BJP releases Nitish Kumar’s 2003 speech praising Modi

June 17, 2013

Nitish_Kumar_speachNew Delhi, Jun 17: The bitter falling out between BJP and JD(U) was evident with the saffron party releasing Bihar chief minister Nitish Kumar's 2003 speech in which he praised Gujarat CM Narendra Modi as a leader with a future outside the state.

The BJP move to embarrass Kumar - who has made opposition to Modi a cornerstone of his "secular" politics - is intended to argue that the Bihar CM was not always opposed to the saffron strongman.

As the speech delivered at the inauguration of a railway project is well after the 2002 riots, the BJP's intent is obvious. "I am certain that Narendrabhai will not be confined to Gujarat for long and the country will get the benefit of his services," Kumar is quoted as saying.

JD(U) sources were, however, quick to argue that the BJP move smacked of its desperation after the breakup of the alliance and amounted to trying to shoot a messenger who bears bad news. "This won't take away from the fact that Modi is a deeply divisive and polarizing leader," a senior JD(U) leader said.

Meanwhile, BJP president Rajnath Singh said he was "saddened" by the "unfortunate" walking out of JD(U) from NDA and maintained that it would weaken the fight against Congress.

However, Singh also got a taste of continuing rumblings in BJP with veteran leader L K Advani reported to have brought up Modi's elevation as head of the party's campaign committee as a reason for the breakup of the alliance with JD(U).

Advani and leader of opposition in Lok Sabha Sushma Swaraj see the end of the alliance as a highly unfortunate development although the mood of other leaders, including those from Bihar, has turned more aggressive. "The breakup of NDA is sad and unfortunate," Swaraj said on Twitter.

Rajnath, however, had a different take on the events and said, "We always treated JD(U) as a younger brother and our relationship of 17 years was not a political but an emotional one. It was never made under pressure."

Singh was speaking at a programme organised by the BJP's youth wing. "When a coalition is formed, it is based on trust and mutual understanding. When that goes, it is really sad. We can be betrayed but we will never betray," he said.

He said if Modi was being considered communal because of the 2002 post-Godhra riots, there have been thousands of riots in 24 years of Congress rule since independence.

Singh pointed out that in 2000, BJP was a bigger party than JD(U) in Bihar as it had 60 seats while JD(U) won only "36-37 seats". But still, BJP chose a JD(U) leader to become chief minister, he said.

He warned JD(U) that a party which does not care for the feelings of the people in a democratic country cannot survive for long.

Those owning a single house in joint names would continue to file their income tax returns (ITRs) in much simpler ITR-1 (Sahaj) and ITR-4 forms (Sugam) for assessment year 2020-21 with the government issuing a clarification in this regard.

The clarification has come days after the government modified the eligibility for filing the returns in ITR-1 and ITR-4, stating that those owning a property jointly, spending Rs 2 lakh on foreign travel and paying electricity bill of Rs 1 lakh in a year would not be able to file returns in the simpler forms.

They would have to file their returns with much more detailed information in other specified forms.

Following the changes in the eligibility for filing returns in the two forms, concerns were raised over it with taxpayers claiming that it will cause huge hardship for them.

"The matter has been examined and it has been decided to allow a person, who jointly owns a single house property, to file his/her return of income in ITR-1 or ITR-4 Form, as may be applicable, if he/she meets the other conditions," a Finance Ministry statement said.

"It has also been decided to allow a person, who is required to file return due to fulfilment of one or more conditions specified in the seventh proviso to section 139(1) of the Act, to file his/her return in ITR-1 Form," it added.

Tax practitioners welcomed the government’s move of going back to the previous position.

"This is a welcome clarification allowing middle class taxpayers owning a single house property to file simpler ITR forms, 1 and 4, and not the detailed ITR forms even if they own house property in joint names," said Shailesh Kumar, Director, Nangia Andersen Consulting.

It may be noted that taxpayers holding multiple house properties would have to file more detailed return forms.

In the major changes notified earlier this month by the Income-Tax department, individual taxpayers were disallowed to file return either in ITR-1 or ITR 4 if he or she was a joint-owner in house property.

In another change, those who deposited more than Rs 1 crore in bank account or spent Rs 2 lakh on foreign travel or paid Rs 1 lakh on electricity bill in a financial year were also barred from using the easy-to-fill return forms.

"By today's clarification, the government has maintained status quo. Now, the taxpayers can continue filing their returns in the same fashion in which they did last year," said Naveen Wadhwa, Deputy General Manager (DGM), Taxmann.

New Delhi, Feb 26: Calling the recent violence in Delhi as 'planned conspiracy', Sonia Gandhi on Wednesday demanded Union Home Minister Amit Shah's resignation over the clashes that left 20 people dead in two days.

"CWC (Congress Working Committee) believes Home Minister and Centre is responsible. The Home Minister should tender his resignation with immediate effect," the Congress party's interim chief told reporters here.

Violent clashes erupted between pro and anti-CAA groups in parts of northeast Delhi on Monday, leading to widespread vandalism and arson for over two days.

While many blamed police for inaction to control the mobs, Union Home Minister Amit Shah met the top brass of Delhi Police, Chief Minister Arvind Kejriwal, LG Anil Baijal and directed the officials to control the situation.

Gandhi blamed both the Central and the Delhi governments, saying the administration did not take adequate steps on time to curb violence in the national capital.

"Chief Minister Arvind Kejriwal and Center is equally responsible for not activating the administration to reach out to the people to maintain peace and harmony," Sonia added.

The death toll in the violence rose to 20 on Wednesday, according to GTB hospital authorities.

Government sources told ANI that the National Security Advisor (NSA) Ajit Doval has been given the charge of bringing normalcy in the capital.

Sources also said that Doval will brief Prime Minister Narendra Modi and the Cabinet about the prevailing situation.

The NSA last night visited Jaffrabad, Seelampur and other parts of northeast Delhi where he held talks with leaders of different communities.

Without naming any leader, the Congress interim president also targeted the leaders of the Bharatiya Janata Party for making inflammatory statements saying that "there is a conspiracy behind the violence, country also saw this during Delhi elections. Many BJP leaders made inciting comments creating an atmosphere of fear and hatred."
