Schemes for minorities being cornered by non-Muslims: Report

Non-MuslimsNew Delhi, Sep 16: Even as minority politics takes centrestage in the wake of recent riots in Uttar Pradesh, a report by the Council for Social Development shows how the UPA government has failed to implement the recommendations of the Sachar Committee, with its response to Muslim deprivation at best being "cautious and minimalist". The report said most of the benefits intended for minorities were being cornered by either the majority population or non-Muslim minorities.

The report listed misplaced focus of minority-oriented programmes, lack of funds and fear of 'minority appeasement' taunts as the reasons for government's failure to fulfil its promises.

The 'Social Development Report 2012: Minorities at the Margins' was prepared by scholars such as Zoya Hasan, Mushirul Hasan, Tanweer Fazal, Javed Alam Khan and Abusaleh Sharif among others.

For example, the report illustrates how programmes intended to improve school education among Muslims has focused on modernization of madarsas even though only 4% Muslims go there for education. In higher studies, the government has focused on providing assistance to minority institutions rather than expanding the overall education network to include Muslims.

It also brought out the failure of multi-sectoral development programme (MSDP) — launched after the Sachar Committee's report — targeting 90 districts with around 25% Muslim population for infrastructure development through enhanced funding. The report noted that benefits of the scheme reached only 30% of Muslim population in these areas, indicating others have cornered most of the resources. In states such as Bihar and Uttar Pradesh (with high concentration of Muslims), infrastructure projects have been diverted to non-minority areas.

The Reserve Bank of India's efforts to extend banking and credit facilities to Muslims, a major fallout of the Sachar Committee report which said Muslims were out of the banking system, has also ended up benefiting non-Muslim minorities whose socio-economic status is comparable to upper caste Hindus, the report said.

"Diffidence at the policy level to clearly focus on Muslim deprivation translates into active reluctance by the implementing agencies on the ground to target the Muslims even in districts with high Muslim concentration," the report said.

Mushirul Hasan blamed the minority affairs ministry for such failures. He told TOI, "The ministry has become a liability. It is devoid of any ideas and lacks social commitment."

According to the report, both funding and its utilization have been a problem. In the 11th plan, allocation for minorities was 6% of the total outlay with minority affairs ministry's share being only 0.79%. The report called it insignificant to address minority development. It also noted that unlike SC/ST, budgetary plans for minorities were not proportional to their population.

Even these funds are not utilized properly. During 2007-2012, state governments did not utilize even half of the allocated funds. Twelve states utilized less than 50% of funds and some states spent only 20%. States such as Bihar, UP, Maharashtra and Assam (all with high concentration of Muslims) were in the category of those that spent less than 50%.

Government's scholarship scheme for Muslim students has been widely praised, but the report found it to be too little and poorly implemented. While 2.45 crore Muslim students were enrolled up to upper primary level (2009-10 data), the government has provided 24 lakh pre-matric scholarships for minorities, the report said.

It also found the scholarship amount of Rs 1,000 to be too little. It noted that compared with SC/ST, the scheme was discriminatory. While income eligibility criteria for SC/ST to avail scholarship was kept at Rs 2 lakh per annum, for minorities it is only Rs 1 lakh.

Hyderabad, Jul 13: Family members of Telugu poet and writer Varavara Rao, who is currently lodged in Navi Mumbai's Taloja jail in the Bhima Koregaon case, on Sunday appealed to the government for his immediate release in view of his deteriorating health.

Rao's wife P. Hemalatha and their three daughters urged the government to save his life by shifting him to a hospital or allow them to provide him with immediate medical care.

We want to remind the government that it has no right to deny the right to life of any person, much less an undertrial prisoner," they said.

His family members said they were very much worried about his deteriorating health. They said his health condition had been scary for over six weeks, ever since he was shifted in an unconscious state to JJ Hospital on May 28.

"Even as he was discharged from the hospital and sent back to jail three days later, there has been no improvement in his health and he is still in need of emergency healthcare," Hemalatha said.

"The immediate cause of concern now is that we are very much perturbed at the routine phone call we received from him on Saturday evening. Though the earlier two calls on June 24 and July 2 were also worrying with his weak and muffled voice, incoherent speech and abruptly jumping into Hindi. But the latest call, on July 11 is much more worrisome as he did not answer straight questions on his health and went into a kind of delirious and hallucinated talk about the funeral of his father and mother, the events that happened seven decades and four decades ago respectively," Rao's wife said.

