MPs' letters to Obama on Modi visa 'original and authentic', claims forensic document examiner

MPs_lettersWashington, Jul 28: The controversy over Indian MPs' letters to President Barack Obama for denying visa to Narendra Modi has taken a new turn with a California-based forensic document examiner certifying that the signatures of the lawmakers are "original and authentic" and not a cut and paste job as claimed.

"Using accepted principles and methods of forensic examination, it is my opinion that the Q1-Q3 (three pages of Rajya Sabha MPs' letter) document was created in a single event, and that the signatures found upon it are original/authentic wet ink signatures," said the report after a forensic examination of the letter.

A similar finding was made in respect of the letter by Lok Sabha members.

The forensic examination of the handwritings on the two letters to Obama by members of Rajya Sabha and Lok Sabha on November 26 and December 5 last year respectively, which were re-faxed to the White House on July 21, was done by Nanette M Barto, approved forensic document examiner, in California.

The examination was prepared at the request of Coalition Against Genocide (CAG) campaigning against Modi after some parliamentarians, notably CPM leader Sitaram Yechury, MP Achutan (CPI) and KP Ramalingam (DMK) denied having signed the letter to Obama.

CAG, a broad alliance of about 40 Indian American organisations, has been campaigning against US visa for Modi.

When contacted for reaction to the forensic examination report, Achutan maintained that he did not remember to have appended his signature to a memorandum like this.

All that he remembered was that he had signed a representation expressing anguish at the detention of Muslim youths in different parts of India, especially in northern states, by branding them as terrorists on flimsy grounds, he said.

Ramalingam said this was a privilege matter which has to be given to Chairman Hamid Ansari. "I have already said I have not signed the letter," he said.

Yechury, who had earlier said that he had not signed the letter and his purported signature on the document, was a "cut and paste job" is away in Pyongyang on a visit as part of a parliamentary delegation to North Korea. He could not be reached for his comments.

New Delhi, May 10: Congress leader Rahul Gandhi on Saturday demanded that Prime Minister Narendra Modi ensured audit of donations made to the PM-CARES Fund, and to share the details and the money spent with the people.

"The PM-CARES Fund has received huge contributions from PSUs and major public utilities like the Railways. It's important that the Prime Minister ensure the fund is audited and that the record of money received and spent is available to the public," he tweeted.

His remarks came amid reports that the central government is accumulating a huge sum of money in the Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund set up as a corpus to fight novel coronavirus and that the amount spent will not be audited by the Comptroller and Auditor General.

The CAG office had clarified that since the fund is based on donations, it has no right to audit a charitable organisation.

On Friday, Rahul Gandhi told the media that the PM-CARES Fund should be audited and people of the country should know about the donors and the donations made.

New Delhi, Jul 30: India's gold demand in 2020 is expected to fall to the lowest level in 26 years with domestic bullion prices hitting a record high and as falling disposable incomes could curtail retail purchases, the World Gold Council (WGC) said on Thursday.

Lower demand by the world's second-biggest bullion consumer could limit a rally in global prices, which hit a record high earlier this month, although it could also reduce India's trade deficit and support the ailing rupee.

"Fast rising gold prices could act as headwinds," said Somasundaram PR, the managing director of WGC's Indian operations.

Local gold futures have jumped 35% so far this year after rising a quarter in 2019.

India's gold consumption in the first half of 2020 plunged 56% on-year to 165.6 tonnes. Meanwhile, the coronavirus-triggered lockdown also slashed demand by 70% in the June quarter to 63.7 tonnes, the lowest in more than a decade, the WGC said in a report published on Thursday.

Millions of Indians have lost their jobs or taken a pay cut after the country imposed a lockdown on its 1.3 billion people to curb the spread of the virus that has infected more than 1.5 million Indians.

Consumption is generally high during the June quarter due to weddings and key festivals such as Akshaya Tritiya, but lockdown restrictions kept shoppers indoors this year.

The weak demand in the first half could drag down India's gold consumption in 2020 to the lowest since 1994, when demand stood at 415 tonnes, Somasundaram said, adding that it is still difficult to provide an estimate for full-year demand as the coronavirus crisis is still unfolding.

"Indian demand has previously jumped as much as 300 tonnes in a quarter. Latent demand could come out in the second half," Somasundaram said.

Kashmir, Jan 9: US Ambassador to India Kenneth I Juster along with envoys from 15 other countries arrived in Srinagar on a two-day visit to Jammu and Kashmir on Thursday, the first visit by diplomats since the abrogation of the erstwhile state's special status in August last year.

The Delhi-based envoys arrived in Srinagar by a special chartered flight at Srinagar's technical airport where top officials from the newly carved out union territory received them, officials said.

Later in the day, they would be going to Jammu, the winter capital of the newly created Union Territory, for an overnight stay. They will meet Lt Governor G C Murmu as well as civil society members, they said.

Besides the US, the delegation will include diplomats from Bangladesh, Vietnam, Norway, Maldives, South Korea, Morocco, and Nigeria, among others.

Brazil's envoy Andre Aranha Correa do Lago was also scheduled to visit Jammu and Kashmir. However, he backed out because of his preoccupation here, the officials said on Wednesday.

Envoys from the European Union (EU) countries are understood to have conveyed that they will visit the union territory on a different date and are also believed to have stressed on meeting the three former chief ministers -- Farooq Abdullah, Omar Abdullah and Mehbooba Mufti -- who are under detention.

Officials said envoys of several countries had requested the government for a visit to Kashmir to get a first-hand account of the situation in the Valley following the August 5 decision to abrogate provisions of Article 370 and bifurcate it into two union territories, Jammu and Kashmir, and Ladakh.

This is the second visit of a foreign delegation to Jammu and Kashmir since August 5. Earlier, Delhi-based think tank International Institute for Non-Aligned Studies, a Delhi-based think tank took 23 EU MPs on a two-day visit to assess the situation in the union territory.

The government had distanced itself from the visit with Minister of State for Home G Kishan Reddy informing Parliament that the European parliamentarians were on a "private visit".
