Rain and wind batter Odisha coast; 7 dead

Rain and wind lashed India's east coast on Saturday, forcing about 450,000 people to flee to shelters as one of the country's largest cyclones closed in, threatening to cut a swathe of devastation through farmland and fishing hamlets.

Filling most of the Bay of Bengal, Cyclone Phailin was about 90 km (124 miles) off the coast by late afternoon and was expected to strike the coast by nightfall with winds of between 210 kph (130 mph) and 220 kph (137 mph).

The storm was expected to affect 12 million people, most of them in the densely populated states of Odisha and Andhra Pradesh, weather and disaster management officials said.

Even before landfall, coconut trees in villages along the coast were bent and broken in the gusting wind. Electrical poles were brought down and roads were littered with debris.

In the first reported deaths, two people were killed by falling trees while a third when the walls of her mud house collapsed.

Terrified children clung to their mothers as they sought shelter. Most towns along the coast were deserted but there were still some people trying to flee.

Some people took refuge in temples, others crammed into three-wheel auto-rickshaws and headed inland.

"This is one of the largest evacuations undertaken in India," said Shashidhar Reddy, vice chairman of the National Disaster Management Authority, who estimated that more than 440,000 people had fled from their homes.

The size of the storm made extensive damage to property more likely, he told reporters in New Delhi. "Our priority is to minimise loss of life."

Phailin is expected to bring a 3.4-m (11-foot) surge in sea levels when it hits the coast between 1230 GMT and 1430 GMT.

EXTENSIVE DAMAGE

The weather department warned of extensive damage to mud houses, major disruption of power and communication lines, and the flooding of rail tracks and roads. Flying debris is another threat.

"In a storm of this magnitude there is the potential for widespread damage to crops and livestock in the low-lying coastal areas and houses completely wiped away," said Kunal Shah, the head of the aid group World Vision's emergency response team in India.

"While we are praying this storm loses intensity, we're also preparing."

London-based Tropical Storm Risk classed the storm in Category 5 - the strongest such rating. The U.S. Navy's weather service said wind at sea was gusting at 314 kph.

Many of the people along the coast are subsistence fishermen and farmers, who live in mud-and-brick or thatched huts.

In 1999, a typhoon battered the same region, killing 10,000 people.

India's disaster preparations have improved significantly since then and aid workers praised precautions for Phailin such as early warnings, stocking of rations in shelters and evacuations.

"A lot has been learnt since 1999 and my guess is that while there could be extensive damage to property and crops, the death toll will be much less," said G. Padmanabhan, emergency analyst at the U.N. Development Programme.

But despite all the warnings, some people refused to leave their homes.

"I have a small child, so I thought, how will I leave?" asked Achamma, 25, as she clutched on to her boy in Donkuru, a fishing village in Andhra Pradesh, as waves crashed on to a nearby beach.

Police said a rescue had been launched for 18 fishermen stranded at sea off Paradip, a major port in Odisha, after their trawler ran out of fuel.

Paradip halted cargo operations on Friday. All vessels were ordered to leave the port, which handles coal, crude oil and iron ore. An oil tanker holding about 2 million barrels of oil, worth $220 million, was also moved, an oil company source said.

But the storm was not expected to hit India's largest gas field, the D6 natural gas block in the Cauvery Basin further down the east coast, field operator Reliance Industries said.

Cyclone only 90 km from Gopalpur, moving at 20 kmph

Bhubaneswar, Oct 12: The strongest cyclonic storm to hit Odisha in 14 years with a wind speed of between 210 kmph to 230 kmph is just 90 km from Gopalpur in Odisha's Ganjam where it is expected to make landfall between 6:00 pm and 8:00 this evening, the IMD said.

Stating that the cyclonic storm was moving at 20 kmph, the IMD said "The system will cross close to Gopalpur between 6 and 8 pm with a speed of 210 kmph to 220 kmph gusting to 230 kmph."

The IMD forecast a storm surge with a height of 3.0 metre 3.5 metre in Ganjam, Puri, Khurda and Jagatsinghpur districts.

