Sri Lanka hardens stand on pact to lease oil storage to IOC

New Delhi, Nov 10: Hardening its stance, Sri Lanka has refused to sign a decade old agreement to lease the Trincomalee strategic oil storages to a unit of Indian Oil Corp (IOC) and is blocking the Indian firm's plans to set up a bitumen plant in the island nation.

In 2003, Lanka IOC - a subsidiary of state-owned IOC - bought one-third share in Ceylon Petroleum Storage Terminals Ltd which operates the China Bay tank farm. Ceylon Petroleum Corp (CPC) and Colombo entered into a MoU with Lanka IOC to grant a long-term lease to the Indian firm for operating the 99 storage tanks at Trincomalee for 35 years for an annual fee of USD 100,000.

However, the 35-year lease finalisation dragged on and now Colombo has reservations on leasing out 'state asset' to Lanka IOC, industry sources said.

Since commencing operations, Lanka IOC has invested close to USD 15 million at regular intervals in creating facilities like additional storage tanks, lube blending facilities and refurbishing of jetty.

It also wants to invest another USD 17 million in creating bitumen handling facilities at the tank farm and had applied to the Board of Investment (BOI) of Sri Lanka, they said adding BOI has told Lanka IOC that approval can be given only after settlement of lease issue.

Sources said with Sri Lanka government having reservations on leasing the facilities to Lanka IOC, the entire project is stuck.

Petroleum Secretary Vivek Rae has written to Foreign Secretary Sujatha Singh to take up the issue at the diplomatic level.

Lanka IOC, at the instance of Sri Lankan government, had in May submitted a proposal to operate the tank farms in a joint venture with CPC but there has been no response so far.

India voted against Sri Lanka in a US-sponsored resolution at the Human Rights Council in March, and has now downgraded its presence at the first multilateral CHOGM meeting in Colombo from the Prime Minister's level.

Right after the UN vote, the Sri Lankan government had announced it would renegotiate the tank farm agreement signed in 2003.

The China Bay tank farm, a World War II depot in Trincomalee, is the largest tank farm in South Asia and of great strategic value as it falls between the Middle East and Singapore.

Under privatisation, Colombo gave Lanka IOC the farm of 99 storage tanks, of which 15 are being used and two more are being refurbished at a cost of USD 17 million.

The 99 storage tanks and ancillary facilities are divided into 'upper' and 'lower' farms. The lower tank farm with 15 tanks is currently being utilised by Lanka IOC for storing and distribution of petroleum products. The upper tank farm consists of 84 tanks in an area of about 800 acres and is not being utilised presently except for storage of water in 4 tanks.

New Delhi, Jul 27: Congress leader Rahul Gandhi on Monday said he is not going to lie about Chinese transgressions in eastern Ladakh even if it costs him politically, asserting he will say the truth as far as Indian territory is concerned.

Gandhi made these remarks in a tweet, along with an over-a-minute-long video, as part of a series launched by him on the India-China face-off along the Line of Actual Control(LAC) in eastern Ladakh.

Asked in the video how he would react to people who say his questions to Prime Minister Narendra Modi on China weakened India, the former Congress chief said, "If you want me to lie that the Chinese have not entered this country, I am not going to lie. I will simply not do it. I do not care if my whole career goes to hell. I am not going to lie."

"This disturbs me. Frankly, it makes my blood boil. How can some other nation just come into our territory?"

"Hiding the truth is anti-national. Bringing it to people's attention is patriotic," Gandhi said.

"So frankly, I do not care if it costs me politically. I do not care if I have no political career at all after that. But I am going to say the truth as far as Indian territory is concerned," he added.

Gandhi has been repeatedly attacking the prime minister and the government over Chinese transgressions on the LAC in eastern Ladakh.

"As an Indian, my number one priority is the nation and its people," he said on Monday.

The Bharatiya Janata Party (BJP) has hit back at Gandhi over his attack on the government on the Ladakh face-off, alleging he is seeking to politicise defence and foreign policy matters and "wash their past sins of 1962 and weaken India".

