Ordinance to shield convicted lawmakers: Rahul calls it 'nonsense'

Rahul_callsNew Delhi, Sep 28: Rahul Gandhi jolted the UPA government and left Prime Minister Manmohan Singh out on a limb on Friday by trashing a controversial ordinance designed to protect convicted lawmakers from disqualification.

"My opinion of the ordinance is that it is complete nonsense and should be torn up and thrown away," the normally reticent Congress vice-president said of a piece of legislation steered by the PM and widely thought to have the backing of top Congress leaders.

Rahul's condemnation of the ordinance, which now looks dead in the water, exposed divisions between ruling party and government and undermined the position of PM Singh at the worst possible time -- two days before talks with Pakistan PM Nawaz Sharif and hours before a meeting with Barack Obama in New York.

The 43-year-old Gandhi scion strode into a media interaction by chief party spokesperson Ajay Maken at the Press Club of India and proceeded to demolish the controversial legislation before stunned partymen and journalists.

"What the government has done is wrong,", he said, adding that it was high time that political parties stopped taking decisions based on political considerations. The ordinance overturns a Supreme Court ruling mandating disqualification of convicted lawmakers facing at least a two-year jail sentence.

The Congress was trying to push it through despite a bill pending in Parliament, possibly to protect party Rajya Sabha MP Rasheed Masood and ally Lalu Prasad. But President Pranab Mukherjee, who has to sign the ordinance, is understood to have demurred, and sought clarifications. Who stands to lose?

Calls for the PM's head grew, with many observers seeing his position as untenable in light of Rahul's outburst and the likely stillbirth of the ordinance. But he appeared determined to soldier on, saying in New York that he would take up the matter on his return. But the government looked set to withdraw the ordinance.

Later, a letter Rahul wrote to the PM was made available to the media, which said, “I realize that what I feel about the ordinance is not in harmony with the cabinet decision and the core group’s view… You know I have the highest respect for you… I hope you will understand the strength of my own conviction about this very controversial issue.”

Leader of the opposition in the Rajya Sabha, the BJP's Arun Jaitley, was scathing in his criticism. "This is the highly belated realisation of what constitutes nonsense.....well the government makes mistakes, rest of the world makes mistakes, but the first family of the Congress doesn't make mistakes," he said.

Congress politicians, who had either been silent about their opposition to the ordinance or actively justified it to the media, quickly fell in line with Rahul, who many see as a possible successor to the PM if the UPA were to return to power in 2014.

"Today was the most appropriate day. He chose to speak at the decisive moment before the President was to take a decision," said a senior party leader.

Party leaders declined to confirm whether the issue of bringing an ordinance was discussed by the top Congress leadership during its core committee meeting last week.

Maken, who had started the interaction by explaining the need for the ordinance, said when asked whether it would be withdrawn: "Rahul ji's opinion is the opinion and the line of Congress... Now Congress party is opposed to this ordinance. The views of Congress party should always be supreme."

Some Congress leaders including Digvijaya Singh, Milind Deora and Sandeep Dikshit had expressed their reservations against the move.

New Delhi, Jan 30: Tension spiralled in Jamia Nagar on Thursday after a man fired a pistol at a group of anti-CAA protesters, injuring a Jamia Millia Islamia student before walking away while waving the firearm above his head and shouting "Yeh lo aazadi" amid heavy police presence in the area.

Massive protests erupted in the area after the incident with hundreds of agitated people gathering near the university, breaking barricades and clashing with police personnel.

The man, who identified himself as "Rambhakt Gopal", was subsequently overpowered by police and detained. He was taken into custody and was being interrogated, police said.

The entire drama, which triggered panic in the area, was captured by television cameras that showed the man in light coloured pants and a dark jacket, walking away on an empty road barricaded by police, turning around and shouting at the protesters in Hindi, "Here, take this freedom."

The gunman went live on Facebook before the brandishing the gun. Police said they were verifying whether it is his real name.

Before the attack, the man also put out messages on Facebook stating "Shaheen Bhag Khel Khatam" (Run Shaheen, the game is over). Another message stated, "Please wrap me in saffron in my last journey with slogans of Jai Shri Ram". His Facebook profile was deleted after screenshots of his posts were circulated widely on social media platforms.

Several students recapped how their peaceful march on Gandhi's death anniversary became violent.

"We were moving towards the Holy Family Hospital where the police had raised barricades. Suddenly, a gun-wielding man came out and opened fire. One bullet hit my friend's hand," Aamna Asif, a student of economics at the university, told PTI.

She said her friend, Shadab Farooq, a mass communication student, was trying to calm the attacker but he shot at him injuring his left hand.

Farooq, who belongs to Kashmir, was taken to the AIIMS Trauma Centre.

Ragibh Naushad, an LLB student at the university, said, "The Jamia Coordination Committee organised a march to pay homage to Gandhi ji on his death anniversary. It started at 12 noon from Gate number 7, but police denied the permission and stopped the march near the Holy Family hospital.

