Bihar govt suspects conspiracy behind mid-day meal tragedy

Patna, Jul 17: Under attack from the opposition over the death of 23 school children after consumption of mid-day meal at Saran, the Bihar government today said it suspected a conspiracy behind the tragedy.

"The deaths were not due to food poisoning but it's a clear case of mixing poison in food," state Education Minister P K Shahi told reporters here.

He said doctors attending the students at Chhapra sadar hospital have reported that the children had died due to the presence of poisonous organic phosphorous in the food.

"From where did this organic phosphorous come in the food given to students as part of the mid-day meal scheme?" Shahi asked and told the police to investigate the matter.

The minister hinted at the involvement of opposition RJD in the tragedy though he did not make any direct reference.

"Arjun Rai, the husband of the school headmistress, had supplied the food material for the midday meal. He is an active member of a party and cousin of local leader Dhruv Rai of Mashrakh, who is close to a prominent leader of a party (RJD)," he said.

Rai, Shahi said, owns the grocery shop from where the materials were taken by the school headmistress Meena Devi for the midday meal scheme.

Besides, the headmistress was posted at the school under pressure "from a particular party". Block education officer Pramod Kumar, who is under suspension now, had appointed her as headmistress in-charge of the school.

The minister said, "Some people seem to be in a hurry to capture power anyhow and in persuading this ambition they are indulging in inhuman acts like the present tragedy."

The couple is absconding and an FIR has been lodged in Mashrakh police station against Meena Devi. Shahi said a student had told the media that the headmistress had forced them to finish the meal when they expressed reluctance to eat it because of its pungent taste.

Besides, a cook had said she had complained to the headmistress about the oil given to her for cooking the meal but she told her it was fresh and asked her to use it.

The minister said the government has ordered suspension of the headmistress and the block development officer has been asked to initiate the process but it is taking time as the BDO is engaged in law and order duty in view of the Saran bandh called separately by opposition RJD, BJP and LJP to protest the incident.

Shahi, who had rushed to Chhapra yesterday on the instruction of Chief Minister Nitish Kumar, said the response time taken by the government to provide succour to the victims was quick. Refuting lacunae in implementation of the central government's mid-day meal scheme, Shahi said the ruling JD(U) has always been concerned about improving the quality of food under the programme, implemented in 73,000 schools across the state.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.

New Delhi, Feb 11: People of Delhi have explained the true meaning of nationalism through their mandate, AAP's prominent face Manish Sisodia said as he clinched victory on the Patparganj seat.

Sisodia, who retained his seat for the third time, said the BJP indulged in "politics of hate", but people refused to be divided.

"I am happy to have won the Patparganj seat again. The BJP indulged in politics of hate, but I thank the people of Patparganj. Today, Delhi's people have chosen a government which works for them and explained the true meaning of nationalism through their mandate," he told reporters.

Sisodia, who was the Deputy Chief Minister and led the government's education reforms agenda, defeated BJP's Ravinder Singh Negi by a margin of over 3,500 votes.

The initial trends saw a seesaw battle between Sisodia and Negi.

In 2013, Sisodia had won by a margin of 11,000 votes and in 2015 by over 28,000 votes.

Jehanabad, Jan 27: The police here carried out a raid at the ancestral house of anti-CAA activist Sharjeel Imam, who has been slapped with a sedition case in the national capital for alleged inflammatory speeches he gave at Shaheen Bagh and the Jamia Milia Islamia, a senior official said on Monday.

According to Superintendent of Police, Jehanabad, Manish Kumar, Imams house in Kako police station area was raided late on Sunday night following "help sought by central agencies" which are investigating the cases lodged against the JNU research scholar.

Imam was not found at his house but two of his relatives and their driver were detained for interrogation and let off thereafter, the SP said.

A graduate in computer science from IIT-Mumbai, Sharjeel Imam had shifted to Delhi for pursuing research at the Centre for Historical Studies, JNU.

He was slapped with a sedition case after his alleged speeches went viral on the social media wherein he was heard speaking about Assam's possible secession from the country in the wake of the Citienship (Amendment) Act (CAA).

Earlier, he had been booked on similar charges at a police station in Aligarh for a speech he delivered on the AMU campus.

Besides, a case under the stringent anti-terror law UAPA has been registered against him at Assam.

Imams late father Akbar Imam was a local JD(U) leader who had unsuccessfully contested an assembly election in his lifetime.

Reacting to the developments, his distraught mother Afshan Rahim told the media, "My son is innocent. He is a bright young man and not a thief or a pickpocket. I swear in the name of God that I do not know about his whereabouts. But I can guarantee that upon learning about the cases, he will appear before the investigating agencies and fully cooperate in the probe."

She said that it has been a long time since she met her son though she had a telephonic conversation with him a few weeks ago.

"He was obviously disturbed by the CAA and fears of the National Register of Citiznes (NRC) about being implemented across the country which, he said, would affect not just Muslims but all poor people," she said.

In fact, after 15 days of Shaheen Bagh protest, he had asked the agitators there to withdraw and watch the situation for a month, and then decide on the further course of action, she said. "But they refused to relent. He was calling for a 'chakkajam' (road blockade). He is just a kid and not capable of instigating people for secession," she added.
