UPA govt opens FDI floodgates

UPA_FDINew Delhi, Jul 17: Bypassing security concerns, the government on Tuesday decided to throw open country’s telecom sector fully to foreign investors.

In defence production, it retained the right to approve proposals beyond 26 per cent on condition that it involves state-of-the-art technology.

The move will allow companies such as Vodafone, Telenor, Sistema and others to operate on Indian soil without an Indian partner. Foreign investment in telecom sector was currently allowed to a maximum of 74 per cent. The FDI caps were raised in 12 sectors, including insurance, oil and gas, single brand retail and power exchanges. The FDI in civil aviation has been, however, left unchanged at 49 per cent.

In insurance sector, in which the government is trying to build a consensus for a long time, the FDI cap was raised from 26 per cent to 49 per cent under automatic route, implying foreign firms do not need approval by the government before investing in the sector. However, the FDI in insurance is subject to approval by Parliament.

While, the FDI cap in defence sector remained unchanged at 26 per cent, higher limits of foreign investments in “state-of-the-art” technology will be considered by the Cabinet Committee on Security, said Commerce and Industry Minister Anand Sharma. On what he meant by "state-of-the-art", Sharma said the term would be defined by the Defence Ministry.

The rise in FDI cap across a majority of the sectors is expected to increase dollars flows into the Indian economy and also improve the investor sentiment which has taken a beating in the past. The decision to relax sectoral FDI caps in some areas and relaxation of FDI route in some others was taken at a high-level meeting chaired by Prime Minister Manmohan Singh on Monday evening.

In single-brand retail, 49 per cent FDI was allowed under the automatic route. Beyond that limit, the FDI will have to be approved by the Foreign Investment Promotion Board (FIPB). No decision was taken on raising FDI caps in airports, media, brownfield pharma and multi-brand retail.

FDI of up to 100 per cent was allowed in courier services under automatic route. In credit information companies 74 per cent FDI under automatic route was allowed.

Sharma said the government would soon prepare a note on Tuesday’s decision on FDI. It is expected to come before the cabinet next week.

Foreign direct investments in India had taken a beating in the past couple of years. The minister said that FDI inflows in the first quarter this fiscal were 25 per cent more than the first quarter of last fiscal.

Tuesday’s decisions were based on recommendations of a committee headed by Economic Affairs Secretary Arvind Mayaram which had suggested relaxing investment caps in about 20 sectors.

India's COVID-19 tally raced past the seven lakh-mark with 22,252 fresh infections on Tuesday, five days after crossing the six lakh post, while the death toll climbed to 20,160 as 467 more people succumbed to the disease, according to the Union health ministry.

With this, the country has recorded over 20,000 cases of the infection for the fifth consecutive day.

India's coronavirus infection caseload stands at 7,19,665, the ministry's data updated at 8 am showed.

With a steady rise, the number of recoveries stands at 4,39,947, while there are 2,59,557 active cases of coronavirus infection in the country.

"Thus, around 61.13 % of patients have recovered so far," an official said.

The total number of confirmed cases also includes foreigners.

Of the 467 deaths reported in the last 24 hours, 204 are from Maharashtra, 61 from Tamil Nadu, 48 from Delhi, 29 from Karnataka, 24 from Uttar Pradesh, 22 from West Bengal, 17 from Gujarat.

Telangana and Haryana reported 11 deaths each; Madhya Pradesh nine; Andhra Pradesh seven; Jammu and Kashmir six; Rajasthan and Punjab five each; Bihar, Kerala and Odisha two each; and Arunachal Pradesh and Jharkhand one each.

New Delhi, Mar 24: Thirty-two states and Union Territories (UTs) have announced complete lockdown to check the spread of the coronavirus in the country, informed the Central government on Tuesday.
There is a complete lockdown in as many as 560 districts of the country affecting several hundred million people.
Earlier, the complete lockdown was imposed in 30 districts, as of now, almost the entire country is in lockdown to restrict public movement in an attempt to break the chain of transmission of coronavirus.
Three states -- Uttar Pradesh, Madhya Pradesh and Odisha -- have announced lockdown in select districts with the governments continuously monitoring the situation and ready to extend the restrictions to other districts as well.
The Union Territory of Lakshadweep has announced restrictions on certain activities.
The Indian Railways has suspended all passenger train operations till March 31 in view of coronavirus.

New Delhi, Feb 8: A 26-year-old woman sub-inspector (SI) of the Delhi Police was shot dead near Rohini East Metro station on Friday night, officials said.

The SI, Preeti Ahlawat, was posted in Patparganj Industrial Area Police Station, police said.

A call about the incident was received around 9.30 pm, they said, adding she received gunshot wounds on her head.

"We have identified the suspects and CCTV footage of the area has been collected," said SD Mishra, Additional Commissioner of Police (Rohini).

Three empty cartridges were found from the spot, the officer said, adding a case has been registered and a probe is on.

Personal enmity is suspected to be the reason behind the killing, the officer said.

Ahlawat joined the Delhi Police in 2018.
