Manmohan Singh cannot be kept out of CBI probe: Jaitley

JaitleyNew York, Oct 18: Prime Minister Manmohan Singh cannot be kept out of the CBI probe into the controversial coal block allocation as he was the "competent authority" when the decision was taken, senior BJP leader Arun Jaitley said today.

Naming industrialist Kumar Mangalam Birla and former coal secretary P C Parakh by the CBI in its FIR sent a "very, very adverse" signal that investors and civil servants will face investigation for irregularities, while the "competent authority" in the case, the Prime Minister who held the coal portfolio, "will go scot-free", Jaitley said.

He said successive corruption scandals like the spectrum and coal blocks allocation are adding to the "disillusionment" towards the UPA government.

"This (coal block allocation) case is going to send a very, very adverse signal to both international and domestic investors," Jaitley told PTI here.

The Leader of the Opposition in Rajya Sabha said it defied logic that a secretary to the government who recommends a coal block should be made an accused in an FIR filed by the CBI but the minister who sanctions the blocks should be out of it.

"The competent authority was the minister, the minister in this case happened to be the Prime Minister," he said. Jaitley said Parakh was only a "recommending authority" but has been named as an accused in the FIR. "The automatic corollary of this has to be that the minister in charge, who was the Prime Minister, cannot be kept out. He is the competent authority."

The FIR has named Parakh and Birla for criminal conspiracy and under provisions of the Prevention of Corruption Act in the allocation of two coal blocks in Odisha in 2005.Jaitley described Birla as "one of the doyens of the industry" and Parakh as an "an honest civil servant" who as a "dissenter" in the coal bloc allocation had recommended auction of coal.

"This case sends three signals. The investor is being told that if you invest in India, years later your projects and allocations can be reviewed by the investigating agencies and the head of your organisation will face criminal investigation.

"The politician is being told that the civil servant will be liable and the competent authority, who is the politician, will go scot free."

Jaitley added that the treatment meted out to Parakh is a warning to bureaucrats that "even the most honest civil servants will be investigated." The "net effect" will be that apart from foreign investments drying up, even domestic investors "will now be compelled to go outside." "This sends a very bad signal to investment. If honest civil servants are going to be squeezed to save the politicians, bureaucrats will stop making honest recommendations," he said.

New Delhi, Jun 26: Petrol prices in the national capital have reached Rs 80.13 per litre on June 26, up by 21 paise from yesterday’s Rs 79.92 per litre; while diesel prices in Delhi also rose to Rs 80.19 per litre – up by 17 paise compared to yesterday’s Rs 80.02 per litre.

This is the 20th consecutive day that fuel prices have been hiked by oil marketing companies (OMCs). The hikes began from June 8 after a 83-day halt on revised pricing during the lockdown period.

The state government’s increased value-added tax (VAT) on diesel since May is causing the fuel’s prices to soar in Delhi. VAT was increased to 30 percent for both petrol and diesel from 27 percent and 16.75 percent, respectively.

Coupled with the Centre’s hiked excise duty of Rs 3 per litre since March 14 and then Rs 10 per litre on petrol and Rs 13 per litre on diesel since May 5 has affected prices.

The hike on diesel prices is unusual, as the government traditionally keeps the price for the fuel low due to its impact on agriculture and other high consumption economic activities.

Patna, Jan 25: JD Women's College in Patna has issued a direction to the students to follow the prescribed dress code on the campus while stating that wearing a 'burqa' in college is prohibited.

"All students have to come to college in the prescribed dress code, every day except on Saturday. Students are prohibited from wearing 'burqa' in college", reads a notice signed by the Principal and Proctor of the college.

The college administration has also imposed a fine of Rs. 250 for violation of the norm.

I think this college management will allow girl students to wear tight jeans + t-shair and miniskirts but is not allowing a girl to cover her body.    Are we in ancient days where humans had no dress to cover themselves or in the time of Nair kings in kerala who restricted ladies of low caste from covering their chest.

Ayodhya, Aug 4: Ramarchan puja begins at Ram Janmabhoomi site ahead of the foundation laying ceremony of Ram Temple in Ayodhya.
Ramarchan Puja is a prayer to invite all major gods and goddesses ahead of Lord Ram's arrival.

Mahesh Bhagchandka, one of the trustees of Ashok Singhal foundation as Yajman in the puja said, "This is being conducted at the temporary seat of Ramlalla. The pooja will be conducted in four phases."

Speaking about the third and fourth phases, he said: "In the third phase, Dashrath, father of Lord Ram with his wives will be worshipped and then all three brothers of Lord Ram - Laxman, Bharat and Shatrughan with their wives. Lord Hanuman ji will too be worshipped. Whereas in the fourth phase, Lord Ram will be worshipped."
Meanwhile, security has been heightened in Ayodhya ahead of the foundation laying ceremony.

Temples across the city is decorated with lights, diyas and flowers ahead of the grand event. Patna's Mahavir Mandir Trust is preparing over 1.25 lakh 'Raghupati Laddoos' for the occasion. Thes laddoos will be distributed as 'prasad' to devotees.

Uttar Pradesh Chief Minister Yogi Adityanath on Monday offered prayers at the Hanuman Garhi temple during his visit to Ayodhya to take stock of the preparations for the 'bhoomi pujan'.
He along with officials also visited 'Ram ki Paudi' to inspect the arrangements ahead of the foundation stone laying ceremony.

Prime Minister Narendra Modi is scheduled to lay the foundation stone of the Ram Temple in Ayodhya on August 5.
