Probe indicts Army for Baramulla firing

Baramulla_firingSrinagar, Oct 23: A magisterial probe ordered into the killing of a youth in Baramulla town of Jammu and Kashmir in March has indicted the Army for firing on unarmed and peaceful people without any justification.

"Taking into account the evidence that has come up during the inquiry proceedings, it is concluded that on March 5, 2013, the 46 Rashtriya Rifles Army personnel ransacked residential houses and vehicles in Kakar Hamam and Ganai Haman localities without any reason, and subsequently without any justification fired upon unarmed and peaceful citizens that led to the death of Tahir Rasool Sofi and injuries to Mohammad Abbas Lillu," the inquiry report said.

The report, submitted to the state government in August, said warning shots were not fired in the air by the Army that could have scared away the youths, and bullets were fired directly at the youths.

"There seems (to be) no valid reason for the action that was taken by the Army personnel, resulting in the loss of an innocent life and injuries to the teenager who has been rendered handicapped for the rest of his life," the report said.

Sofi's killing sparked massive protests, forcing authorities to clamp curfew in major towns and districts of the Valley.

Additional District Magistrate Baramulla Manzoor Ahmad Qadri, who conducted the probe, in his report dismissed the claims made by Commanding Officer of the Army unit concerned that a group of youths had attacked an Army patrol at a bus stand in the town, creating life-threatening situation for the soldiers and prompting them to open fire.

"The firing incident took place at Kakar Hamam side of the Khanpora Bridge. As such, the statement does not correlate with whatever happened on the ground. The version of the Commanding Officer that there was life-threatening situation for the Army does not seem tenable in view of the fact that all the bridges connecting the two parts of the town had been kept open by the district administration as situation was quite normal in the town," the report said.

The inquiry officer also questioned the authenticity of the photographs submitted by the Army unit to substantiate its claims.

"Some photographs exhibiting boys carrying stones, iron rods and axes were submitted by the Commanding Officer, 46 RR, to depict that the mob had attacked the Army, but no dates are inscribed on them and also, the location where the photographs have been taken cannot be ascertained properly," Qadri said in the report.

"As such, the version of the Army that they fired on the protestors in self-defence after facing a life-threatening situation is ruled out. Evidence is also available to prove that the Army was in control of the Khanpora Bridge and had restricted the movement of civilians on the bridge," he said.

The Civil Aviation Ministry announced an initial assistance of Rs 10 lakh to the dependents of the deceased in the Kozhikode AIE plane crash, while the Kerala government also announced a compensation of Rs 10 lakh each.

Minister of Civil Aviation, Hardeep Singh Puri, who visited the mishap spot on Saturday, said that a detailed probe is already on and the pilot and co-pilot were highly experienced.

He also announced a compensation of Rs 2 lakh each to the injured and Rs. 50,000 each to those who suffered minor injuries. The other normal compensations would be decided in due course.

Puri said that Captain Deepak Vasant Sathe, aged 59, who commandeered the AIE flight, had a flying experience of 10,848 hours, while co-pilot Akhilesh Kumar, aged 32, had a flying experience of 1,723 hours.

"Deepak was one of the most distinguished and experienced pilots. He had a commanding experience of 6,662 hours and was commander of B-737 aircraft for 4,244 hours. He had also operated to Kozhikode international airport 27 times. He joined AIE in 2013 and prior to that he served with the IAF and HAL. He was a figher pilot and a recipient of prestigious sword of honour and a gold medalist," said Puri.

Puri said that even as the flight slipped down to around 35 feet, a major disaster was averted due to timely rescue operations. Local people played an exemplary role and the fire brigade's timely action of cutting the plane body and rescuing the passengers minimised the casualties, he said.

Chief Minister Pinarayi Vijayan also said that the local people and all rescue and relief agencies did a well co-ordinated job. The state government would also meet the entire treatment expenses of the injured.

Till Saturday afternoon, the total number of deaths was 18. While 149 were still in hospitals, 23 were discharged.

New Delhi, Mar 14: A Delhi court on Friday granted bail to three alleged members of the Popular Front of India (PFI) -- Parvez (Delhi President), Iliyas (Delhi Secretary) and Danish -- in connection with the organization's role in the northeast Delhi violence last month.

Metropolitan Magistrate Prabhdeep Kaur granted bail to all three accused on furnishing personal bail bonds of Rs 30,000 each.

The court said that "Investigating Officer (IO) has nowhere mentioned that any of the non-bailable offences has been disclosed or has come out during investigation till now, therefore, accused be enlarged on bail."

According to police, the three men were arrested for allegedly spreading fake propaganda during the anti-CAA protests.

Delhi police, while opposing bail and seeking remand, stated that police custody is required because accused were involved in a conspiracy of communal riots which resulted in the death of 50 innocent people and injuries to approximately 300 persons and huge loss of government and public properties.

New Delhi, Jan 28: Kolkata Metro Rail Corp expects to complete its East-West project, which runs partly under the city’s iconic Hooghly river, by March 2022 after a delay of several years doubled costs.

The authority is awaiting a final installment of Rs 20 crore ($2.8 million) over the next two years from the Indian Railway Board, said Manas Sarkar, managing director at KMRC. A soft loan of Rs 4,160 crore from Japan International Cooperation Agency helps fund 48.5% of the project.

India’s oldest metro, which started in 1984 with a North-South service, was due to expand by 2014 but faced problems including squatters on the planned route. These issues have contributed to the total project cost rising to about Rs 8,600 crore for some 17 kilometers from Rs 4,900 crore for 14 km.

“About 40% of total transport demand will be tackled by these two metro services,” Sarkar said in an interview at his office in Kolkata. “It will be a relief for environmental pollution and the city should be much more decongested.”

The new line is expected to carry about 900,000 people daily, -- roughly 20% of the city’s population -- and will take less than a minute to cross a 520-meter underwater tunnel. Depending on the time of day, it takes some 20 minutes to use the ferry and anywhere upward of an hour to cross the Howrah bridge.

KMRC will repay the JICA loan over 30 years after an initial six-year moratorium. The interest rate is between 1.2% to 1.6%. The East-West metro project is 74% owned by the railway ministry and 26% by the ministry of housing and urban affairs.

“We don’t anticipate any further cost escalation now,” Sarkar said.
