Telangana at last: India gets a new state, demand for other states gets a boost

New Delhi, Jul 31: The ruling UPA on Tuesday decided to split Andhra Pradesh and create Telangana, acceding to a 45-year-old demand for statehood in a bid to win local support and stymie political rivals ahead of the 2014 general elections.

Telangana, likely to be born as the 29th state of India sometime next year, will comprise 10 out of the 23 districts of united Andhra. For the first decade, Hyderabad, the capital and jewel in the crown, will be shared by Telangana and the rest of the state, which will retain the name Andhra Pradesh.

The move to create the new state comes nearly four years after then home minister P Chidambaram announced in December 2009 that Congress wanted to initiate the process; the party’s resolve wilted in the face of fierce opposition from Andhra.

But this time around, the looming general elections strengthened its spine, and support from the opposition BJP — also keen to win brownie points ahead of the polls —should ensure smooth passage through Parliament.

“Today, our dreams have come true. We salute those who have sacrificed their lives for Telangana,” Ponnam Prabhakar, Congress MP from Karimnagar, which falls in the new state, told HT.

Prabhakar estimated that over 1,000 people have died in the struggle to create the state.

With this move, the Congress aims to contain the popular Jaganmohan Reddy to Andhra Pradesh and win the majority of the 17 Lok Sabha seats in Telangana.

It seems to have given up on Andhra Pradesh, which sends 25 MPs to Delhi but is now seen as Jagan territory.

Another potential rival to the Congress in Telangana, the Telugu Desam Party, has shot itself in the foot by opposing the demand for the state until last year.

The Congress leadership has come to the conclusion that Telangana is “emotionally disintegrated” and “only division could save” the party in the 2014 polls, a senior leader said.

On Tuesday, Congress president Sonia Gandhi opened the Congress Working Committee meeting giving a historical perspective of the issue. PM Manmohan Singh endorsed Gandhi’s views and said the move will help in the equitable development of all the regions of the state.

Singh is understood to have earlier been opposed to the creation of Telangana due to intelligence agency apprehensions that it will become a breeding ground for Maoist and Muslim terror groups.

The creation of the state could spawn similar demands from others. Even at the CWC meeting, MP Mukul Wasnik raised the issue of Vidarbha, which he wants split from Maharashtra.

The demand was endorsed by another MP, Gurudas Kamat. Other demands for states include Gorkhaland and Bodoland in the north east.

The bill to create Telangana is expected to reach Parliament in the next four to five months, probably in the winter session. Before this it will go to President Pranab Mukherjee and the Andhra assembly.

What's Telangana about:

1. Telangana would be the 29th state of Independent India.

2. The Telangana region comprises 10 districts: Hyderabad, Adilabad, Khammam, Karimnagar, Mahbubnagar, Medak, Nalgonda, Nizamabad, Rangareddy, and Warangal.

3. Apart from Telangana, Andra Pradesh consists of two other parts namely Coastal Andra and Rayalaseema.

4. According to sources, violence that came along with the Telangana merger demand has consumed more than 1000 lives over last three years, which includes numerous cases of self immolation.

5. The sharing of the capital city Hyderabad had long been the bone of contention in the separation struggle.

6. Pro-Telangana people put forward a notion that 45% of the state income comes from Telangana but when it comes to utilization of funds, its share is only 28%.

7. Proponents of a separate Telangana state cite perceived injustices in the distribution of water, budget allocations, and jobs.

Srinagar, Jun 30: On the deadly attack at Karachi Stock Exchange on Monday morning, a Kashmiri social activist and journalist warned that the incident is a stark reminder to all those in Pakistan supporting Jihad and attacked Pakistan prime minister Imran Khan for ignoring development agenda in Balochistan.

Yana Mir, the editor-in-chief of The Real Kashmir News, said, "Karachi Stock Exchange attack is a reminder to all those in Pakistan supporting Jihad. Remember @imrankhan that Youth is restless and they want development agenda. These young boys of BLA are also looking for a life which is settled and peaceful. Wake up Imran Khan and you Kashmiris also. Pakistan is going to finish you. Open your eyes."
Four heavily armed terrorists attacked the busy Pakistan Stock Exchange building in Karachi with grenades today, killing four security guards and a police officer before being shot dead in an exchange of fire, authorities said.

