ICC tweaks rules to spice up ODIs; 2 bouncers in an over allowed, Powerplays curbed

A year after it made sweeping changes to One-day International cricket, an ICC panel has recommended further changes to spice up ODIs, giving bowlers some leeway by allowing two bouncers an over instead of one and doing away with the bowling Powerplay rule but restoring the balance by allowing only four fielders outside the 30-yard circle in the non-Powerplay period.

The ICC said on Friday the changes were intended to make the middle overs "more attacking" and perhaps give the pace bowlers a bit more play.

Also scrapped was last year's ruling on taking the batting and bowling Powerplays between the 16th and 40th overs. The committee concluded that the move had had "little impact" in spicing up ODIs. The decision to use two new balls from each end, however, will be continued.

However, day-night Test matches, an area of evolving interest, have been left to the discretion of participation nations to "trial" should they chose to do so in bilateral series.

In ODIs, Powerplays are now to be restricted to the first 10 overs, apart from another five-over batting Powerplay to be completed by 40th over. Only four fielders, instead of five, will be allowed outside the 30-yard circle in non-Powerplay overs.

The recommendations headline a series of decisions taken at ICC's Cricket Committee's meeting at Lord's over Thursday and Friday. The changes (will) "improve the balance between bat and ball and to create an identity for ODIs distinct from the Test and Twenty20 formats," the ICC said.

"The changes will help enhance what is still an exceptionally popular form of the game. There is, though, a need to develop a strong identity for the 50-over game," ICC's general manager Dave Richardson said.

The committee's decisions will be ratified by the ICC board in Kuala Lumpur later this month.


Apart from the rule changes to the One-day game, the committee also decided that the contentious Decision Review System (DRS) would be persisted with along with the Duckworth-Lewis rain-rule system.

The committee maintained there was significant improvement in decision-making in matches involving DRS, with a 4.27% increase in correct decisions. The committee said it "considered" Indian mathematician V Jayadevan's VJD Method for calculating revised targets of rain-affected matches but concluded it wasn't significantly different from the D/L method in use.

The switch-hit too will continue to be a legal stroke in cricket's lawbooks.


The committee, chaired by former West Indies skipper Clive Lloyd, also recommended a stricter enforcement of regulations covering substitute fielders. It also said suspended players should not be allowed on to the field of play once a game has started.

New Delhi, Jul 28: 'Your character stood out for me than the number of runs you scored," said India skipper Virat Kohli while explaining his decision to give opening Mayank Agarwal a Test debut in the 2018-19 Australia series.

Mayank Agarwal had made his Test debut against Australia in the third Test of the four-match series.

Playing the third Test at the Melbourne Cricket Ground, Agarwal managed to register a half-century in his very first innings in the longest format.

"I had seen you play for RCB, even then you played international bowlers with conviction and you would take them on. You were performing in first-class matches in a dominating way. That is something always stood out with you, I would say your character stood out for me than the number of runs. I knew you would be fearless without having any baggage," Kohli told Mayank Agarwal in a video posted on the official website of BCCI.

In the longest format of the game, Agarwal has managed to score 974 runs from 11 matches at an average of 57.29 with three centuries as an opening batsman.

The Indian skipper also explained as to what makes him notice in a player and added that it is important that guys in the team look to face new challenges and emerge triumphantly.

"For me, the biggest marker is how a person approaches the game, so for example when you opened and we made Vihari open with you. The first opportunity we presented Vihari to open the batting, he said yes to it and that matters me to the most," Kohli said.

"I opened in my first series for India, I said yes to this opportunity and things worked out fine for me. So, a guy who wants to get into tough situations will come out either holding his head high or learning from his mistakes," he added.

Kohli and Mayank would soon be seen in action for Royal Challengers Bangalore and Kings XI Punjab respectively in the Indian Premier League (IPL) starting from September 19 in the UAE.

The comparisons between Kohli and Sachin Tendulkar keep on growing and many have picked the current Indian skipper to break the records set by Tendulkar.

Tendulkar called time on his career after registering 100 international centuries, while Kohli currently has 70 centuries across all formats.

