WikiLeaks: American mole in Indira Gandhi's household during Emergency?

April 9, 2013

Indira_GandhiNew Delhi, Apr 9: Even though the US establishment struggled during the Emergency to read Indira Gandhi's political moves, it seemed to have had a source in the Gandhi household between 1975 and 1977.

According to the latest cables released by Wikileaks, on a few instances the dispatches from the US Embassy in New Delhi repeatedly refers to a "household" source and "sources close to the PM's household."

By the middle of 1976 the cables had began to accurately predict that Gandhi would be calling national elections in 1977. It is not clear how much of help they had received from this Gandhi household source.

A day after Indira Gandhi announced the emergency on June 26, 1975; a US Embassy cable said the key figures behind her move were son Sanjay Gandhi and her secretary R K Dhawan. "This is confirmed by a source close to the PM's household. Both are non-ideological, extremely authoritarian in their general approach, and focused only on keeping Mrs. Gandhi in power," the dispatch said.

The Embassy spoke to at least four prominent Congress MPs since Emergency was declared the previous day, before sending out the cable. "They differ on timing, some suggesting that Emergency will last no more than two-three months, others six months as the maximum. Similarly, some think the elections will be held on schedule at the end of this year, others that they may possibly be postponed till late in 1976 to give the PM an opportunity to show real progress in social/economic reforms," cable said.

On a report regarding possible re-arrest of Charan Singh, again the cables quotes a "household" source on what Sanjay's stand on the issue was.

By December, 1975, the cables had begun to detail the growing strength and tightening grip of Sanjay . "Under his aegis, the Youth Congress is organizing itself for a more activist role as the Congress's cadre arm," one cable said. It pointed out that Sanjay has a significant and growing number of "allies" within the council of ministers and the top levels of the bureaucracy who also exert influence on major policy decisions. "Sanjay has so far proceeded slowly, methodically and successfully. But the chances for him to make mistakes or to build up an anti-Sanjay — and indirectly an anti-Mrs Gandhi-lobby may increase as he attempts to widen his personal influence and activities and operates more publicly," it accurately predicted.

By February, 1976, the cables predicted that Mrs Gandhi's future decisions would probably be influenced by a swelling cynicism and resentment among the urban educated including the bureaucracy about the increasingly personalised nature of the regime she has been building. "Many who supported the emergency gains in discipline and efficiency are now bitterly criticizing, or at the very least, increasingly uneasy, over the rate at which Sanjay Gandhi is expanding her personal influence with his mother's assistance in apparent preparation for the succession. Influential opinion makers, including some Congressmen, are becoming progressively less guarded in their private criticism of Mrs Gandhi, the suppression of political and press freedom and the expanding activities of the domestic intelligence apparatus," the cable said.

New Delhi, Jan 29: The Supreme Court on Wednesday dismissed the plea by Mukesh Kumar Singh, one of the four death row convicts in the Nirbhaya gang rape and murder case, challenging the rejection of his mercy petition by the President.

A three-judge bench headed by Justice R Banumathi said that expeditious disposal of mercy plea by the President doesn't mean non-application of mind by him.

The court also said that alleged sufferings in prison can't be grounds to challenge the rejection of mercy petition.

The bench said all relevant material including judgments pronounced by trial court, high court and Supreme Court were placed before the President when he was considering the mercy plea of the convict.

The bench also comprising justices Ashok Bhushan and A S Bopanna rejected the contentions of the counsel appearing for Singh that entire materials of the case were not placed before the President when he was considering his mercy plea.

The bench, while referring to two files placed before it by the Centre on Tuesday, said that as per the January 15 covering letter which was sent by the Delhi government to the Ministry of Home Affairs, all relevant documents were sent.

The bench noted that detailed judgements of trial court, high court and the Supreme Court, curative petition filed by Singh, his past criminal history and his family background were sent to the Home Ministry by the Delhi government.

"All the documents were taken into consideration by the President while rejecting the mercy petition," the bench said.

The bench also dealt with submissions advanced by the convict's counsel, who had argued that the mercy plea was rejected at "lightning speed".

The bench said that if a mercy petition is expeditiously dealt with, it cannot be assumed that it has been adjudicated upon in a pre-conceived mind.

Ayodhya,  Aug 4: Various religious ceremonies have been conducted for the past 108 days by saints in Ayodhya and Prime Minister Narendra Modi will take part in `muhurat puja' at 12.44 pm on Wednesday as part of 'bhoomi pujan' for construction of a grand Ram temple.

PM Modi will arrive at 12:30 pm at the Ramjanmbhoomi and take part in various prayers including the main "bhoomi pujan".

Govind Giriji Maharaj, treasurer of Shri Ramjanmbhoomi Teerth Kshetra Trust, said that the religious ceremonies will begin from 8:30 am in the morning and will continue till 12:30 pm.

"The Prime Minister will arrive at 12:30 pm and he will offer `puja' for 15 minutes and take 'sankalp'. First Lord Ganesh will be worshipped then he will offer prayers of eight shilas. Some prayers at shilas we have conducted already," Giri told said.

"The muhrat of pooja is at 12: 44 pm. He will say words 'prathisthapayami' and it is crucial to be done in that muhrat," he said.

Elaborating on the rituals to be performed tomorrow by the Prime Minister, the trust member said that most important is `Kurm Shila' .

"The most important is Kurm Shila - this is right beneath the place where Ram Lalla will be seated. It is this ceremony that we are conducting tomorrow. A cone of Bakul tree wood will be kept in ceremony. This isn't an ordinary cone, it is made of various metals including gold and silver.

A lotus with nine gems too will be part of pujan which will be offered to this cone by the Prime Minister," he said.

"These are intrinsic to main bhumi pujan. The first religious ceremony was of Devi Kali. There are two devi kalis here, `choti' and `badi'. She is kuldevi, family's goddess of Sita. Today we held Ramarchan ceremony," said Giri.

The Vedic pundits who are involved in religious ceremonies have come from Delhi, Mathura and Kashi.

Asked about the absence of Nepal's religious head of Janaki Mandir, he said that there are many, including 20 religious heads, who would not able to come because they can't leave their seat in Chaturmas.

On the design of temple, Giri said, the old design will remain as it is except a rise in height.

"The structure has become popular and we will keep it. Keeping in mind the modernisation of architecture, we have raised height from 128 feet to 161 feet and instead of three peaks we will have five peaks," he said.

Kanchi Pithadhishvar Maharaj has sent silver coins as souvenirs for every sadhu participating in it, Giri said.

Invitations have been sent to 175 people, including 135 saints of 35 religious organisations to attend the foundation stone-laying ceremony of Ram temple.

The construction of Ram temple will begin in Ayodhya after the ceremony to lay the foundation stone.
