Vadra pocketed large premium on colony license: Khemka

Vadra_pocketedChandigarh, Aug 10: Robert Vadra's land deals in a village in Haryana have returned to haunt the Congress party and its chief with whistleblower IAS officer Ashok Khemka alleging that Vadra "falsified documents" for 3.53 acres of land in Gurgaon and "pocketed" large premium on a commercial colony license.

In his "voluminous reply" submitted to Haryana government's three-member enquiry committee set up in October last to look into Vadra-DLF deal, Khemka is understood to have alleged that Vadra, who is Congress President Sonia Gandhi's son-in-law, executed a series of "sham transactions" for 3.53 acres of land in Shikohpur village of Gurgaon.

Vadra "pocketed" a huge premium on a commercial license through money that he could account for, Khemka alleged.

The IAS officer alleged that the Haryana's Department of Town and Country Planning (DTCP) "ignored rules and regulations to allow crony capitalists operating as middlemen to flourish and appropriate market premium of a license."

"The DTCP aided Vadra in making these sham transactions," he alleged.

Khemka, who submitted his reply on May 21, says that both the sale deed of February 12, 2008 through which Vadra's company 'Skylight Hospitality' bought land from 'Onkareshwar Properties' and Letter of Intent for granting a commercial license to his company issued by DTCP in March 2008 are "sham transactions" made to enable Vadra to collect market premium.

"If there was no payment as alleged in the registered deed, can it it be said that the registered deed conferred ownership title over the said land upon Skylight Hospitality by virtue of the sham sale," he questions.

Khemka, who had cancelled a land mutuation deal between Vadra and DLF last October, claims that "there was no promise to pay in the future in the registered deed."

No price was paid as claimed in the registered deed. The sale registered in the said deed cannot, therefore, be called a "sale" in true sense of the term, legal or moral and it cannot be said that Skylight

Hospitality became owner of the land in question by virtue of sale registered in the deed, Khemka is understood to have said in his report running into some 100 pages.

While Khemka's reply has gone public, the officer, on being approached by PTI here said, "I will not speak to the media on this issue."

Haryana Chief Secretary P K Chaudhary said, "We are examining the reply (by Khemka)".

The Haryana government's committee had earlier this year concluded that the orders passed by Khemka initiating an enquiry into Vadra's land deals were "without jurisdiction, inappropriate and not covered under any provisions of any statute or rules."

Besides, the committee also held that the order by Khemka cancelling the land mutation was improper.

Demanding a white paper on the transfer of all such licenses permitted in the past to expose the "loot of public wealth," Khemka writes that the DTCP had issued various types of colony licences for a total of 21,3666 acres in the last eight years of the Bhupinder Singh Hooda government's tenure between 2005 to 2012.

He points that if the market premium for a colony licence is assumed to be as low as Rs one crore per acre, the land licensing scam in the past eight years is worth around Rs 20,000 crore.

"At the premium of Rs 15.78 crore per acre that Vadra earned, this figure would jump to Rs 3.5 lakh crore," he claims.

He alleged in the letter the DTCP permitted Skylight to transfer the license to DLF in April 2012 and the licensed land was finally sold to DLF on September 18, 2012.

"By allowing the transfer of license issued in the name of Skylight to DLF, the DTCP created a black market for trading in licenses where cronies are issued licenses which are later sold or transferred with permission of the authority for a fat consideration to the real developers," he writes.

On August 5, 2008 Skylight Hospitality entered into an unregistered collaboration agreement with DLF Universal.

Khemka observes that this led to loss of crores of revenue to the state exchequer due to a collaboration agreement of this kind has to be registered.

The opposition Indian National Lok Dal (INLD) has demanded a probe into the reply by Khemka by a sitting judge of the High Court.

INLD leader Abhay Chautala, who is also MLA from Ellenabad, said his party had thrice raised this issue in the Vidhan Sabha, but the Speaker always tried to suppress it.

"All such transactions are done by the Hooda government to appease Sonia," he alleged

Pune/Mumbai, Feb 21: A BJP youth wing leader from Pune on Thursday submitted a complaint application to the police against AIMIM leader Waris Pathan for his controversial remarks made recently in Karnataka.

Pathan has claimed he has been quoted out of context.

Parismal Deshpande, a BJYM worker, submitted the written application at the Deccan Gymkhana police station, demading action against Pathan for allegedly promoting enmity between different groups and outraging religious feelings of a community.

