'Phailin' to intensify into severe cyclonic storm in 24 hours

Bhubaneswar, Oct 10: Cyclone 'Phailin' which was to make landfall two days from now, possibly near Gopalpur in Odisha and in north Andhra Pradesh, today intensified into a severe cyclonic storm travelling slightly northwest and lying about 800 km from Paradip in Odisha.

The storm, 870 km from Kalingapatnam and 900 km from Visakhapatnam, would intensify into a very severe cyclonic storm in the next 24 hours, the latest IMD bulletin said.cyclone

It would continue to move northwestwards and make landfall by the evening of October 12 with a wind speed of 175-185 kmph close to Gopalpur in Odisha and between Kalingapatnam and Paradip, Director of IMD, Bhubaneswar, Sarat Sahu said.

Squally winds speed reaching 45-55 kmph to 65 kmph would hit Odisha and north Andhra Pradesh tomorrow morning, he said.

It would increase in intensity with wind speeds of a gale reaching 175-185 kmph along and off coastal districts of south Odisha and north Andhra Pradesh at the time of landfall, Sahu said.

The sea along and off Odisha and north Andhra Pradesh coast would be rough to very rough from tomorrow and would become 'phenomenal' on October 12, he said.

"Storm surge with height of around 1.5 to 2.0 meter above astronomical tide would inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha and Srikakulam district of Andhra Pradesh during landfall," Sahu said. Asked whether there was possibility of the system turning into a super cyclone, which had struck 14 coastal districts of Odisha in October 1999 taking several lives, Sahu said, "As of now the latest satellite data says that the system will take the form of a very severe cyclonic storm and make land fall on October 12."

Issuing a warning to Odisha, Andhra Pradesh as also West Bengal, the IMD said under its influence very heavy to extremely heavy rainfall would occur over coastal Odisha and north coastal Andhra Pradesh from October 12.

It would continue into interior Odisha and coastal areas of Gangetic West Bengal from the morning of October 13.

Isolated heavy to very heavy rainfall would occur over coastal areas of West Bengal from October 13, the IMD said.

The sea would be rough to very rough along and off West Bengal coast during the period, Sahu said.

The Odisha Government extended its alert to six more districts of Kandhamal, Kalahandi, Koraput, Malkangiri, Nawrangpur and Rayagada.

Earlier 14 districts -- Balasore, Bhadrak, Mayurbhanj, Keonjhar, Dhenkanal, Jajpur, Cuttack, Kendrapara, Jagatsinghpur, Puri, Khurda, Nayagarh, Ganjam and Gajapati districts were alerted.

The IMD also said that the cyclone could make extensive damage to kutcha houses and partial disruption of power and communication lines.

Minor disruption of rail and road traffic and potential threat from flying debris were also expected, it said.

The IMD advised fishermen at sea along north Andhra Pradesh, Odisha and West Bengal coasts to return.

The IMD suggested that from October 11 the authorities should take steps for suspension of fishing, evacuate people from coastal areas and regulate rail and road traffic.

"People in affected areas are advised to remain indoors during the cyclone's landfall," the IMD said. Chief Minister Naveen Patnaik who cancelled a trip to Delhi wrote to Union Defence Minister A K Antony seeking support from defence personnel, particularly the Air Force and Navy, for rescue and relief operations.

A copy of the letter was given to the Home Minister. "We are fully prepared to face the eventuality," Patnaik told reporters, adding, that the state government was evaluating the situation regularly.

Revenue and Disaster Management Minister S N Patro said the government cancelled puja holidays of its employees in all the 30 districts.

Patro appealed to people not to panic as the state government has taken all precautionary measures.

All District Collectors have been provided satellite phones so that they could remain in touch with the government.

New Delhi, Jun 26: With the highest single-day spike of 17,296 COVID-19 cases reported in the last 24 hours, India's COVID-19 count reached 4,90,401 on Friday, said the Union Ministry of Health and Family Welfare (MoHFW).

The country also saw 407 deaths in the last 24 hours, which pushed the death toll to 15,301.

The total number of cases includes 1,89,463 active cases, 2,85,637cured/discharged/migrated cases, as per the MoHFW.

According to the Indian Council of Medical Research (ICMR), the total number of samples tested up to June 25 is 77,76,228; the number of samples tested on 25 June is 2,15,446.