The Great Danger Signal 10 has been hoisted at Gopalpur and Puri and Great Danger Signal 9 at Paradip and Chandbali ports, IMD sources said.

The IMD said that even after landfall, the storm is likely to maintain the intensity of a very severe cyclonic storm for six hours, before gradually weakening into a cyclonic storm in the next six hours while moving northwestwards across interior Odisha.

The IMD favoured total suspension of rail and road traffic in vulnerable areas, besides fishing.

Cyclone Phailin is 150 km away from Gopalpur, moving at 15kmph

Bhubaneswar, Oct 12: The very severe cyclonic storm, Phailin, has come closer to the Odisha coast and is centered around 150 km southeast of Gopalpur and 260 km southeast of Paradip, the MeT office said.Phailin_gains

"It would move northwestwards and cross north Andhra Pradesh and Odisha coasts between Kalingapatnam and Paradip, close to Gopalpur (Odisha) by the evening of today," the MeT office bulletin said.

With Phailin gradually coming closer to the state's coast, sources in special relief commissioner's (SRC) office said water level along the coast was swelling.

Ahead of the landfall of Phailin, the entire state is experiencing heavy downpour and wind speed ranging around 80 kmph. Heavy to very heavy rain has been reported from the districts of Gajapati, Ganjam, Khurda, Puri, Jagatsinghpur, Nayagarh, Cuttack, Bhadrak and Kendrapara in coastal region.

"Squally wind speeds reaching 80-90 kmph gusting to 100 kmph would prevail along and off Odisha coast during the next six hours. It would increase in intensity with gale speed reaching 210-220 kmph gusting to 240 kmph along and off the districts of Gajapati, Ganjam, Khurda, Puri, Jagatsinghpur, Cuttack, Bhadrak and Kendrapara of coastal Odisha at the time of landfall," the IMD bulletin said.

The state of sea along and off Odisha coast will be high and will become gradually phenomenal. Storm surge with a height of 3 to 3.5 meters above astronomical tide would inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha during landfall, it said.

While suggesting the state government to suspend fishing operations, the IMD favoured total suspension of rail and road traffic in vulnerable areas.

The IMD warning said even after landfall, the system is likely to maintain the intensity of a very severe cyclonic storm for six hours and gradually weaken into a cyclonic storm in subsequent six hours while moving northwestwards across interior Odisha.

Mumbai, Jan 7: Against the backdrop of the attack on JNU students, the Shiv Sena on Tuesday hit out at Prime Minister Narendra Modi and Union Home Minister Amit Shah, alleging that what they wanted was happening, and said such "brutal politics" was never seen before in the country.

An editorial in Shiv Sena mouthpiece 'Saamana' further alleged that the BJP wanted to see "Hindu-Muslim riots" over the Citizenship Amendment Act, but that did not happen.

Since the BJP has been cornered over the issue of CAA, several things are happening out of "revenge", it said.

Comparing the attack on Jawaharlal Nehru University (JNU) students to the 26/11 Mumbai terror strikes, the Shiv Sena said: "divisive politics" was dangerous for the country.

It said the Union Home Ministry's decision to file cases against "unknown" attackers at JNU was laughable. "Those who entered JNU with masks are not unknown," it claimed.

On Sunday, a mob of masked young people stormed the Jawaharlal Nehru University (JNU) campus in south Delhi and targeted students in three hostels, unleashing mayhem with sticks, stones and iron rods, hitting inmates and breaking windows, furniture and personal belongings.

Nearly 34 people were injured in the violence.

"The fallout of JNU attack is being seen elsewhere in the country...what Modi and Shah want is happening. The country is in danger. Divisive politics is dangerous for the country," the Uddhav Thackeray-led party said.

Terrorists who attacked Mumbai on November 26, 2008, were also masked and the same was seen at JNU. Such elements need to be exposed, it said.

"Allowing blood stains in universities, colleges and beating up of students and indulging in politics over the burning situation...such brutal politics was never seen before," the Marathi publication said while terming the attack on JNU students as a "blot" on the law and order situation.