"A man named Gopal, came there and started brandishing a weapon and later shot a round. He was also chanting pro-CAA slogans."

The incident led to panic in the area.

Khalid Hassan, a JMI alumnus, said initially many were not sure whether it was a gunshot or a tyre burst.

There was heavy police and media presence when the incident took place.

The students were heading from Jamia to Mahatma Gandhi's memorial Rajghat. The march was stopped at the Holy Family Hospital near the university.

Chinmoy Biswal, DCP (southeast), said the students wanted to take out a march from Jamia to Rajghat but were denied permission.

"They were being repeatedly told that the protest should be carried out peacefully. We had barricaded the road just before the Holy Family hospital. Meanwhile, a person was seen in the crowd who waved something which appeared to be a weapon."

"We have detained him and are interrogating him. One person has also been injured," Biswal said.

Vishakhapatnam, May 15: LG Chem on Thursday said following the gas leak at its Visakhapatnam polymers plant, the company has started support measures and has begun the transportation of the Styrene Monomer inventory to South Korea to eliminate all risks factors.

The company would continue to work with government agencies to ensure all possible support for bereaved families and victims, LG Polymers, a step-down firm of LG Chem, said in a statement.

"We confirm the status-quo of the plant remains completely controlled by all measures. We have begun the transportation of the Styrene Monomer (SM) inventory within the plant as well as in the styrene tanks at the port by vessels to South Korea to prevent and eliminate all risks factors," the statement said.

The South Korean chemicals giant has sent an eight-member team from Seoul to investigate the Visakhapatnam gas leak incident and rehabilitate the victims of the tragedy that killed at least 11 people and forced the evacuation of thousands.

"The team of production, environment, and safety experts are currently investigating the cause of the incident and already supporting responsible rehabilitation which is their main objective," the statement said.

Furthermore, the team is working closely with related authorities to analyze the cause of the incident, prevent a recurrence, and support damage recovery in a prompt and expedient manner, it added.

On the support measures, the company said a special task force is currently supporting the bereaved victims and families and visiting them at the hospitals and their homes.

Besides, food and medical services have been organized for the returning residents. Various support activities such as supplying medical and household goods and sanitation of homes will be continued, it said.

"We assure everyone we will do our best to resolve the situation and prevent any incident in the future," the company said.

The company further said that "our teams will carry out mid-to-long-term Corporate Social Responsibility (CSR) projects that can contribute to the local community based on suggestions of the residents.

Mumbai, May 14: The Shiv Sena on Thursday raised questions over the Centre's Rs 20 lakh crore stimulus package announced to revive the COVID-hit economy, and asked if India is not a "self-reliant" country at present.

An editorial in Sena mouthpiece 'Saamana' wondered how Rs 20 lakh crore will be raised, and opined that an environment needs to be created where industrialists, trade and business sectors are encouraged to invest.

On the path of new self-reliance, India cannot afford industrialists running away, and for that "political institutions like the ED and CBI need to be put in lockdown for some time," it said.

Prime Minister Narendra Modi on Tuesday announced new financial incentives on top of the previously announced packages for a combined stimulus of Rs 20 lakh crore, saying the COVID-19 crisis has provided India an opportunity to become self-reliant and emerge as the best in the world.

The Sena said the country is being told that the package will be beneficial for MSMEs (micro, small and medium enterprises), poor labourers, farmers and the tax-paying middle class.

"The package (as per the Centre) will reach 130 crore Indians and the country will become self-reliant. Does this mean India is not a self-reliant country at present?" the Marathi daily asked.

It is good that PPE kits and N95 masks are now being manufactured in India, it said.

"Any country progresses ahead while learning from crisis and through struggle. Before Independence, not even a needle was manufactured in India but in 60 years, India became self-reliant in science, technology, agro business, defence, manufacturing and atomic science," it said.

An institution like the Indian Council of Medical Research (ICMR), which is helping in the manufacturing of PPE kits, is part of the self-reliant India, it noted.

Wondering how Rs 20 lakh crore, as announced in the central package, will be raised, the Sena said an "environment needs to be created where industrialists, trade and business sectors will be encouraged to invest".

"India, on path of new self-reliance, cannot afford industrialists running away, and for that political institutions like the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) need to be put in lockdown for some time," the paper said.

Despite announcing the 'lockdown-4' and the economic package, why its impact has not been reflected in the share market? it asked.

"Investors are in a dilemma. The prime minister and chief ministers must show them trust and support," it said.

"Earlier it was Pandit Nehru and now it is Modi. If (former prime minister) Rajiv Gandhi had not laid the foundation of a digital India, there wouldn't be video conference of PM, CMs and bureaucracy in times of coronavirus," the Uddhav Thackeray-led party said.

It agreed with Modi that coronavirus will stay for long, and lives need not revolve around it.

"We need to get back on our feet again," the Sena said.
