'Legacy & sanctions made Rao decide against nuke tests'

Narasimha_RaoWashington, Feb 23: The prospect of a crippling economic sanctions, "improving" electoral chances and his "desire" to be noted as the architect of India's economic revolution might have prevented the then Prime Minister Narasimha Rao from going for nuclear tests in the winter of 1995-96.

This was the conclusion that the Clinton Administration had arrived which for weeks in December and then in January mounted pressure on India by itself and through its allies warning New Delhi against going ahead with nuclear tests in Pokharan, in support of which it provided satellite imageries to the Indian Government.

According to the classified American cables released yesterday by the National Security Archive, which it obtained from the federal government under the freedom of information act, it was by December 10, 1995 that US intelligence agencies informed the Clinton administration about an impending Indian nuclear tests at Pokharan resulting in a flurry of activities by the US. And it was by January 24, 1996, the Clinton Administration concluded that Rao has decided against conducting the nuclear tests.

"Prime Minister Rao probably will not authorise a nuclear test in the near future despite indications that a site in western India is being upgraded for that purpose," a State Department cable concluded on January 24, 1996.

"Though a nuclear test might boost his re-election prospects in April, it would almost certainly provoke international sanctions against India and further jeopardise his government's economic liberalisation program," the cable said.

The Clinton Administration, it said, first became aware of the increased activity at Pokhran in November 1995, adding that the activities included improved perimeter security, other infrastructural upgrades and placement of a large amount of dirt – believed to be stemming material to cover a device once it has been lowered down a test hole – next to drill shafts.

The cable explains why Rao apparently decided against the nuclear test. "Even without a nuclear test, there are indications that Rao's electoral prospects are beginning to improve. Recent allegations that many of Rao's opponents, both inside and outside the Congress party, may have been involved in a major corruption scandal, have given him a tactical advantage as the campaign commences," the secret document said.

According to the cables, the analysts then predicted that Congress party will win sufficient seats in the new parliament to cobble together a coalition government designed to exclude the BJP from power.

"His last hurrah. As he prepares to fight an aggressive election campaign, Rao probably has one eye on posterity. A reluctant Prime Minister even in 1991, Rao is nearly 75 years old and in indifferent health. He almost certainly hopes he will be remembered for his most important contribution, the liberalisation of India's economy.

"For the economy to continue and grow and attract foreign investment, Rao must avoid provoking the west in particular the United States – which would seek to restrict international aid and investment to India in the event of a test. These hard realities, coupled with his natural caution, probably will constrain him from approving a test," the secret US document concluded.

In another classified US document, which was prepared to respond to the questions from US lawmakers on this issues, Narasimha Rao is described as someone who does not take rash actions. "PM Rao is by temperament and character a cautious and practical man not given to rash action. There is no direct evidence he has made a decision to test," said the document.

Ayodhya, Aug 5: Prime Minister Narendra Modi on Wednesday recalled the significance of the path of 'maryada' associated with Lord Ram in the backdrop of the situation created by COVID-19 and emphasised the importance of social distancing and wearing face masks.

He said that the current situation demands 'maryada' should be 'do gaz ki doori, mask hai zaroori' and exhorted everyone to follow it.

In his speech after laying the foundation stone of the Ram Temple in Ayodhya, the Prime Minister said the temple of Lord Ram will inspire and guide humans for ages to come.

He said that the path of `maryada' followed by Lord Ram is all the more necessary today in the situation created by COVID-19.

"The `maryada' (need) today is do gaj ki doori, mask hai jaroori (keep distance of two yards, wear mask). The Almighty may keep all the citizens healthy and happy, this is my prayer. The blessings of Mother Sita and Shri Ram be always there on the citizens," he said.

The Prime Minister termed the occasion as historic and said that India is starting a glorious chapter when people across the country are excited and emotional to have finally achieved what they had been waiting for centuries.

Thane, Feb 28: Former BJP MLA Narendra Mehta was on Friday charged for allegedly  raping and harassing a woman corporator in Bhayandar, which is in the Thane district near Mumbai, on Friday, police said.

His associate Sanjay Tharthare has also been charged in the case, they said.

The district rural police lodged an FIR against Narendra Mehta, who resigned from the BJP three days ago, and his associate, an official from the Mira-Bhayandar police station said.

No arrest has been made till now.

A video of the corporator purportedly speaking about the alleged harassment and abuse she suffered at the hands of Narendra Mehta went viral on social media two days ago, the official said.

The corporator has alleged that the abuse is going on since 1999 and her family is facing threats from him, he added.

Narendra Mehta and Sanjay Tharthare were charged under relevant section of the Indian Penal Code for rape and other relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, he said.

Meanwhile, Shiv Sena MLA Pratap Sarnaik demanded the immediate arrest of Narendra Mehta, saying it is a "tragedy" that the BJP, which raises the issue of women's safety in the state, has not taken any action against its leader.

"Law and order issue will arise if such a person (facing rape and harassment charges) roams freely. He should be arrested as soon as possible," Mr Sarnaik said.

The Thane legislator also termed Narendra Mehta as "Marathi-hater" and alleged that he had once questioned Chief Minister Uddhav Thackeray's culture.

"I wonder why the BJP did not take strict action against Mehta, it needs to introspect," Mr Sarnaik said.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.
