Air fares to rise next month as ATF prices touch all-time high

Air_faresNew Delhi, Sep 3: Get set for skyhigh air fares from next month when the peak travel period kicks off with the festive season. Oil companies have hiked aviation turbine fuel (ATF) prices by 7%, taking the prices of jet fuel — which is the single largest component of an airline's operating cost — to an all-time high. Now ATF per kilo-litre costs Rs 75,031 in Delhi; Rs 77,632.4 in Mumbai and is the steepest in Kolkata at Rs 85,645.1.

"The July-September period is the leanest travel season of the year and at the moment, airlines are selling tickets at low fares to fill up planes. So hiking fares now may not be possible. Spot fares in the October-mid January season will be high. Expect a 25%-50% hike in spot fares in that period," said an airline official.

The only way to escape high fares in that period will be to book as early as possible. "Advance domestic fares are very reasonable as airlines want to fill planes and also generate some much-needed cash. People should book now," said Anil Kalsi, a leading Delhi-based travel agent.

ATF, whose price is high due to mix of high base price by oil companies and exorbitant sales tax rates by states, accounts for over half of an airline's operating cost. Oil PSUs revise jet fuel prices in the beginning of every month, depending on price of international crude and rupee's exchange rate with the dollar. The latest hike has now brought ATF at record high, surpassing the previous high set last September. A year back, ATF cost was Rs 73,710.0 in Delhi — which was the highest ever then and in exactly a year a new record level has been reached. The aviation ministry has called a meeting of state aviation ministers next week and the issue of reducing sales tax will be discussed there, with more focus on Delhi and Mumbai to lower their taxes on ATF.

Airline sources point out that ATF prices have risen 22% from July to September. The overall cost of operations has gone up by 20% due to jet fuel prices and rupee devaluation. "While costs are up 20%, fares are lower by 30%. In early July, spot fares of Delhi-Mumbai and Delhi-Bangalore were about Rs 9,000 and Rs 9,800 respectively. The current spot fares for these two routes are Rs 6,000 and Rs 6,500. This is recipe for disaster," said an airline official.

Domestic airlines have long complained of facing an extremely cost-hostile environment in India. The Centre for Asia Pacific Aviation (CAPA) estimates that airlines here have collectively lost Rs 53,650 crore from 2007 to 2013 and their debt on March 31, 2013, was close to Rs 1 lakh crore. "(While costs are significantly up), yields or fares are down by 30%. The industry has completely lost pricing focus....

Industry risk is at peak and I don't rule out any industry rationalization (hinting at another airline's closure) out of this crisis," CAPA India chief Kapil Kaul said.

Kochi, Jan 22: The Left front government in Kerala on Monday decided to inform the Centre it would not cooperate with the updation of the NPR, saying there were fears among the public about the process and it has the "Constitutional responsibility" to alleviate them and ensure law and order.

A special cabinet meeting, chaired by Chief Minister Pinarayi Vijayan here, decided to inform the Registrar General and Census Commissioner under the Union Home Ministry that it was unable to cooperate with anything with regard to the updation of the NPR.

"The decision was taken as it was the Constitutional responsibility of the government to alleviate the fears of general public and ensure law and order situation in the state," a Chief Minister's Office release said.

However, the state would fully cooperate with the census procedures, it said.

The LDF government, which has been on a warpath against the Centre over the Citizenship Amendment Act, has last month stayed all activities related to updation of NPR, considering 'apprehensions' of public that it would lead to NRC in the wake of the controversial CAA.

"As the NPR is a process that leads to the National Register of Citizens (NRC), there is a sense of fear among the people that its implementation could lead to widespread insecurity", the CMO release said on Monday.

The experience of the state which had already compiled the NRC was an example for this, it added, in apparent reference to Assam.

Kerala had already stopped all procedures regarding the NPR updation, the release said adding there was also a report of the state police that the if the government went ahead with the procedures, it would adversely impact the law and order situation.

The district collectors have also informed the government that the Census procedures would be affected if the updation of the NPR was done along with it, the CMO release said.

The CPI(M)-led LDF government had recently convened a meeting of political parties and socio-religious organisations here on December 29 in the wake of the concerns among people in various stratas of the society, it said.

A special assembly session was convened and a resolution was passed requesting the Centre not to implement the CAA and the government had also approached the apex court against the law, it added.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.

New Delhi, Jun 18: Major General-level talks between India and China, held to resolve the issues related to the violent face-off in Ladakh's Galwan area on June 15-16, lasted for more than six hours on Thursday, sources said.

The talks between the Major Generals of the two countries had remained inconclusive on Wednesday.

Sources also said that all Indian Army personnel who were involved in Galwan valley violent face-off on June 15-16 are accounted for and no soldier is missing in action.

At least 20 Indian Army personnel, including a Colonel rank officer, had lost their lives in the violent face-off which happened in the Galwan valley as a result of an attempt by the Chinese troops to unilaterally change the status quo during the de-escalation in eastern Ladakh.

Indian intercepts have revealed that the Chinese side suffered 43 casualties including dead and seriously injured in the violent clash. The commanding officer of the Chinese unit is among those killed, sources confirmed to media persons.

India wants restoration of old status quo along the Line of Actual Control (LAC) prevailing before May 2020 when the first reports of Chinese incursions started appearing.

External Affairs Minister S Jaishankar had on Wednesday conveyed a clear and tough message to his Chinese counterpart Foreign Minister Wang Yi that what happened in Galwan was a "pre-mediated and planned action that was directly responsible for the resulting violence and casualties."