At present, Kohli is ranked at the top spot in the ICC ODI rankings while he is in the second place in Tests rankings. Kohli has so far played 86 Tests, scoring 7,240 runs with 27 centuries at an average of 53.62.

His knock of 254 against South Africa at Pune in 2019 remains his highest Test score to date. When it comes to ODIs, the current Indian skipper has played 248 matches and has 43 centuries.

New Delhi, Apr 25: The love and loyalty of the fans will never let him leave Royal Challengers Bangalore till the time he is playing IPL, skipper Virat Kohli said on Friday.

RCB have reached the IPL final thrice but have not gone on to win the trophy.

During a live session on Instagram with former South African captain and RCB teammate AB de Villiers, Kohli said winning the tournament remains the goal but he would not leave the team irrespective of the results.

"It has been such an amazing journey. It is always going to be our dream, winning the IPL together. There is no scenario where I could think of leaving the team ever.

"You can feel emotional about the season not going well but till the time I am playing IPL, I am never leaving this team. The fans, their loyalty has been amazing," said the India skipper.

Responding to Kohli's feelings towards RCB, De Villiers too acknowledged the support of fans over the past nine years. Kohli, on the other hand, has been with RCB since 2008.

"Same for me. I never want to leave RCB but to do that I got to keep scoring runs. I am not the captain you see," said the South African in jest.

Both recalled their early days in international cricket and their growth as cricketers and friends.

Kohli said at times, the youngsters coming in have too much regard for the "system" and he wants to see them break the norm.

"I want to see youngsters coming in scoring 500-600 runs. I want people to break the norm. Sometimes I feel people have too much regard for the system in sport. When you break the shackles, you do something special."

Kohli also acknowledged contribution of Mark Boucher, Gary Kirsten and Duncan Fletcher early on in his international career.

"Gary always gave me positive feedback. Boucher told me in 2008 to improve my game against the short ball. He had the vision. Then Fletcher, he had a keen eye for the game. So many people who have contributed (to my growth)," said Kohli.

De Villiers picked the 119 at Wankhede in the 2015 series decider as his best knock against India. Kohli picked the 119 he scored in Johannesburg Test in 2013.

"I was always really motivated to win the series after 2-2 . I was incredibly motivated to do something special," de Villiers said.

They also picked their combined South Africa and India ODI team. It included Sachin Tendulkar, Rohit Sharma, Virat Kohli, Ab de Villiers, Jacques Kallis, M S Dhoni (captain), Yuvraj Singh, Yuzvendra Chahal, Dale Steyn, Jasprit Bumrah and Kagiso Rabada.

Mumbai, May 26: Former Pakistan pacer Shoaib Akhtar said that if he was playing currently he and Virat Kohli would have been the best of friends off the field, but real enemies whenever they stepped on the field.

Akhtar also said that he would have liked to challenge Kohli to drive the ball.

"Virat Kohli and I would have been the best of friends as both of us are Punjabi, but on the field, we would have been the best of the enemies. I would have loved to get inside the head of Kohli. I would have told him that you cannot play a cut or pull shot against me," Akhtar told Sanjay Manjrekar in a videocast hosted by ESPNCricinfo.

"I would have gone wide of the crease and bowled a ball that would go away from him, I would have forced him to drive the ball as it is his favourite shot. So I would keep forcing him to play the drive shot at my pace," he added.

Akhtar also said that he wishes that Kohli could have played against some of the top bowlers in the game.

The Rawalpindi Express said that Kohli would have enjoyed the challenge of facing bowlers like Wasim Akram, Shane Warne, and Waqar Younis.

"I would also keep talking to him, because if I get him to lose his focus then that would have been great. The great thing about Kohli is that he gets more focused when he is challenged. But I believe Virat Kohli would have still scored the same amount of runs if I was playing," Akhtar said.

"I really wish that he had played against Wasim Akram, Waqar Younis, Shane Warne, and then Virat would have also enjoyed the challenge," he added.

Akhtar played 224 matches for Pakistan in international cricket and took 444 wickets across all formats.
