New Delhi, Mar 13: Buoyed by the triumph in Karnataka civic polls, Congress vice-president Rahul Gandhi has come up with a blueprint for ticket distribution and a publicity campaign to blunt opposition charges on UPA's corruption and failure to check price rise before the coming Assembly elections.

Gandhi is holding a meeting with Congress Karnataka unit president G Parameshwar and Legislative Party leader in Assembly Siddaramaiah on March 21 to apprise them of the campaign. Karnataka is the first big state where Assembly polls are due after Rahul became party vice-president.

He warned ticket aspirants against coming to Delhi for lobbying. He has left the decision of selection of candidates entirely to the state unit. He is learnt to have directed the Pradesh Congress Committee (PCC) to make constituency-wise lists of aspirants and send them to district and block units for approval.

After a block-level vetting, the district unit must send one name in each constituency to the PCC. In case more than one aspirant in any constituency is found suitable, the district unit can recommend two names. The PCC will select one name after consulting block leaders. This is mainly done to prevent alleged sale of ticket to loyalists by some vested interests, sources in the Congress told Deccan Herald.

Rahul said leaders from other parties are welcome to the Congress. But they will have to wait for at least five years to get party ticket. Those facing charges will not be allowed to join the party. Entry to party will be done only with the approval of block leaders.

Though 30 MLAs from different parties have expressed their willingness to join the Congress, Rahul told state unit leaders to wait for some time before taking any decision.

The party is also planning a publicity blitzkrieg in Karnataka highlighting the achievements of UPA II and explaining the need for taking hard decisions like petrol price hike and FDI in retail to counter the Opposition's propaganda. The exercise will start soon after the Budget session of Parliament.

Party advertisements will focus on Congress achievements in human resource development, rural development, health and family welfare, food, telecom and road transport.

New Delhi, Jul 29: The new National Education Policy (NEP) approved by the Union Cabinet on Wednesday is set to usher in a slew of changes with the vision of creating an education system that contributes directly to transforming the country, providing high-quality education to all, and making India a global knowledge superpower.

The draft of the NEP by a panel headed by former Indian Space Research Organisation (ISRO) chief Kasturirangan and submitted to the Union Human Resource Development Minister Ramesh Pokhriyal when he took charge last year. The new NEP replaces the one formulated in 1986.

Some of the key highlights of the New Education Policy are:-

The policy aims to enable an individual to study one or more specialized areas of interest at a deep level, and also develop character, scientific temper, creativity, spirit of service, and 21st century capabilities across a range of disciplines including sciences, social sciences, arts, humanities, among others.

It identified the major problems facing the higher education system in the country and suggested changes such as moving towards multidisciplinary universities and colleges, with more institutions across India that offer medium of instruction in local/Indian languages, a more multidisciplinary undergraduate education, among others. 

The governance of such institutions by independent boards having academic and administrative autonomy has also been suggested.

Under the suggestions for institutional restructuring and consolidation, it has suggested that by 2040, all higher education institutions (HEIs) shall aim to become multidisciplinary institutions, each of which will aim to have 3,000 or more students, and by 2030 each or near every district in the country there will be at least one HEI.

The aim will be to increase the Gross Enrolment Ratio in HEIs including vocational education from 26.3 per cent (2018) to 50 per cent by 2035.

Single-stream HEIs will be phased out over time, and all will move towards becoming vibrant multidisciplinary institutions or parts of vibrant multidisciplinary HEI clusters.

It also pushes for more holistic and multidisciplinary education to be provided to the students.

Kolkata, Jan 12: Prime Minister Narendra Modi on Sunday announced that Kolkata Port Trust will be renamed as Syama Prasad Mukherjee Port.

Addressing the gathering at the inauguration of 150th anniversary celebrations of Kolkata Port Trust, he said: "I announce the renaming of the Kolkata Port Trust to Dr Shyama Prasad Mukherjee Port. He is a living legend who was a leader for development and fought on the forefront for the idea of One Nation, One Constitution."

"This port represents industrial, spiritual and self-sufficiency aspirations of India. Today, when the port is celebrating its 150th anniversary, it is our responsibility to make it a powerful symbol of New India," Modi said.

The Prime Minister said that the Bharatiya Jana Sangh founder had set the stone for industrialization in India. "Chittaranjan Locomotive Factory, Hindustan Aircraft Factory, Damodar Valley Corporation and several others saw active participation from him," he said.

The Prime Minister also felicitated the two oldest pensioners of the Kolkata Port Trust, Nagina Bhagat and Naresh Chandra Chakraborty.

Kollam, Feb 29: Seven-year-old Devananda, whose body was found in a lake, was laid to rest at Kudavattoor in the Kollam district of Kerala on Friday evening.

She was laid to rest near her father Pradeep Kumar's house in Kudavattoor. Earlier, the body was kept at her mother Dhanya's house in Ilavoor and Vakkanadu school, where she studied in Class 1, for the public to pay respect.

Hundreds of people visited to pay their last respects to the child.

An intense social media campaign was launched to trace the child after she was reported missing on Thursday morning.

According to police, an autopsy conducted in Thiruvananthapuram Medical College led to a preliminary conclusion that the cause of death was drowning. Residues of mud and silt have been found in her respiratory tract.

Signs of any kind of violence inflicted on the child have been ruled out. The body was released to the family after the autopsy.

Chief Minister of Kerala Pinarayi Vijayan and Opposition leader Ramesh Chennithala, BJP state president K Surendran were among many politicians who offered the condolences.

Many celebrities including Mammootty, Dulqar Salman, Kunchako Boban took to Facebook to pay their tribute to Devananda.
