Free treatment for accident victims from July 29

New Delhi: Jul 21: A pilot project of a scheme to provide cashless treatment for those injured in road accidents will be launched on the busy Delhi-Gurgaon-Jaipur national highway on July 29.

The Centre selected the 225-km highway to launch the scheme as it is one of the most accident-prone stretches in the country, claiming about 250 lives annually.

The government will expand the scheme to other highways based on the results of the pilot project, Union Minister for Road Transport and Highways Oscar Fernandes told Deccan Herald here on Saturday.

The aim of the scheme is to provide medical help within six to seven minutes of an accident which is considered as crucial time. Ten ambulances will be stationed at different places on highways. Once an accident occurs on the highways, a team of volunteers will reach the spot and provide first aid to victims. A photograph of the accident will be taken and uploaded on the server that can be accessed by hospitals to ascertain the facts.

The ministry will take care of the victim for the first 48 hours, and will spend a maximum of Rs 30,000 in that period. If the total treatment cost exceeds the Rs-30,000 cap, patients have to bear the expenditure. After 48 hours, the victim will be treated at discounted rates, which have to be worked out with state governments.

Hospitals where victims are admitted will be allowed to charge only rates prescribed under the Central Government Health Scheme or those prescribed by AIIMS.

A single toll-free number for ambulance services and a call centre to attend to emergency calls will be part of the scheme. The National Highway Authority of India will put up signboards at every 100 metres of highways displaying emergency contact numbers and a unique reference number to identify the exact accident spot.

As per the statistics available with the ministry, 17 lives were lost in road accidents every hour in 2011 in the country, while, in 2010, the figure was 15. On a pan-India basis, 1.42 lakh people died in road accidents in 2011, which was an increase of over 7,000 from the figure of 2010.

New Delhi, Jan 1: The new Army chief Lieutenant General MM Naravane on Wednesday said that India needs to pay more attention to its border along China and asserted that the force is capable of dealing with any security challenge.

"We have been giving attention to our western front in the past. The northern front now also requires an equal amount of attention... The Army is capable of tackling any dangers to the country," General Naravane told reporters after receiving the first Guard of Honour as the Army chief.

"In that context, we are now going in for capability development and enhancement of our capacities even in our northern borders which includes the northeastern part of our country," he said.

On the border dispute with China, the Army chief said that continuing peace along the border will pave the way for a solution.

He said: "We have been able to maintain peace and tranquility along borders and I'm sure that situation will prevail. By maintaining this, we will be able to set the stage for the eventual solution."

General Naravane said that operational readiness and modernisation will be among the top priorities of the Army under his leadership.

"Our priority will be to be ready to meet any challenge and to be operationally prepared at all times. This will happen as a result of modernisation. We will continue to build our capability especially in the North and Northeast region of our country," he said.

He said that the Indian Army will pay special attention to respect human rights. "We will also pay special emphasis on raising security awareness among ranks and file and pay special attention to respect human rights," the Army chief said.

Assuring the country on security, he said, "All three services — the Army, the Navy and the Air Force — are ready to defend the country."

He extended wishes to people in the new year and hoped that the country will make huge progress in this decade.

General Naravane took over as the 28th Chief of the Army Staff (COAS) on Tuesday, succeeding General Bipin Rawat who has become India's first Chief of Defence Staff (CDS).

General Naravane was previously the Vice Chief of Army Staff.

Bengaluru, Mar 12: Imarti Devi, who recently resigned as Congress MLA from Madhya Pradesh, on Wednesday said that she was happy with Jyotiraditya Scindia's decision to join the BJP.

Imarti said: "All 22 MLAs are here (in Bengaluru) on their own. We're happy that Scindiaji has taken this decision. I'll always stay with him even if I had to jump in a well."

"When we were in the Congress, Kamal Nathji never heard us," she said.

Another rebel leader and former minister Mahendra Singh Sisodia said: "Betrayal is not done by Jyotiraditya Scindia. Instead, betrayal was done by the Congress and Kamal Nathji."

"Congress betrayed the people of Madhya Pradesh. We are with Jyotiraditya Scindia," he said.

Ahead of the grand foundation stone-laying ceremony of the Ram Temple on August 5, Ayodhya priest and 16 police personnel, involved in the mega event on August 5, have tested positive for COVID-19. Priest Pradeep Das is one of the four priests who regularly perform puja at the Ram Temple site in Ayodhya.

Das has been placed under home quarantine and contact tracing is underway, reported.

Meanwhile, Uttar Pradesh police and Sashastra Seema Bal have been put on high alert in the districts bordering Nepal ahead of Prime Minister Narendra Modi's visit to Ayodhya on August 5.

On July 29, Uttar Pradesh reported a record single-day spike of 3,570 COVID-19 cases, taking the infection tally to more than 77,000, while 33 fresh fatalities pushed the death toll to 1,530.

"There are 29,997 active COVID-19 cases in the state and 45,807 patients have been discharged after treatment," Additional Chief Secretary, Medical and Health, Amit Mohan Prasad told reporters. "The death toll due to the disease has reached 1,530," he said.