Lashing out at Amit Shah, the Sena said he his in Delhi and busy distributing official pamphlets door-to-door to promote the Citizenship Amendment Act.

There is "confusion and unrest" in the country over the new citizenship law, it pointed out.

"The BJP wanted to see Hindu-Muslim riots over the issue, but that did not happen. The nationwide protests are not being done by Muslims alone. Hindus will also be affected due to the new Act," the Shiv Sena said.

It said the BJP has been cornered over the CAA issue.

Since the prevailing situation is "BJP versus the rest", hence "out of revenge", several things are happening, the Marathi daily said, adding that "there is room for doubt if the JNU attack was part of the revenge."

The BJP has condemned the violence and said universities should stay away from politics, it noted.

"Who brought violence and politics in universities in the last five years? Who is implementing the policy of destroying those who don't agree with your ideology by use of power?" it asked.

Without taking any name, the Sena said those who call students opposing the CAA as anti-nationals, are themselves anti-national.

"When Amit Shah accuses Congress leaders Rahul Gandhi and Priyanka Gandhi of inciting violence, he admits that the Gandhi siblings have that much power to create mass awareness against a law brought in by the Centre and bring people to streets," the Sena said.

One cannot say if the Gandhi siblings incited violence, but one thing is sure that the Union Home Minister and his party are forced to distribute pamphlets to "clarify" on the new citizenship law, it said in sarcastic comments.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.

The Retailers Association of India (RAI) has said that ad hoc lockdowns by state governments are impacting the businesses of already-stressed retailers, along with hurting the economic revival of the country.

In a statement, the body of the organised retail industry said that the long road to recovery for the Indian retail industry continues to meet stumbling blocks with numerous restrictions being imposed at the state and local levels.

"Total lockdowns in some places and limited operational hours and days in several others are creating setbacks for retailers as the already stressed retail businesses are getting further interrupted and in turn, dampening consumer sentiment," it said.

According to RAI, although the intentions are that of citizen safety and social distancing, the recent instances of local lockdowns and ad hoc restrictions being imposed in Uttar Pradesh, Maharashtra, Andhra Pradesh and Karnataka are having a distressing impact on retail businesses.

Retailers are already facing huge setbacks in terms of payment of wages and rentals due to very low sales of about 40 per cent as compared to last year, thanks to the extended lockdown, it said.

Contesting the restrictions on operating hours, Sandeep Kataria, CEO, Bata India said: "Restricted shopping time can lead to unnecessary overcrowding of stores, which is unfavourable towards the personal safety of both store staff and customers. Longer operational hours will support recovery for retailers as well as help adhering to social distancing norms."

Arvind Mediratta, MD and CEO, METRO Cash & Carry India said that these lockdowns will create severe inconvenience for all citizens as they also bar operations of food and grocery retail and wholesale stores.

Such hastily-implemented decisions by states undermine investor confidence and would come in the way of making the country "aatmanirbhar" or self-reliant, he said.

Voicing the concerns of retailers, the RAI has submitted representations to various state and local authorities that puts forth recommendations to get businesses and life of consumers on the track to recovery.

It has said that authorities should mandatorily allow essential shops including kiranas, general trade shops, supermarkets, hypermarkets and wholesalers to operate every day of the week until 9 p.m. to cater to the daily needs of the customers.

It has also sought ensuring uniform and regular opening of all categories of retail for full working hours while following stringent hygiene practices and adhering to social distancing norms. This will help avoid overcrowding outside stores as demand will get distributed over all days of the week, it said.

The industry body has also asked the local authorities to open malls in all states. Malls can ensure a safe shopping experience wherein safety measures are taken by both, the mall authorities and the retailers, it said.

Kumar Rajagopalan, CEO, RAI, said: "The need of the hour is concerted efforts by all stakeholders. While retailers are doing their bit by following stringent hygiene practices, the policymakers too need to support to ensure economic revival across the country. Consumption is important for the country and supports the business environment."
