UP CM Akhilesh Yadav inducts 12 new ministers

Lukcnow, Feb 7: In the first expansion of his ministry after coming to power, Uttar Pradesh chief minister Akhilesh Yadav on Thursday inducted 12 new ministers, including Vinod Kumar Singh who was dropped after he allegedly manhandled the chief medical officer in Gonda.

Among those who were sworn-in were SP spokesman Rajendra Chowdhury, considered close to SP supremo Mulayam Singh Yadav, and Vinod Kumar Singh alias Pandit Singh, who was dropped from the UP government in October last year after his name cropped up in a case of manhandling of the Gonda CMO.

Tej Narain Pandey alias Pawan Pandey, a former Lucknow University Students Union office bearer, who won from BJP stronghold of Ayodhya, and was part of 'Team Akhilesh' in the run up to the 2012 assembly polls, has been given a place in the government as a minister of state.

Gayatri Prasad Prajapati, who won from Amethi seat defeating Congress nominee Amita Singh, and Manoj Kumar Pandey, who was elected from Unchahar Raebareli, were also sworn-in at a function at the Raj Bhawan here.

Nitin Agarwal, son of SP national general secretary Naresh Agarwal, Yogesh Pratap Singh, Ram Sakal Gurjar, Alok Kumar Shakya, Vijay Bahadur Pal and Ram Murti Verma have also found berths in the state government.

Among the ministers are three brahmins, five from the backward classes, two from the thakur community besides one each from the jat and vaish communities. Of new incumbents, five each belong to east and west UP and two from central UP.

While Rajendra Chowdhury has been given cabinet rank, Vijay Kumar Mishra has been made minister of state with independent charge while the other 10 are ministers of state.

Before induction of these 12 ministers, including one cabinet, there were 46 members in the state's Council of Ministers.

Now, besides the chief minister, there will be 19 cabinet ministers, five ministers of state (independent charge) and 33 ministers of state.

Of the 48 ministers inducted in Akhilesh's cabinet in March of 2012, two berths fell vacant following the death of sports minister Kameshwar Upadhyay and removal of revenue minister Vinod Kumar Singh after his name figured in a case of thrashing of the Gonda CMO.

As per provisions, the strength of Council of Ministers can go up to 60 members.

New Delhi, Mar 15: The new rules for debit and credit cards to increase security and reduce frauds kick in from Monday. In January, the Reserve Bank of India (RBI) had issued new rules to improve user convenience and increase the security of card transactions. These rules will help in curbing the misuse of debit and credit cards.

RBI has directed banks to allow only domestic card transactions at ATMs and PoS terminals in India at the time of issuance/reissuance of card. For international transactions, online transactions, card-not-present transactions and contactless transactions, customers will have to separately set up services on their card.

These rules will be applicable for new cards from March 16. Those with old cards can decide whether to disable any of these features.

As per the existing rules, these services used to come automatically with the card, but now it will start at the request of the customer.

Debit or credit card customers who have not yet done any online transaction, contactless transaction or international transaction with the card, then these services on the card will automatically stop from March 16.

The Reserve Bank has asked all banks to provide mobile banking, net banking option to enable limit and enable and disable service 24 hours a day, seven days a week.

If the customer makes any change in the status of the card, the bank will alert the customer through SMS/email and send the information.

Issuers shall provide to all cardholders facility to switch on/off and set/modify transaction limits (within the overall card limit, if any, set by the issuer) for all types of transactions -- domestic and international, at PoS/ATMs/online transactions/contactless transactions, etc.,

The provisions, however, are not mandatory for prepaid gift cards and those used at mass transit systems.

The latest instructions come in the wake of rising instances of cyber frauds and the huge increase in the use of cards.

New Delhi, June 16: Tensions along the Line of Control border between India and China have spiked with an Indian army officer and two soldiers killed in the Galwan area of Ladakh, the Indian army said in a statement on Tuesday.

This is the first time in decades that a clash involving casualties has taken place on the 3,488 kilometre border between India and China.

"During the de-escalation process underway in the Galwan Valley, a violent face-off took place yesterday night with casualties. The loss of lives on the Indian side includes an officer and two soldiers. Senior military officials of the two sides are currently meeting at the venue to defuse the situation," said an official statement.

The two sides had made headway in talks last week with army chief General MM Naravane saying disengagement was in progress. The development had come after weeks of tension, including an incident in which patrolling soldiers from the two sides came to blows on the banks of Pangong Lake, resulting in injuries.

The two armies have since thinned out some forces in a positive signal but soldiers, tanks and other armoured carriers remained heavily deployed in the high-altitude region, an official had said.

India and China fought a brief border war in 1962 and have not been able to settle their border despite two decades of talks. Both claim thousands of kilometres of territory and patrols along the undemarcated Line of Actual Control - the de-facto border - often run into each other, leading to tensions.

New Delhi, Mar 11: According to the Union health ministry, there are 62 confirmed cases of coronavirus in the country.

The Delhi High Court Wednesday sought the stand of the Centre and the Delhi government on a PIL seeking proper and adequate measures to combat coronavirus.

A bench of Chief Justice D N Patel and Justice C Hari Shankar issued notice to the Ministry of Health and the Delhi government seeking their replies on the public interest litigation (PIL) filed by an advocate.

The petition, by lawyer Triveni Potekar, seeks directions to the Centre and the Delhi government to make available important and relevant information on access to and availability of medical facilities for testing and treatment for the coronavirus disease.
