "What is China's strategic and tactical game plan? It is simply not a border issue. The worry I have is that the Chinese are sitting in our territory today. Chinese don't do anything without thinking about it strategically."

"In their mind, they have mapped out the world and they are trying to shape the world. That's the scale of what they are doing. That's what Gwadar is, that is what belt and road is. It is a restructuring of the planet. So when you are thinking about the Chinese you have to understand that that is the level at which they are thinking," he added.

Now at the tactical level, they're trying to improve their position. Whether it is Galwan, whether it's Demchok or whether it is Pangong Lake. The idea is to position themselves, he said.

"They are disturbed by our highway they want to make our highway redundant and if they are thinking larger scale, they want to do something with Pakistan in Kashmir. So it is not simply a border issue. It is a border issue designed to put pressure on the Prime Minister of India," the Congress leader said.

"And they are thinking of putting pressure in a very particular way. And what they are doing, is that they are attacking his image. They understand that it in order for Mr Narendra Modi to be an effective politician; in order for Mr Narendra Modi to survive as a politician, he has to protect the idea of--Chhapan Inch. And this the real idea the Chinese are attacking. They are basically telling Mr Narendra Modi that if you do not do what we say, we will destroy the idea of Mr Narendra Modi as a strong leader," he added.

Gandhi continued saying, now the question is, how will PM Narendra Modi react. Will he take them on? Will he take on the challenge and say absolutely not, I'm the Prime Minister of India. I do not care about my image I'm going to take you on. Or will he succumb to them?

"The worry I have so far is that the Prime Minister has succumbed. The worry I have is, the Chinese are sitting in our territory today and the Prime Minister has said publicly they are not, which to me tells me that is worried about his image and defending his image," said Gandhi.

"And if he allows the Chinese to understand that they can manipulate him because of his image, the Indian Prime Minister will no longer be worth anything for India," he added.

New Delhi, Apr 11: With 40 deaths and 1,035 new COVID-19 cases in the last 24 hours, India on Saturday witnessed a sharpest ever increase in coronavirus cases, taking the tally of the infected people in the country to 7,447, as per the Ministry of Health and Family Welfare on Saturday.

According to the official data, among 7447 COVID-19 positive cases, 6,565 are active cases and 643 are cured, discharged and migrated and 239 patients who have succumbed to the virus.

Maharashtra has reported the highest number of cases in the country which stands at 1,574, including 188 cured and discharged and 110 deaths, followed by Tamil Nadu with 911 corona positive cases.

On the other hand, the national capital has reported 903 cases, which include 25 recovered cases and 13 deaths.

While 553 have detected positive for the infection in Rajasthan, Telangana has 473 corona cases and Chhattisgarh and Chandigarh have reported 18 cases each.

Uttar Pradesh and Haryana, that borders the national capital, has 431 and 177 cases, respectively.
Kerala, which reported India's first coronavirus case, has 364 confirmed cases.

The newly carved union territories -- Ladakh and Jammu and Kashmir--- have 15 and 207 cases, respectively.

The least number of COVID-19 cases have reported from the northeast region of the country. While Arunachal Pradesh, Mizoram, and Tripura have only 1 corona positive case, Assam has 29 people infected with the virus, which is the highest in the region.

New Delhi, May 10: A medium-intensity earthquake of 3.4 magnitude hit Delhi on Sunday.

According to the National Center for Seismology (NCS), the quake occurred at 1.45pm at a depth of five kilometres.

There were no immediate reports of loss of life or property.
