Nitish hits back at Modi, says his dream of PM will remain so

Nitish_hitsRajgir (Bihar), Oct 29: Bihar Chief Minister Nitish Kumar today hit back at Narendra Modi, comparing him to Hitler and said his desperate dream to unfurl national flag at Red Fort would remain unfulfilled.

Days after Modi launched an no-holds barred attack on him in a Patna rally, he rejected the accusation that he had "betrayed and backstabbed" socialist stalwarts like Jaiprakash Narayan and Ram Manohar Lohia.

Kumar said Modi neither has "sweetness in his voice" nor "patience" required of somebody aspiring for the top post and questioned his knowledge of history.

"When had I deserted JP's ideology? Just because JP comes in BJP, he (Modi) made the allegation by linking the two together as it rhymes.... Lohia brought parties together to fight Congress. BJP is walking its own path alone. Where is the comparison," he said in his address to his party JD(U)'s convention, accusing BJP of weakening the fight against Congress.

Modi, the Chief Minister said, believed in repeating a lie hundred times to make it sound true. All this talk about Modi wave is also part of this misinformation campaign and there is no truth in it, he alleged.

"His dream to unfurl national flag at Red Fort would remain a dream," Kumar said.

"It is not just dictatorship. It is fascism and those who believe in fascism, their icon is Hilter. They they will do what Hitler did. Hitler's propaganda minister would tell a lie hundreds of times and it would seem to be true. The same thing is happening here now," he said.

Dismissing Modi's barb that he was dreaming to become prime minister, he asked when did he dream to become PM but added that such an aspiration was not a bad thing.

"Gujaratis are very fond of ice-creams but this sweetness is not visible in his (Modi) speech. He kept drinking water, wiping sweat and cursing me... The man dreaming to be on the country's highest post should be sober, why this unnecessary excitement and hurry?

"You can create hype around an individual but it can't ensure your victory. Bihar's poor will vote for those who fight for them. Those aspiring for the top post must speak sweetly with everybody and take everyone along," he said.

Kumar also picked holes in Modi's references to some of their meetings where he alleged that the JD(U) leader was uncomfortable in his presence while sharing a table with him over lunch.

"These are incorrect," he said referring to Modi's claim that he had was not taking food and water at a lunch hosted by the Prime Minister and that the Gujarat leader had to comfort him saying that there were no cameras around.

He also dismissed claim that Modi had served Kumar 'khaman and dhokla' to his heart's content after which he had praised the Gujarat Chief Minister at a lunch in his state years ago.

"When did he host me. What I remember is that I attended the function of the Chief Justice. He (Modi) was a guest and I too was a guest there," Kumar said.

Modi keeps harping about his early days as a tea-seller, Kumar said, adding that he also came from an ordinary family but never made a fuss about it.

"I am the son of a freedom fighter. I am also from an ordinary background.I am an ordinary man, anything can be said against me.

"One can't be a backward leader by just being born in such a family. What you have done for backward castes is important. I do not have the experience of selling tea in stations," he said

On Modi's remarks that Kumar had returned the aid for Kosi flood victims sent by Gujarat, the Bihar Chief Minister said that in Indian culture one does not praise oneself.

"Gujarat government sent money for Kosi flood victims and then they started advertising that they had helped Bihar. If one helps someone, then it should not be advertised. The cheque was returned and then they encashed it."

Questioning him on history, Kumar said, "I also have knowledge of history. I never left Jaiprakash Narayan. He said I backstabbed JP and Ram Manohar Lohia. In fact JP and Lohia had taken on these forces head on and also forced them into corner. I have never compromised on my principles and followed the path shown by JP and Lohia."

In a point-by-point rebuttal in his 90-minute speech, Kumar, Kumar said that while speaking against him at the Patna rally, Modi had in his "excitement" given out wrong historical information.

Acting like a "knowledgeable person", Modi referred to Chandragupta as great king of Gupta dynasty instead of Maurya dynasty which ruled from Patliputra which is now Patna.

