War of words between Cong and BJP over Batla House encounter

New Delhi, Jul 25: The Delhi court verdict in the Batla House case today led to a political war of words, with BJP slamming Congress leaders who had questioned the genuiness of the encounter while the ruling party hit back.

encounterContending that the BJP has the habit of criticising it, Congress said all sections should accept the verdict and guard against speaking "irresponsibly" or politicising the issue so that the morale of police forces is not undermined.

Digvijay Singh, who had raised questions over the genuineness of the September 2008 encounter in South Delhi, said he "respects the judgement" but stuck to his demand for a judicial inquiry, saying it was "fully justified" stand.

BJP leader Ravi Shankar Prasad, while apparently referring to Digvijay's stand, said, "It was a bizarre situation. While the government honoured late inspector M C Sharma for bravery, senior Congress leaders and functionaries of the ruling dispensation had raised questions on the veracity of the encounter."

Finance Minister P Chidambaram, who was the Home Minister at the time of the encounter, dismissed the BJP attack, saying it was the habit of the main opposition party to criticise the Congress party.

"If we say white, the BJP will say black. If the Congress will give some other colour, the BJP will give another colour. I don't think that is relevant. What is relevant is that the police has been able to prove their case against one accused they were able to apprehend," he said.

When referred to the doubts expressed by some leaders like Digvijay Singh over the encounter, Chidambaram said they were reflecting the views of families who were affected or the people of that area.

"I know that emotion was quite high. The families and residents of the area felt very strongly. I think my colleagues were simply reflecting the views they had heard. I don not think they had access to any independent material, independent access to materials," he said, seeking to downplay the controversy.

New Delhi, Jul 22: Rajya Sabha Chairman M Venkaiah Naidu on Wednesday urged the newly elected members of the House to uphold rules and procedures of the House while discharging their duties as the lawmakers for the country.

"In his remarks at the end of the administration of oath/affirmation to the new members of Rajya Sabha in the Chamber of the House today, Shri Naidu urged them to hold themselves to account with regard to their conduct both within and outside the House, so as to enhance the standing of the institution in the eyes of the people," read a press note.

The note further read that Naidu suggested the members to "question themselves if they had acted to enhance the dignity of the institution or to the contrary at the end of each day during the session and if their conduct was ethical during the inter-session period".

He said, "Answers to these simple questions would guide you on the right path."

He further stressed, "Ensuring rule of law is the spirit of our law of the land (Constitution). It shall begin with your compliance with the rules and procedures of this House."

Of the 61 members elected to Rajya Sabha from 20 States in the recent biennial and bye-polls, 45 made oath/affirmation today including 36 who have been elected for the first time. 12 sitting members have been re-elected which include Sharad Pawar, Digvijaya Singh, Bhubaneswar Kalita, Prem Chand Gupta, Harivansh and Ramdas Athawale, who took oath today.

Those elected for the first time to Rajya Sabha include Mallikarjun Kharge, Jyotiraditya M Scindia and KC Venugopal who have vast legislative experience and taken oath today. Those members who could not make oath/affirmation will do so during the ensuing Monsoon Session.

"Members including three women made oath/affirmation in 10 languages viz., Telugu, Bodo, Kannada, Manipuri, Marathi, Oriya, Tamil, Bengali, Hindi and English," the note read further.

"Today's oath-taking has been organized to enable the newly elected members to participate in the committee meetings which are underway at once and in the monsoon session which is to follow. I hope to nominate all of you on different committees in a day or two. #RajyaSabha," the Vice President's official handle tweeted earlier on Wednesday.

The Drugs Controller General of India (DCGI) has given nod to the Serum Institute of India (SII) for conducting phase 2 and 3 human clinical trials of the Oxford University developed Covid-19 vaccine candidate in the country.

Government officials said that the approval for conducting phase 2 and 3 clinical trials by the SII was granted by DCGI Dr V G Somani late Sunday night after a thorough evaluation based on the recommendations of the Subject Expert Committee (SEC) on Covid-19.

"The firm has to submit safety data, evaluated by the Data Safety Monitoring Board (DSMB), to the CDSCO before proceeding to phase 3 clinical trials," a senior official said.

"As per the study design, each subject will be administered two doses four weeks apart (first dose on day one and second dose on day 29) following which the safety and immunogenicity will be assessed at predefined intervals," the official said.

As a rapid regulatory response, the expert panel at the Central Drugs Standard Control Organisation (CDSCO) on Friday, after a detailed deliberation and considering the data generated on the vaccine candidate in phase 1 and 2 of the Oxford University trial, had recommended granting permission for phase 2 and 3 clinical trials of the potential vaccine, 'Covishield', on healthy adults in India,  the officials said.

Currently, phase 2 and 3 clinical trials of the Oxford vaccine candidate is going on in the United Kingdom, phase 3 clinical trial in Brazil and phase 1 and 2 clinical trials in South Africa.

The officials said that the SII had submitted a revised proposal on Wednesday after the SEC on July 28, following deliberation over its application, had asked it to revise its protocol for the phase 2 and 3 clinical trials besides seeking some additional information.

The panel had also recommended that the clinical trial sites which have been proposed for the study be distributed across India.

According to the revised proposal by the SII, 1,600 people aged above 18 years will participate in the trials across 17 selected sites, including AIIMS-Delhi, B J Medical College in Pune, Rajendra Memorial Research Institute of Medical Sciences (RMRIMS) in Patna, Post Graduate Institute of Medical Education and Research in Chandigarh, AIIMS-Jodhpur, Nehru Hospital in Gorakhpur, Andhra Medical College in Visakhapatnam and JSS Academy of Higher Education and Research in Mysore.

"According to the application, it would conduct an observer-blind, randomised controlled study to determine the safety and immunogenicity of 'Covishield' on healthy Indian adults," the official said.

The SII, which has partnered with AstraZeneca, for manufacturing the Oxford vaccine candidate for Covid-19 had submitted its first application to the DCGI on July 25 seeking permission for conducting the phase 2 and 3 trials of the potential vaccine. 

Initial results of the first two-phases of trials of the vaccine conducted in five trial sites in the UK showed that it has an acceptable safety profile and homologous boosting increased antibody response, sources had said.

To introduce the vaccine, SII, the world's largest vaccine maker by number of doses produced and sold, has signed an agreement to manufacture the potential vaccine developed by the Jenner Institute (Oxford University) in collaboration with British-Swedish pharma company AstraZeneca.

Hubli, Jul 12: Union Parliamentary Affairs Minister Pralhad Joshi on Sunday said that the Monsoon session of Parliament will be held with the government ensuring all health precautions for COVID-19 are followed.

"Monsoon session (of Parliament) will certainly be held. The government will do all the formalities and take all precautions," the Parliamentary Affairs Minister told reporters here.

Earlier in March, the Parliament had passed 12 bills during the curtailed budget session with Lok Sabha passing 15 bills and Rajya Sabha 13.
During the session, 19 bills were introduced in the two Houses (18 in Lok Sabha and 1 in Rajya Sabha). The two Houses were adjourned sine die after completion of the budgetary process including passage of the Finance Bill.

The second part of the session was curtailed in view of the threat of the spread of coronavirus.
On June 1, Rajya Sabha Chairman M Venkaiah Naidu and Lok Sabha Speaker Om Birla had held a detailed discussion on holding the ensuing monsoon session of Parliament in view of the coronavirus-induced norm of social distancing, sources said.

They said the leaders have taken note of reports suggesting that the fight against COVID-19 is likely to be a long haul.
