Parties fail to reach a consensus on controversial anti-rape bill

New Delhi, Mar 18: An all-party meet to discuss the controversial anti-rape bill failed to reach a consensus Monday following differences over lowering the age of consent to 16 years, and making stalking and voyeurism punishable under the law.

Political parties will meet again at 12.30 p.m. to evolve a consensus on the issue.

rape“We had an all-party meeting in the morning on the Criminal Law (Amendment) Bill, 2013. The ordinance was brought by the government and has to be replaced by a bill,” said Parliamentary Affairs Minister Kamal Nath.

“Largely there is consensus on contents of the bill, except that there are concerns about misuse and abuse of some of the provisions and parties have suggested there should be adequate measures for safeguard. And what those measures should be, we will discuss in the next few hours,” he said.

The minister said there were also differences over lowering age of consent to 16 years, from the present 18.

“There are also differences of opinion over the age of consent being (lowered to) 16 years. We will again be meeting at 12.30 p.m. and all issues will be discussed. And if required, the government will bring amendments along with the bill so that it can be put up for consideration and passing in the Lok Sabha and then Rajya Sabha,” he said.

The Bharatiya Janata Party (BJP) and the Samajwadi Party (SP) have expressed reservations on the clause for lowering the age for consensual sex to 16 years.

Last week, the government managed to resolve the differences over the bill within the cabinet with a group of ministers debating controversial clauses threadbare.

The ministers differed on the use of word "rape" in place of "sexual assault", lowering of age of consent from 18 to 16 years and the definition of voyeurism and stalking, punishable under the bill.

The bill also proposes the death penalty in the rarest of rare cases for rape and for repeat offenders.

It also incorporated suggestions of the Justice J.S. Verma Committee, which was formed to offer suggestions on making anti-rape laws stronger.

The issue has been in sharp focus after the brutal assault and gang-rape of a 23-year-old woman in Delhi Dec 16 last year. She succumbed to her injuries Dec 29 in a Singapore hospital, where she had been airlifted for treatment.

The Criminal Law (Amendment) Bill, 2013, will replace the ordinance promulgated by President Pranab Mukherjee Feb 3.

It has to be passed by April 4, within six weeks from Feb 21, when parliament's budget session started.

Idukki, Aug 7: Several people lost their lives and dozens of tea estate workers are feared trapped under soil in Kerala’s Munnar after torrential rains triggered a massive landslide on today. 

As many as five bodies have been recovered and rescue workers are fighting inclement weather to remove the debris.

According to rescue workers, four lanes of quarters and a church are buried under mud and around 80 people are feared trapped.

Seven people have been rescued so far and shifted to the hospital.

Sources said a portion of Pettimudi came crashing down on the workers colony with a deafening roar in the wee hours of Friday.

As people were sleeping in the quarters, there was little time to escape.

Further, with the Periyavara bridge being washed away, it became all the more difficult for rescue workers to reach the spot.

The construction of a new temporary Periyavara bridge however, is underway.

The bridge was previously destructed during the deluge of August 2018. Later during the north west monsoons and the south west monsoon of 2019, it suffered damage again.

The present bridge, which got damaged on Thursday after Kannimala river levels rose, was constructed under the leadership of Coir fed.

Although a new concrete bridge has been constructed near the temporary bridge in Periyavara, vehicle  movement has not been possible because the authorities are yet to build its approach via road.

The new bridge is to be constructed at a cost of Rs 4.75 crore from Devikulam MLA S Rajendran's fund.

The entire area has been cut off from outside world and communication networks have also crashed.

Teams of Fire and Rescue personnel, NDRF, revenue officials, estate workers and police are struggling to conduct rescue operations.

Meanwhile, District collector H Dhineshan said a team of rescue personnel was sent to Pettymudy after he was briefed about the mishap and search operations to locate and rescue people are underway.

Facilities have been arranged at the hospitals nearby to provide necessary treatment facilities to the people being rescued.

May 7: Accusing the BJP government in Karnataka of "medieval barbarism" and treating migrants as worse than "bonded labourers", CPI(M) general secretary Sitaram Yechury on Wednesday hit out at the state's decision to stop workers from returning to their homes in different parts of the country citing requirements of the construction sector.

The Karnataka government has withdrawn its request to the railways to run special trains to ferry migrant labourers to their home states, hours after builders met Chief Minister B S Yediyurappa to apprise him of the problems the construction sector will face in case they left.

"This is worse than treating them as bonded labour. Does the Indian constitution exist? Are there any laws in the country? This BJP state government is throwing us back to medieval barbarism. This will be stoutly resisted,” Yechury said in a tweet.

The railways is running Shramik Special trains to ferry to their home towns migrants who were stranded at their places of work during the lockdown.

So far, it has run more than 115 such trains.

The Principal Secretary in the Revenue Department N Manjunatha Prasad, who is the nodal officer for migrants, had requested the South Western Railways on Tuesday to run two train services a day for five days except Wednesday, while the state government wanted services thrice a day to Danapur in Bihar. However, later, Prasad wrote another letter within a few hours that the special trains were not required. Several migrants in the city were desperate to return home as they were out of jobs and money.

Yechury also lashed out at the central government over reports that it owed states and industry Rs 3 trillion and accused the centre of shifting the burden of fighting the pandemic to the state governments.

“While shifting the entire burden of fighting the pandemic on to the State governments, Modi government is not even paying their legitimate dues. After November 2019, Centre has not paid the GST compensation dues for the rest of the financial year, i.e., March 2020.

“Modi government has the right to loot while crores of people & States are left with nothing but the right to starve?,” he tweeted.

Kozhikode, Aug 8: A family of five, returning to their hometown at Koducalli in Kozhikode from Dubai, were aboard the fateful Air India Express flight that crash-landed at the Kozhikode airport claiming at least 18 lives on Friday.

Saifudheen, 40, is a businessman in Dubai. During the vacation when schools were closed here, his wife Fasalunnisa travelled, along with their children Muhammad Shahil, Fathima Sana and Aysha Shanza, to meet her husband.

On Friday, they were all travelling in the Air India aircraft to Kozhikode.

All five have received injuries and have been admitted to Baby Memorial Hospital Kozhikode except Sana, who is admitted to Al Shifa Hospital at Perinthalmanna in Malappuram.

"Saifudheen is my uncle. He and his family members were returning from Dubai when this unfortunate incident occurred. We were informed about the mishap at 8 pm. Now the family members have been shifted to Baby Memorial Hospital and everyone is fine now," Muhammad Salih, nephew of Saifudheen said.

The death toll in the flight crash landing incident at Kozhikode International Airport in Kerala rose to 18, including two pilots, Civil Aviation Minister Hardeep Singh Puri said on Saturday.

The minister said that he will visit the Kozhikode airport to take stock of the situation.

Two special relief flights have been arranged from Delhi and one from Mumbai for rendering humanitarian assistance to all the passengers and the family members.

Aircraft Accident Investigation Bureau (AAIB), Directorate General of Civil Aviation (DGCA) and Flight Safety Departments have reached to investigate the incident, the Air India Express stated.