"The BJP leader in excitement cited wrong history by saying Taxila was a great historical site in Bihar which is wrong as the place is in North-West Pakistan. Chanakya, the great economist who had written 'Arthasashtra', was a teacher there before coming to Patliputra," a smiling Kumar said, adding he had even visited there once.

"King Alexender had never reached Ganga as he was stopped at river Satluj itself," he said.

He urged the people to ensure that communal forces do not emerge victorious. "Let not your difference lead to communal violence. Let the dream to hoist the Indian flag at the Red Fort be a dream only."

Tracing the events that led to the split Kumar blamed the BJP for breaking the 17-year-old alliance with the JDU.

"What did we want? We suggested that the leader for the prime minister's post should be someone who is accepted by all, someone who works for all.

"If you have to win, there should be single target. You (BJP) have set two targets, one to remove Congress and the second is to take all the credit. It is wrong to blame us whereas you have betrayed us," he said.

"Yesterday you were with me and you would appreciate and praise me. Now that we are not allies and you are finding faults with me," he said.

Nagpur, Feb 21: Former Maharashtra chief minister and senior BJP leader Devendra Fadnavis on Friday condemned AIMIM leader Waris Pathan's reported remarks that 15 crore Muslims are more than a match for the country's 100 crore Hindus, and asked the latter not to mistake the majority community's tolerance for weakness.

Pathan has been widely condemned for reportedly stating that "15 crore hain lekin 100 crore pe bhari hain".

He purportedly made these comments while addressing an anti-Citizenship (Amendment) Act rally in Kalaburagi in north Karnataka on February 16. The AIMIM leader has claimed he was quoted out of context.

Speaking to reporters in Nagpur, Fadnavis demanded an apology from Pathan and asked the Uddhav Thackeray government to take action.

"We condemn the statement made by Waris Pathan and demand an apology. In case he does not apologise, the state government must take action against him," he said.

Fadnavis said Pathan should understand that minorities were safe and enjoyed full freedom in India because 100 crore Hindus live in the country.

He said no one would dare utter such a statement in a Muslim-majority nation, adding that the "Hindu community is tolerant but its tolerance should not be mistaken for weakness".

"Pathan should apologise to the nation and the Hindu community," he said.

New Delhi, Mar 15: The new rules for debit and credit cards to increase security and reduce frauds kick in from Monday. In January, the Reserve Bank of India (RBI) had issued new rules to improve user convenience and increase the security of card transactions. These rules will help in curbing the misuse of debit and credit cards.

RBI has directed banks to allow only domestic card transactions at ATMs and PoS terminals in India at the time of issuance/reissuance of card. For international transactions, online transactions, card-not-present transactions and contactless transactions, customers will have to separately set up services on their card.

These rules will be applicable for new cards from March 16. Those with old cards can decide whether to disable any of these features.

As per the existing rules, these services used to come automatically with the card, but now it will start at the request of the customer.

Debit or credit card customers who have not yet done any online transaction, contactless transaction or international transaction with the card, then these services on the card will automatically stop from March 16.

The Reserve Bank has asked all banks to provide mobile banking, net banking option to enable limit and enable and disable service 24 hours a day, seven days a week.

If the customer makes any change in the status of the card, the bank will alert the customer through SMS/email and send the information.

Issuers shall provide to all cardholders facility to switch on/off and set/modify transaction limits (within the overall card limit, if any, set by the issuer) for all types of transactions -- domestic and international, at PoS/ATMs/online transactions/contactless transactions, etc.,

The provisions, however, are not mandatory for prepaid gift cards and those used at mass transit systems.

The latest instructions come in the wake of rising instances of cyber frauds and the huge increase in the use of cards.

New Delhi, Mar 26: The government on Thursday announced a Rs 1.7 lakh crore stimulus that included free foodgrain and cooking gas to poor for three months, and cash doles to women and poor senior citizens as it looked to ease the economic impact of the nationwide lockdown.

