Differentiate between genuine decisions and criminal acts: PM

PMNew Delhi, Nov 11: In the midst of a raging debate over probe into various high-profile cases including in the coal block allocation scam, Prime Minister Manmohan Singh today asked CBI to tread cautiously in policy matters as "decisions which appear sensible ex-ante may ex-post turn out to be faulty" and "errors of judgement are distinguished from criminal acts".

Speaking at the international conference on "Evolving Common Strategies to Combat Corruption and Crime" organised by CBI on its Golden Jubilee function, he said decision-making in a world of uncertainty "is a highly risky operation".

"While actions that prima facie show malafide intent or pecuniary gain should certainly be questioned, pronouncing decisions taken with no ill-intention within the prevailing policy as criminal misconduct would certainly be flawed and excessive," the Prime Minister said.

Singh's comment come in the backdrop of an FIR registered by CBI against former Coal Secretary P C Parakh accusing him of criminal misconduct for allegedly reversing his decision on the allocation of Talabira coal block to Hindalco.

"Policy-making is a multi-layered and complex process in the government, and will increasingly become more so, and therefore I don't think it would be to appropriate for a police agency to sit in judgement over policy formulation, without any evidence of malafide," he said.

The Prime Minister said lines of confidence must be clearly drawn between investigating agencies on the one hand and honest executive functionaries on the other so that public servants may not be paralysed in taking effective decisions based on their own sound judgement and on the apprehension of an ill-informed inquiry or investigation.

"It is also important that errors of judgement are distinguished from criminal acts...Our administrative set up has to be so managed that the fear of the unknown must not lead to paralysis in decision making," he said.

Mumbai, Apr 14: Hours after Prime Minister Narendra Modi announed extension of the coronavirus-enforced lockdown till May 3, a large number of migrant workers who earn daily wages came out on road in Mumbai on Tuesday demanding transport arrangements to go back to their native places.

Daily wage workers have been rendered jobless ever since the lockdown was announced late last month to stem the spread of COVID-19, making their life a constant struggle.

Though authorities and NGOs have made arrangemnets for their food, most of them want to go back to their native places to escape the hardship brought by the sweeping curbs.

According to a police official, daily wage earners, numbering around 1,000, assembled at suburban Bandra (West) bus depot near the railway station and squatted on road at around 3 pm.

The daily wage earners, who reside on rent in slums in in the nearby Patel Nagri locality, were demanding arrangement of transport facilities so that they can go back to their native towns and villages.

They originally hail from states like West Bengal and Uttar Pradesh.

One of the labourers, who did not reveal his name, said, NGOs and local residents are providing food to migrant workers, but they want to go back to their native states during the lockdown which has badly affected their source of livelihood.

"Now, we dont want food, we want to go back to our native place, we are not happy with the announcement (extending the lockdown)," he said, looking dejected.

Asadullah Sheikh, who hails from from Malda in West Bengal, said, We have already spent our savings during the first phase of the lockdown. We have nothing to eat now, we just want to go back at our native place, the government should made arrangements for us.

Another labourer, Abdul Kayyun, said I am in Mumbai for last many years but have never seen such a situation. The government should start trains to shift us from here to our native place."

Heavy police deployment was made at the protest site to tackle any untoward incident.

Personnel from other police stations were called at the spot to maintain order, the official addd.

Idukki, Aug 8: Nine more bodies have been recovered from the landslide ravaged Pettimudi near Munnar in Idukki on Saturday. With this the death toll in the tragedy reached 26. Around 40 are feared to be still trapped under the debris or washed away.

The rescue operation by NDRF and Fire and Rescue Services that was stopped by Friday evening due to poor light and bad weather resumed by Saturday morning.

Horrifying scene prevailed in the area as relatives of the missing people screamed around in search of their beloved ones. As it is nearly 48 hours since the incident happened, the chances of recovering missing persons alive from the debris is becoming bleak. Three of the bodies recovered on Saturday could not be identified till evening.

Kerala Revenue Minster E Chandrasekharan, who visited the area on Saturday, said that search operation would be carried out until all the missing are recovered.

It was by around 11.30 pm on Thursday that landslide had hit the Nayamakkad estate of Kannan Devan Hills and Plantations. Settlement clusters of plantation workers where 83 persons were staying were reduced to debris as the huge rocks came bulldozing. Five of the residents were reported to be not in the spot while the mishap occured.

Meanwhile, heavy rains led to floods at many parts of the state. Red alert has been issued at Idukki, Malappuram and Wayanad districts for Sunday also. A total of 11,446 persons of 3,530 families were shifted to relief camps across the state, of which major chunk is at Wayanad.

Chief Minister Pinarayi Vijayan said that water level at most dams is increasing swiftly.

New Delhi, Apr 14: With 1,211 fresh cases of coronavirus reported in the last 24 hours, the total number of confirmed cases of COVID-19 in the country has reached 10,363 including 339 deaths, said Lav Aggarwal, Joint Secretary, Health and Family Welfare, here on Tuesday.

As many as 1,036 people have recovered from the disease so far, said Aggarwal during the daily media briefing on the coronavirus. "In one day, 179 people were diagnosed and found cured," he added.

"A total of 10,363 confirmed cases have been reported in India including 339 deaths and 1,036 people, who were COVID-19 positive have recovered. Out of the total deaths, 31 deaths have been reported in the last 24 hours," said Aggarwal.

Aggarwal said that an evaluation of each district and city will be done till April 20.

"An evaluation of each district and city will be done till April 20 in which it will be evaluated what measures did that authorities take in these cities and districts to combat COVID-19," he said.

"Based on the results of this litmus test approach, permission will be granted for some selective activities to those districts and cities which controlled the situation effectively. Detailed guidelines will be issued soon," he added.
