More executions in 7 months of President Pranab than previous 15 years

executionsNew Delhi, Feb 11: By signing Parliament attack convict Mohammed Afzal Guru's execution warrant, President PranabMukherjee has ordered death penalty for three convicts in the last six months, a rate faster than any President in the last 15 years. While his predecessor PratibhaPatil rejected the mercy petitions of five death row convicts in three cases, two involving four criminals are pending before the Supreme Court.

In quick succession, Mukherjee rejected the mercy petitions of Mumbai terror attack convict Ajmal Kasab on November 5, 2012 and Saibanna Ningappa Natikar on January 4 before clearing Guru's death penalty on February 3. He commuted the death sentence of Atbir, who was found guilty of murdering three relatives on November 15, 2012 over a property dispute.

The decisions are in sharp contrast to his predecessors K R Narayanan, A P J Abdul Kalam and Pratibha Patil. While Narayanan did not reject any mercy petition, Kalam gave his nod for only one convict to be awarded the death penalty.

Patil granted clemency to 34 convicts — including four rapist-killers — during her tenure while rejecting three pleas. These included the politically sensitive case of former PM Rajiv Gandhi's assassins — Murugan, Santhan and Perarivalan. She also rejected the mercy petition of Devinder Singh Bhullar, found guilty of killing nine bystanders in a 1993 car bombing intended to kill Maninderjeet Singh Bitta. The third petition she rejected was that of Mahendra Nath Das, accused of murder. The cases of both Bhullar and Rajiv Gandhi's assassins are pending before the Supreme Court.

According to data accessed through RTI by activist S C Agrawal, Narayanan (1997-2002) received 10 petitions, of which he commuted the death penalty of G V Rao and S C Rao from Andhra Pradesh. Kalam inherited the remaining nine petitions with another 16 added in his term. He disposed of only two — rejecting the mercy petition of Dhananjoy Chatterjee, accused of raping and murdering a teenager, and commuting the death sentence of Kheraj Ram.

President Shankar Dayal Sharma received 14 mercy petitions and rejected all.

A presidential pardon arises from Article 72 of the Constitution that empowers the president to pardon, grant reprieve or suspend, remit, commute sentence of person convicted of any offence. The president is guided by the home minister and the council of ministers.

Thiruvananthapuram, Jun 24: Kerala on Tuesday was among those honoured for tackling the Covid-19 pandemic when the United Nations celebrated the Public Service Day.

The function, held on a virtual platform, saw the participation of UN Secretary General Antonio Guterres and other top UN dignitaries who applauded all the leaders which included state Health Minister K.K. Shailaja for effectively tackling Covid-19.

Speaking on the occasion, Shailaja noted that the experiences of tackling Nipah virus and the two floods - 2018 and 2019 - where the health sector played a crucial role, all helped in tackling Covid-19 timely.

"Right from the time when Covid cases got reported in Wuhan, Kerala got into the track of the WHO and followed every standard operating protocols and international norms and hence, we have been able to keep the contact spread rate to below 12.5 per cent and the mortality rate to 0.6 per cent," she said.

Jaipur, Jul 14: Sachin Pilot has been removed as Deputy Chief Minister and Rajasthan PCC Chief, announced Congress leader Randeep Singh Surjewala on Tuesday.

"Sachin Pilot, Vishvendra Singh and Ramesh Meena have been removed from the posts of Deputy Chief Minister and Ministerial posts respectively. Sachin Pilot has also been removed as the Rajasthan PCC Chief," said Surjewala.

Govind Singh Dotasra has been appointed as the new PCC chief, he added.

"Sachin Pilot, few Congress Ministers and MLAs got involved in the conspiracy to topple the Congress government by getting entangled within the trap of BJP," he added.

The decision was taken after a Congress Legislature Party (CLP) meeting at the Fairmont Hotel in Jaipur, Rajasthan earlier today.

The Rajasthan Congress is in turmoil over the past few days. While Chief Minister Ashok Gehlot has blamed the BJP for attempting to destabilise the State government by poaching MLAs, Deputy Chief Minister Sachin Pilot has been camping in Delhi.

A controversy broke out in Rajasthan after Special Operation Group (SOG) sent a notice to Pilot to record his statement in the case registered by SOG in the alleged poaching of Congress MLAs in the State.

Jammu, Jan 18: Prepaid mobile connections were restored in Jammu and Kashmir on Saturday and 2G services resumed in two districts of the valley after being disconnected on August 5 last year. Voice and SMS facilities were restored for all local prepaid mobile phones across the Union territory.

Rohit Kansal, the principal secretary to the administration of Jammu and Kashmir said the order will come into effect from Saturday.

In order to consider giving mobile Internet connectivity on such SIM cards, the telecom service providers will have to verify the credentials of the subscribers, he said.

Internet service providers have been asked to provide fixed line Internet connectivity in all the 10 districts of Jammu region and two districts, Kupwara and Bandipora, in North Kashmir.

Telecom services were shut in the entire Jammu and Kashmir on August 5 when the Centre abrogated special status to the erstwhile state and also bifurcated it into two Union Territories.

However, the Supreme Court came down heavily on the UT administration last week for arbitrarily shutting down the Internet, the facility described as the fundamental right by the apex court.