The terrorists, who arrived in a car, stormed the Karachi Stock Exchange building by firing indiscriminately and lobbed grenades at the main gate of the multi-storey building situated in the city's high-security commercial hub.

Balochistan is a well-known region rich in natural resources but the Balochis have always been deprived of basic facilities. No hospitals are available in Balochistan. If there are some then medical facilities and equipment are not available in hospitals. The education system is pathetic and similar is the case with the infrastructure: the roads, water system, agriculture and almost all fields of life.

It is pertinent to mention that enforced disappearances and abductions by the Pakistani military establishment have also been carried out regularly and for innumerable times in Balochistan. Leaders, activists, and vocal members of various student organizations have been detained by the security forces and kept in confinement. While others have been shot dead.

This crime against humanity has been going on for so long and so systematically in Balochistan that it has come to be considered as a normal state of affairs in the province. Many social and human rights activists have flagged the issue of oppression by the Pakistani establishment before the United Nations and other international agencies.

According to the Commission of Inquiry on Enforced Disappearances, an entity established by the Pakistani government, about 5,000 cases of enforced disappearances have been registered since 2014. Most of them are still unresolved.

Independent local and international human rights organisations put the numbers much higher. Around 20,000 have reportedly been abducted only from Balochistan, out of which more than 2,500 have turned up dead as bullet-riddled dead bodies, bearing signs of extreme torture.

Before being elected as Prime Minister, Imran Khan had admitted in multiple interviews about the involvement of Pakistan's intelligence agencies in enforced disappearances as well as extrajudicial killings and vowed to resign if he was unable to put an end to the practice, holding those involved responsible. But times have passed and only reports are available to narrate the true story.

New Delhi, Jun 16: Jet fuel or ATF price on Tuesday was hiked by 16.3 per cent while petrol price was increased by 47 paise per litre and that of diesel by a record 93 paise on the back of firming international oil rates.

Aviation turbine fuel (ATF) price was hiked by ₹5,494.5 per kilolitre (kl), or 16.3 per cent, to ₹39,069.87 per kl in the national capital, according to a price notification by state-owned oil marketing companies.

This is the second straight increase in ATF price this month. Rates were hiked by a record 56.5 per cent (₹12,126.75 per kl) on June 1.

Simultaneously, petrol and diesel prices were hiked for the 10th day in a row.

Petrol price in Delhi was hiked to ₹76.73 per litre from ₹76.26, while diesel rates were increased to ₹75.19 a litre from ₹74.26, the price notification said.

In 10 hikes, petrol price has gone up by ₹5.47 per litre and diesel by Rs 5.8 a litre.

Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

The hike in diesel rates is the highest daily increase since the state-owned fuel retailers started daily revision in rates in May 2017.

Hike for 10th consecutive day

Tuesday’s increase in petrol and diesel price marks the 10th straight day of rise in rates since oil companies on June 7 restarted revising prices in line with costs, after ending an 82-day hiatus.

The freeze in rates was imposed in mid-March soon after the government hiked excise duty on petrol and diesel to shore up additional finances.

Oil PSUs Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) instead of passing on the excise duty hikes to customers adjusted them against the fall in the retail rates that was warranted because of fall in international oil prices.

The June 1 hike in jet fuel price had come after seven consecutive reductions in rates since February. ATF price in Delhi before the reduction cycle began in February was ₹64,323.76 per kilolitre, which got reduced to ₹21,448.62 last month.

Industry officials said the hike was necessitated because benchmark international rates have bounced back from a two-decade low.

While ATF prices are revised on 1st and 16th of every month, petrol and diesel prices are revised on a daily basis.

Oil companies used to revise ATF prices on the first of every month, but adopted fortnightly revisions on March 21 to pass on the benefit of falling international oil prices to airlines.