She said her husband's co-accused companion took the phone from him and informed her that he is not able to walk, go to the toilet and brush his teeth on his own.

"We were also told that he is always hallucinating that we, family members, were waiting at the jail gate to receive him as he was getting released. His co-prisoner also said he needs immediate medical care for not only physical but also neurological issues. The confusion, loss of memory and incoherence are the results of electrolyte imbalance and fall of Sodium and Potassium levels leading to brain damage. This electrolyte imbalance may be fatal also."

Stating that Taloja Jail Hospital is not well equipped to handle this kind of serious ailment, they demanded that he be shifted to a fully equipped super specialty hospital to save his life and prevent possible brain damage and risk to life due to electrolyte imbalance.

"At the present juncture we are leaving aside all the pertinent facts like, that the case against him is fabricated; he had to spend 22 months in jail as an undertrial with the process turned into punishment; his bail petitions got rejected at least five times now and even the bail petitions with his age, ill-health and COVID vulnerability as grounds were ignored. His life is the top most concern for us right now. Our present demand is to save his life," the family said.

New Delhi, Jul 21: Air India trade unions have complained to Civil Aviation Minister Hardeep Puri that the government has now turned a blind eye to the management's ethnic cleansing at lower levels through compulsory leave without pay (LWP), redundancies and wage cuts.

In a letter to Puri, the Joint Action Forum of Air India unions said, "We are deeply ashamed to say that it seems that after praising our Air Indian Corona Warriors at grand functions, respectfully, the government has now turned a blind eye to this management's ethnic cleansing of Air Indians at the lower levels, through compulsory LWP, redundancies and wage cuts."

The Joint Action Forum of Air India unions strongly opposes this Compulsory Leave without pay scheme as it is an illegal practice and is not a voluntary scheme.

"In fact the Board resolution itself empowers the Chairman and Managing Director with extraordinary powers, which seem akin to a High Court, to pack off employees on 2 years leave (extended to 5 years) at CMD's discretion or at the arbitrary whim of the Regional heads," the trade unions said.

"This said Compulsory LWP scheme violates every labour law put in place by Parliament and orders of the Supreme Court and various other courts and seeks to dispossess the lower categories workers of their legally guaranteed rights," it added.

The trade unions have pointed out that the redundancies are at the elite management cadre level and not the workers.

"We are indeed shocked that the management of Air India could prepare and formulate a scheme for compulsorily sending workers on leave without pay, which is akin to an illegal lay-off, under the garb of a Leave Without Pay, when ironically the redundancy actually lies in the upper echelons of management and not with the humble workers of Air India, who have slogged to make our Airline the treasure it is," they complained to Puri.

"It must be noted that out of 11,000 permanent employees, our management occupies almost 25% as Executive Cadre, with little or no accountability. Solely amongst the Elite Management Cadre, we have 121 top officers ranking from DGMS, GMs, EDs to Functional Directors, most of whom are either performing duplicate job functions or are indeed redundant and not to mention the retired relics serving as consultants and also the CEOs of various subsidiary companies," they added.

Trade unions said the redundancy or compulsory leave without pay scheme if any at all, has to apply only to these Executives, more so, when they do not even have protection of labour laws or Supreme Court orders.

Strangely, the topmost corporate executive cadre and the backroom Generals, have saved themselves from the axe of wage cuts, by sacrificing a piffling of a few grand, whilst the frontline warriors of flying cabin crew, engineers, ground staff have borne the biggest brunt head on, the unions said.

Ahmedabad, Mar 24: The Gujarat police has detained 426 people in the last 24 hours for violating lockdown rules in force in the state to combat the novel coronavirus outbreak, a senior official said on Tuesday.

They include those who came out despite being advised home quarantine, state Director General of Police Shivanand Jha said.

"The lockdown met with around 90 per cent success. We are taking strict measures to implement the lockdown in the remaining 10-15 per cent areas. We have lodged 238 cases related to the violation of police notification and 127 cases related to quarantine rule violation. In all, we have detained 426 persons across the state," Jha told reporters in Gandhinagar.

"For better implementation of the lockdown and to address issues concerning people, we have set up a dedicated 24-hour control room and appointed two additional DGP rank officers to supervise operations. Three teams under them would work to resolve issues across the state," said Jha.

He said police commissioners and districts SPs have been asked to enforce the lockdown in an effective manner.

Essential services like vegetable and milk shops are allowed to remain open, he said, and asked people not to flock in large numbers to such shops.

The state has so far reported 33 COVID-19 cases, and one person has died of the infection.