Deshpande, in his complaint stated, that Pathan reportedly said "15 crore hai lekin 100 crore pe bhari hai' (We are 15 crore but we can dominate 100 crore).

"The statement by Pathan promotes violence and create a divide between two communities.

"Because of such statements, there are possibilities of atmosphere getting vitiated. Hence, he should be booked under IPC sections 153A (promoting enmity between different groups, 295A (outraging religious feelings), and 504 (provoking breach of the peace)," Deshpande said in the complaint.

An officer from the Deccan police station confirmed receiving the application.

Meanwhile, in Mumbai, the BJP slammed Pathan.

The saffron party on Thursday tweeted @BJP4Maharashtra saying, "Waris Pathan, who are you threatening to? Shiv Sena led government may tolerate your comments; but BJP and people of Maharashtra will teach you a lesson that your hate- mongering speeches will be shut."

However, Pathan has issued a statement to the media, saying he has been quoted out of context.

"I hereby wish to state that the media reports on TV channels showing my statement made in the public meeting at Gulbarga five days back have totally quoted me out of context," Pathan claimed on late Thursday evening.

"I wish to reiterate that I can never say anything intentionally or unintentionally that hurts the sentiments of any caste, community or gender. I am a proud Indian and respects the plurality of this country," he said.

Mumbai, Jun 3: With an expected increase in wind conditions up to 120 kilometres, cyclone Nisarga is likely to make landfall on the north coast of Maharashtra later today, as per the Indian Meteorological Department (IMD) on Wednesday.

"Wind conditions will further increase up to 100-110 gusting to 120 kmph as conditions are favourable for intensification. The higher sea surface temperature and low vertical wind shear favoured the intensification of severe cyclonic circulation," said IMD in a series of tweets.

Explaining the nature of wind speed, IMD further tweeted, "Eye diameter is about 65 km as observed through Radar. thus the diameter has decreased during past 01 hours indicating intensification of the system. hence wind speed has increased from 85-95 kmph to 90-100 kmph gusting to 110 kmph."

Several National Disaster Response Force (NDRF) teams have been deployed across Maharashtra to ensure preparedness for the impending cyclone. A total of eight teams have been deployed in Mumbai, five teams in Raigad, two teams in Palghar, Thane, and Ratnagiri and one team in Sindhudurg, said NDRF.

Besides, five NDRF teams were airlifted by IL-76 from Vijaywada for Mumbai on June 2, as per the Indian Air Force (IAF)

"Around 60 per cent of people, from the coastal areas around this area, have gone to their relatives' places. The remaining ones have been sent to the evacuation centre. We have also taken into account the COVID-19 guidelines and ensured social distancing," NDRF officer Shiv Parada Rao, deployed with his team in the Dahanu area, spoke to ANI.

"From the information we have received cyclone Nisarga is likely to hit here by tonight. The exact time is not confirmed yet. We are taking all preparedness measures to tackle the situation," he added.

NDRF teams also conducted evacuation in Alibaug during the early hours on Wednesday morning, as per NDRF Director General SN Pradhan.

As per the 5 am bulletin released by IMD, cyclone Nisarga was heading towards north Maharashtra coast at a speed of 11 kmph. It was about 200 km South -SouthWest of Alibag and about 250 km south-southwest of Mumbai at 2.30 AM today, stated the bulletin.

Howrah, Jan 8: Following the 'Bharat Bandh' called by trade unions, protesters blocked railway tracks in Howrah and Kanchrapara in North 24 Parganas on Wednesday.

They raised anti-government slogans and criticised the Center for its policies. They were holding placards, posters and banners against the government.

Commuters faced difficulties as bus services were also affected. CPI (M) protesters also stopped the operation of state transport buses. In Odisha, the public agitation started around 6 am at Talcher, Bhubaneswar, Brahmapur, Bhadrak and Kendujhargarh.

Due to the protests, the following trains are detained enroute at different stations --Bhadrak-Brahmapur passenger at Bhadrak, Kendujhargarh-Bhubaneswar passenger at Kendujhargarh, Bhubaneswar-Balangir InterCity at Bhubaneswar, Howrah-Yesvantpur Express at Brahmapur, Ichhapur-Cuttack MEMU at

Brahmapur and Puri-Rourkela passenger at Bhubaneswar.

The ten central trade unions including Centre of Indian Trade Unions (CITU), Indian National Trade Union Congress (INTUC), among others have given the call for strike with a 12-point charter of demand. Trade union Bharatiya Mazdoor Sangh (BMS) is not taking part in the strike.
