New defence procurement policy comes into force

AntonyNew Delhi, Jun 1: Against the backdrop of scams such as the VVIP chopper deal, a new defence procurement policy came into force today which aims at enhancing transparency and probity in military purchases and gives first right of refusal to Indian vendors to promote indigenous industry.

"The Defence Procurement Procedure 2013 which takes effect from today, aims to balance the competing requirements of expediting capital procurement, developing a robust indigenous defence sector and conforming to the highest standards of transparency, probity and public accountability," Defence Ministry said in a release.

While laying a strong emphasis on promoting indigenisation, the new policy aims at creating a level playing field for the Indian Industry, it said.

In his remarks in the foreword of the new policy document, Defence Minister A K Antony expressed hope that "the defence industry as well as the procurement agencies will find the DPP-2013 to be a 'progressive step' aimed at giving impetus to indigenisation, creating level playing field and expediting the procurement process as a whole."

Terming defence acquisition as a "complex" process, the Defence Minister said, it needs to balance the competing requirements of expeditious procurement, development of an indigenous defence sector and conformity to the highest standards of transparency and probity.

In the new policy, the Defence Ministry has accorded a "higher preference explicitly to the Buy (Indian), Buy and Make (Indian) and Make categorisation, besides bringing further clarity in the definition of the ‘Indigenous Content’ and simplifying the Buy and Make (Indian) process."

The DPP 2013 stipulates that if forces have to procure from foreign vendors under the Buy (Global) category, they will have to justify "not considering the other higher preference categories. This is expected to give a stronger impetus to indigenisation."

Seeking to expedite the procurement procedure, the new policy has reduced the validity of Acceptance of Necessity from two years to one year and the services have been told that services specifications would not be changed after the AoN is accorded by the Defence Acquisition Council.

"A higher delegation of financial powers to the Service Headquarters and the Defence Procurement Board (DPB) headed by the Defence Secretary has also been made. Together, these measures are expected to make the procurement procedure more efficient and reduce delays," the Ministry said.

The Ministry has also decided that any request for extending the timeline for submitting bids will have to be made two weeks prior to the bid submission dates "in order to encourage timely submission of the bids by the vendors and to discourage last minute requests for extension of time".

To promote the indigenous industry, the DPP 2013 has allowed the foreign vendors to nominate the Indian vendors of their choice for the maintenance of the equipment supplied to Indian forces by them.

The Ministry said further measures to strengthen the Indian defence sector are under consideration and will be brought about after due consultation with all stake holders.

Hyderabad, Feb 26: Hyderabad Police on Tuesday registered a case against well-known poet Imran Pratapgarhi for his statement asking why there was "no Shaheen Bagh in Hyderabad".

According to Charminar Police, the complaint was registered by Sub-Inspector S Guruswamy, who was on duty at the QQ Stadium on February 24 where an Ehtaji Mishaira (Poetry Program) against the Citizenship Amendment Act, National Register Commission and National Population Register was held.

Permission for the said event was granted by Hyderabad Additional Commissioner of Police to the program organisers with certain guidelines including that poetry program should be held on February 24 from 6 pm to 9 pm, and no speaker should give provocative speeches in the program.

However, police said that the program was started by the organisers at 6 pm and continued till 9:48 pm even after police officers asked them to end the event by 9 pm. The program was attended by around 3,000 members at QQ stadium.

According to police, while addressing the meeting Pratapgarhi said: "Mujhe hairath hai us Hyderabad mein koi Shaheen Bagh kyu nahi hai (I am surprised why there is no Shaheen Bagh in Hyderabad)", which is "provocative" and may cause fear to any section of the public.

In this regard, a case has been registered against organisers for disobeying public servants' orders and the poet has been booked for delivering provocative statements under the relevant sections of the Indian Penal Code.

Further investigation is underway.

Meanwhile, Congress leader Mohammed Ali Shabbir took to Twitter to condemn the police action.

"Hyderabad Police booked a case against poet Imran Pratapgarhi for expressing surprise on why there is no Shaheen Bagh in Hyderabad. For police, this sentence is provocative. Is Shaheen Bagh not a part of India?," Shabbir tweeted.

"Shame on TRS Government and Hyderabad Police for targeting a poet for no-fault," he added.

Bhadohi, Feb 11: With just two days left for the State Budget Session, a widow from Uttar Pradesh''s Bhadohi district has accused BJP MLA Ravindranath Tripathi and six others of sexual harassment over the years, the police said.

The incident is likely to cause considerable embarrassment to the ruling Yogi Adityanath government.

Bhadohi Superintendent of Police (SP) Ram Badan Singh said: "The woman, whose husband died in 2007, met the BJP MLA Ravindranath Tripathi''s nephew in 2014. She said that she was physically exploited by him for many years on the pretext of marriage."

The complainant also said that the nephew then got her lodged in a Bhadohi hotel for about a month during the 2017 Uttar Pradesh Assembly elections, "where she was raped by the MLA and his other family members".

The case has been handed over to the Additional Superintendent of Police for further investigations.

A case is yet to be registered.

The Uttar Pradesh Budget Session starts from Thursday.

New Delhi, Mar 16: A total of 110 cases of coronavirus, including 17 foreign nationals have been confirmed across India, Union Ministry of Health and Family Welfare said on Sunday.

The maximum positive cases have been reported from Maharashtra (32), followed by Kerala (22).

The total number of passengers screened at airports is 12,76,046, the ministry said.

The World Health Organisation (WHO) has declared that Europe has become the new 'epicentre' of the coronavirus pandemic that has infected more than 15 lakh people with over 6,000 deaths globally.

The virus had first emerged in China's Wuhan city in December last year.