Maharashtra remains the worst-affected state in the country with 1,47,741 cases. The active cases in the state are 63,357. The number of people cured or discharged stands at 77,453 while the death toll is at 6,931.

Delhi has so far reported 73,780 cases. The active cases in the national capital stood at 26,586. While the cured and discharged numbers stood at 44,765. The death toll in the city is 2,429.

Tamil Nadu has so far reported 70,977. With active cases at 30,067 and the number of cured or discharged at 39,999, while the death toll stood at 911.

Mumbai, Mar 25: Maharashtra Health Minister Rajesh Tope on Wednesday confirmed that five people from a family in Sangli and four others from Mumbai tested positive for coronavirus, taking the total count to 116, which is the highest in any state of the country.
"The current count of COVID19 patients in the state of Maharashtra is 116. In Sangli, 5 people from one family are identified as positive due to contacts and 4 people from Mumbai are identified as positive due to travel history or contacts," Tope tweeted.
The state Health Minister informed that out of 116 people, 14 people have recovered and are in the process of being discharged from the hospitals.
"14 people from these have been recovered and are in the process of being discharged from the hospitals," he said in another tweet.
Meanwhile, the Sangli district administration in Maharashtra has released contact numbers for citizens to get home delivery of essential items during the 21-day lockdown to prevent the spread of coronavirus.
The police personnel and district administration will be in charge of facilitating delivery for the essential commodities during the lockdown.
The Indian Council of Medical Research (ICMR) on Wednesday confirmed 539 positive cases of coronavirus in the country.
Prime Minister Narendra Modi had on Tuesday announced a 21-day lockdown in the entire country effective from midnight to deal with the spread of coronavirus, saying that "social distancing" is the only option to deal with the disease, which spreads rapidly.

Lucknow, May 27: Uttar Pradesh chief minister Yogi Adityanath has taken a U-turn, two days after he declared that permission would be needed if other states employ workers from UP.

The issue sparked a major controversy and an official spokesman has now said that the government would not include this clause of 'prior permission' in the bye-laws of the Migration Commission.

The government spokesman also said it was working on modalities to set up the commission to provide jobs and social security to migrant workers returning to the state. It has named the migration commission as the "Shramik Kalyan Aayog (Workers welfare commission).

About 26 lakh migrants have already returned to the state and an exercise to map their skills is being carried out to help them get jobs.

Yogi Adityanath has discussed the modalities for setting up the commission and told his officers to complete the skill mapping exercise in 15 days.

A senior official of Team 11, said, "The chief minister discussed the modalities for setting up the commission, as well. There will be no provision requiring other states to seek UP government's prior permission for employing our manpower. The commission is being set up to provide jobs and social security to the workers. We will also link the migrants to the government schemes to provide them houses and loans etc."

Yogi Adityanath said a letter should be sent to all state governments to find out about migrant workers wanting to come back to Uttar Pradesh.

Earlier, the chief minister, while speaking at a webinar on Sunday, had said, "The migration commission will work in the interest of migrant workers. If any other state wants UP's manpower, they cannot take them just like that, but will have to seek permission of the UP government. The way our migrant workers were ill-treated in other states, the UP government will take their insurance, social security in its hands now. The state government will stand by them wherever they work, whether in Uttar Pradesh, other states or other countries."

The statement had sparked a row with some political leaders and parties questioning the move.

Former Congress president Rahul Gandhi sharply criticized Adityanath's stand, saying the workers were not the chief minister's personal property.

"It is very unfortunate that the chief minister of Uttar Pradesh views India in such a way. These people are not his personal property. They are not the personal property of Uttar Pradesh. These people are Indian citizens and they have the right to decide what they want to do and they have the right to live the life they want to live," he had said.

Maharashtra Navnirman Sena chief Raj Thackeray had also taken on Adityanath and said that if UP insists on "permission" before other states can employ workers from there, "then any migrant entering Maharashtra would need to take permissions from us, from the Maharashtra state, our police force too."

Meanwhile, the government spokesman said, "The chief minister is deeply moved by the condition of migrants. They have been treated badly by other states. So, when the chief minister spoke about the need for seeking UP government's permission, he did so as a guardian for workers. It's only his concern for the migrants that came out as a political statement."