While over 80 crore poor ration card holders will each get 5 kg of wheat or rice and one kg of preferred pulses free of cost every month for the next three months, 20.4 crore women having Jan Dhan bank accounts would get one-time cash help of Rs 1,500 spread over three months.

Over 8.3 crore poor women, who were handed out free cooking gas connections since 2016, will get free LPG refills for the next three months, while poor senior citizens, widows and disabled will get an ex-gratia cash of Rs 1,000.

"Since the lockdown has been in force (since Wednesday) and therefore we have come out with a package which will immediately take care of the concerns and welfare of poor and suffering workers and those who need immediate help," Finance Minister Nirmala Sitharaman said at a news conference here.

The package, she said, is being announced within 36 hours of the 21-day nationwide lockdown announced by the Prime Minister to protect the nation's 130 crore people from the fast-spreading coronavirus. "We do not want anyone to remain hungry."

She hinted at more announcements if a need arises.

"So, today's measures are very clearly aimed at reaching out with food and money that they need to have it in their hands. We will obviously think about other things. I will gradually address if there is more to attend," she said.

The package included advancing the payment of one-third of the Rs 6,000 a year pre-2019 general election cash dole scheme for farmers, government contributions to retirement funds for the next three months of small companies with 90 per cent of staff earning less than Rs 15,000, and a Rs 50 lakh insurance cover to healthcare workers.

For rural workers, the daily wage under the MNREGA employment guarantee programme has been increased to Rs 202 from Rs 182, benefiting 5 crore workers of about Rs 2,000 in all.

India joins countries -- from the US to Singapore -- that have pledged spending to contain the economic fallout of the pandemic that has infected almost 5 lakh people globally and left over 21,000 dead.

The pandemic has infected 649 persons in India and has killed 13 so far.

While the free food grains and pulses would cost Rs 45,000 crore, Rs 2,000 payment to 8.7 crore farmers under Pradhan Mantri Garib Kalyan Yojana will cost Rs 16,000 crore.

The cash to women Jan Dhan account holders will cost Rs 31,000 crore and another Rs 13,000 crore is estimated to be the expenditure for providing free cooking gas.

Sitharaman, however, evaded a reply to questions on how the government will finance the package given that the impact of the closure of businesses across the country will be felt over the next few months and would have a direct bearing on already strained tax collections.

She also did not say if the government will relax budget deficit targets or resort to additional borrowings to fund the programme.

The revised fiscal deficit - the gap between revenue and expenditure - has been put at 3.8 per cent of the GDP in the current fiscal. For the fiscal starting April, the government is targeting a 3.5 per cent fiscal deficit.

"Today's measures are very clearly aimed at reaching out to the poor," she said. "At this stage, I am more concerned about reaching out to those who need help."

With businesses closed during the lockdown, the government will contribute employees as well as employer's contribution to the provident fund for the next three months of companies with up to 100 employees with 90 per cent earning not more than Rs 15,000. The contribution will be a total of 24 per cent of eligible wages.

Also, workers will be allowed to draw a non-refundable advance of 75 per cent from credit in provident fund account or three months salary, whichever is lower, she said.

Sitharaman said the limit of collateral-free loans to 63 lakh women self-help groups is being doubled to Rs 20 lakh, impacting 7 crore households.

The free foodgrain and pulses are over-and-above the existing entitlement through the public distribution system (PDS). The ration card holders can take the foodgrain and pulses from the PDS in two installments, she added.

The government had previously relaxed timelines for meeting tax and other statutory filing requirements as well as allowed companies to divert their philanthropy or CSR funds to support the fight against coronavirus.

These measures and the ones announced on Thursday will be topped up by the expected announcement of interest rate cuts by the Reserve Bank of India (RBI) at its bi-monthly monetary policy review meet slated next week.

Commenting on the package, Anil Talreja, Partner, Deloitte India said the announcements are is expected to give reprieve to the mass sections of the population. "This is a good way to ensure that the poor and needy get what they deserve. It has ensured that the farmers, poor senior citizens, widows and specified sections of the society as well as people who are attached to the healthcare sectors get rewarded for their hard work and sacrifices".