BJP president JP Nadda has also alleged that for years, a dynasty has been trying to destroy Modi, while adding that those who want to destroy the prime minister will only end up causing further damage to their own party.

New Delhi, Feb 1: Air India's jumbo B747 plane, evacuating 324 Indian nationals from the novel coronavirus-hit Wuhan in China, landed here on Saturday morning, officials said.

The plane reached Delhi around 7.30 am, they said.

There were five doctors from Ram Manohar Lohia (RML) Hospital and one paramedical staff on board, said an Air India spokesperson.

The Indian Army has set up a quarantine facility in Manesar near Delhi to keep those evacuated from China's Hubei province.

Officials said they would be monitored for any signs of infection for a duration of two weeks by a qualified team of doctors and staff members.

"With 324 passengers, special flight has taken off for India from Wuhan. It may reach Delhi at 7.30am," said the Air India spokesperson at 1.19 am on Saturday.

The flight had departed from Delhi airport at 1.17 pm on Friday to evacuate Indian nationals from China, where more than 250 people - none of them Indian - have died due to novel coronavirus.

On Friday evening, the Air India spokesperson had stated that another special flight may take off from Delhi airport on Saturday to evacuate Indians from Wuhan.

The death toll from the novel coronavirus outbreak in China has risen to 259 with total confirmed cases surging to 11,791 amid stepped up efforts by a number of countries to evacuate their nationals from Hubei province, the epicentre of the virus, officials said on Saturday.

About Friday's flight, the spokesperson had said earlier during the day, "A team of five doctors from RML hospital, one paramedical staff from Air India, with prescribed medicines from doctors, masks, overcoats, packed food are in the aircraft. A team of engineers, security personnel are also there in this special aircraft. Whole rescue mission is being led by Captain Amitabh Singh, Director (Operations), Air India."

The spokesperson had added that there were five cockpit crew members and 15 cabin crew members on Friday's flight.

Before departure at Delhi airport, Air India Chairman and Managing Director Ashwani Lohani had said, "No service will take place in the plane. Whatever food is there will be kept in seat pockets. As there will be no service, there will be no interaction (between cabin crew and passengers)."

"Masks have been arranged for the crew and passengers. For our crew, we have also arranged a complete protective gear," he had added.

"Total five doctors from the Health Ministry are also going... The plane will be there (at Wuhan airport) for 2-3 hours," Lohani had said.

Air India has done such evacuations earlier also from countries such as Libya, Iraq, Yemen, Kuwait and Nepal.

New Delhi, Mar 9: Petrol and diesel prices registered a drop across the country on Monday as global oil prices plummeted around 30 per cent after Saudi Arabia slashed prices and set plans for a dramatic increase in crude production in April.

In New Delhi, petrol price fell by 24 paise intra-day and stood at Rs 70.59 per litre. Diesel in the national capital was retailed at Rs 63.26 per litre on Monday as against Rs 63.51 on Sunday.

The retail price of petrol in Kolkata saw a drop of 23 paise to Rs 73.28 per litre. The diesel price fell by 25 paise in the eastern metropolitan city to retail at Rs 65.59 per litre.

In Mumbai, petrol price was Rs 76.29 per litre as against Rs 76.53 a day earlier. Diesel was retailed at Rs 66.24 per litre, 26 paise lower than on Sunday.

In Chennai, petrol was retailed at Rs 73.33 per litre, 25 paise lower than a day earlier. Diesel price saw a fall of 26 paise to retail at Rs 66.75 per litre in the southern metropolitan.

Global crude oil prices fell by as much as a third following Saudi Arabia's move to start a price war with Russia amid worries over the spread of coronavirus.

Brent crude futures were down 13.29 dollars or 29 per cent at 31.98 dollars a barrel by 04:33 hrs GMT after earlier dropping to 31.02 dollars, their lowest since February 12, 2016.

Brent futures were on track for their biggest daily decline since January 17, 1991 at the start of the first Gulf War.
