Chhattisgarh set for first-phase poll

November 11, 2013
Kalyan Ray, Jagdalpur (Bastar), Nov 11: A day before the first phase of polling in Chhattisgarh, the Bharatiya Janata Party (BJP) is looking for an encore in the tribal-dominated, Maoist-infested Bastar that catapulted the party to power for two consecutive terms.

A thick security blanket has enveloped Bastar, even as Maoists triggered a blast in south Rajnandgaon on Sunday.

Meanwhile, the Congress hopes to pull the rug out from under the BJP’s feet to topple the government in the state.

As many as 18 seats, including Chief Minister Raman Singh’s constituency of Rajnandgaon, are going to the polls on Monday. But the spotlight is firmly on the 12 seats in Bastar, which made the difference in the last two Assembly polls.

In 2008, the BJP bagged 50 seats, while the Congress won 38 seats. In Bastar, the BJP won 11 out of the 12 seats with the sole exception of Konta, where the Congress’ Kawasi Lakhma emerged victorious.

In the first election to the state in 2003, the BJP wrested power from the Congress by winning 50 seats, while the Congress could manage only 37. In Bastar, the equation was 9:3 in favour of the BJP.

Both parties, therefore, are fighting hard this time in Bastar, where the shadow of Maoist violence and caste are determining factors.

“On Sunday, 35 kg of explosives were recovered in Maad areas across the river Indravati and five IEDs were found in Kanker. There was a blast in south Rajnandgaon but there was no casualty,” Additional Director-General of Police R K Vij told Deccan Herald.

Earlier this year, the Maoists eliminated almost the entire state Congress leadership in a massacre. The victims include Bastar strongman Mahendra Karma, state Pradesh Congress Committee chief Nand Kumar Patel and former MLA Uday Mudliyar.

Hoping for a sympathy wave, the Congress has fielded Karma and Mudliyar’s wives and Patel’s son.

“We will improve in Bastar which is in the grip of fear. The Congress will get 4-6 seats,” said B K Hariprasad, Congress general secretary in-charge of Chhattishgarh.

The locals, however, denied any sympathy wave and pointed out that Devti Karma is at number three position in Dantewada.

The top BJP leadership brushed aside claims of a sympathy wave. “Raman Singh will be the chief minister for the third time,” asserted senior leader Sushma Swaraj. “Congress is direction-less and uninspiring,” Arun Jaitley pointed out.

Out of the 12 seats, at least in four, the margin was thin in 2008. In Antagarh, the BJP won by 45 votes, whereas in Kondagaon and Bastar, the margin was 2,772 and 1,201 respectively.

In Konta, Lakhma from the Congress won by 203 votes. The Congress hopes to turn the table in the first three constituencies, while the Communist Party of India (CPI) leader Manish Kunjam could very well turn out to be the dark horse in Konta.

Last time, Kunjam fought from Dantewada and garnered 24,764 votes as against the winner Bhima Mandavi who received 36,674 votes. A change in constituency may prove beneficial for him.

“I have no time to talk to you as I am busy in campaigning. Call me after midnight,” Kunjan told Deccan Herald.

The CPI leader is trying hard to ensure maximum polling as many of his voters live deep inside the forest and have to undertake a long arduous walk to reach polling stations.

The Congress hopes to wrest the Jagdalpur seat, too, from where Shyamu Kashyap, a candidate hand-picked by Rahul Gandhi, is contesting against the BJP’s sitting MLA Santosh Bafna.

New Delhi, Jul 13: Top Congress leaders, including Rahul Gandhi and Priyanka Gandhi, are in touch with Sachin Pilot and are trying to placate him, a day after the Rajasthan Deputy CM declared open rebellion against Chief Minister Ashok Gehlot, sources said on Monday.

Pilot has claimed that the Ashok Gehlot government is in minority and that he has the support of over 30 MLAs in the 200-member Assembly.

According to sources, top Congress leaders have talked to Pilot and have asked him not to rebel against the chief minister. They also assured him that his grievances would be redressed at the party level.

Besides Rahul Gandhi and Priyanka Gandhi, other Congress leaders who are learnt to have spoken with Pilot are Ahmed Patel, former Union finance minister P Chidambaram and AICC general secretary K C Venugopal.

It was not immediately known what transpired during the discussions.

Sources said the leaders asked Pilot to attend a Congress Legislature Party meeting in Jaipur, but he has not given any assurance.

Pilot, who is in Delhi, has not been taking calls of many party leaders. AICC general secretary in-charge for Rajasthan Avinash Pande has said that Pilot has not been responding to calls and messages have been left with him.

Pilot has raised a banner of revolt against Gehlot after the special operations group (SOG) of Rajasthan Police sent a notice to him for appearing before it in the case involving "horse-trading" of MLAs in the state.

The SOG has registered an FIR in this regard and has also sent notices to the chief minister, chief whip of Congress and some ministers and MLAs.

Meanwhile, Congress has pulled out all the stops to save its government in Rajasthan and CM Gehlot has convened a meeting of the state legislature party.

Pilot, who is also the state Congress president, is miffed with Gehlot and has alleged that he was not being kept in the loop on key decisions.

The Congress Legislature Party meeting began about three hours later than scheduled, with ministers and MLAs flashed victory signs for the cameras.

The Congress said 109 MLAs have already expressed support for Chief Minister Ashok Gehlot, rejecting the claim by Deputy Chief Minister and the party’s state unit president Sachin Pilot that the senior leader does not have the majority.

About 100 MLAs had walked into the chief minister’s residence by 12.30 pm, an hour before the meeting actually started.

But some MLAs considered close to Pilot had not arrived till then.

Bijnor, Feb 6: Apprehensions over the Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC) are now so strong that a team of economic enumerators were allegedly manhandled in Uttar Pradesh's Bijnor district and faced stiff resistance from the people.

A team of the economic census enumerators in Bijnor, on Wednesday, sent a letter to the District Magistrate narrating the difficulties they are facing in some parts "due to misinformation".

District magistrate Ramakant Pandey, when contacted, said that he had asked the department concerned to complete the work on time. "If teams are facing any problems, we will sort it out at once. No hurdle in economic census will be tolerated," he said.

According to District Economic and Statistics Officer, Harendra Malik: "Our teams are facing protests in minority-dominated areas as people are linking it to the NRC. Some team members were manhandled.

"We have now asked village heads and municipality chairmen to help our teams in the survey and convince the people. Our teams are trying to convince them that it is a routine work which is being carried out for years. It has nothing to do with the NRC or CAA."

He further said that they plan to hold a series of meetings with people's representatives, including village heads and chairmen, so that they could put an end to this confusion.

The seventh economic census was flagged off in Bijnor by District Magistrate Ramakant Pandey on January 6. There are around 3,000 enumerators and 569 supervisors engaged in the census being carried out under the supervision of economic and statistics department. It is expected to be completed by March 31.

The economic census is aimed at collecting data about the financial status of people engaged in unorganised sector.

Meanwhile, the areas where the enumerators are facing stiff resistance include Kalhari village in Najibabad block, Amipur Narain village in Mohammadpur Devmal block, Anisa Nangli village in Dwarka block and the Mirzapur Bella village in Jalilpur block.
