Nirbhaya: Demand in RS for immediate passage of juvenile bill

New Delhi, Dec 21: A demand for expeditious passage of the amendments to the Juvenile Justice Act to allow children between 16-18 years to be tried as adults in heinous crime cases was made in the Rajya Sabha today, soon after the Supreme Court dismissed a plea against the release of the juvenile offender in the December 16 gang-rape case.rajya-sabha-gst

As memories of the brutal 2012 Nirbhaya case returned with the release of the juvenile, Derek O'Brien (TMC) said he has given a notice under rule 267 seeking suspension of business and taking up the Juvenile Justice (Care and Protection of Children) Act, 2014.

He said the House had only three days to go before end of the Winter Session and government's listed agenda includes commercial courts, arbitration and real estate bill.
The government has not even listed the juvenile bill for discussion and passing today, he said during Zero Hour.

"It is incumbent upon the House to listen to what is going on outside," he said, asking the House to rise above politics. "It is not a perfect bill but let us list it and pass the bill," O'Brien said.

Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said the bill was listed on December 8, 10 and 11. "We have listed it for tomorrow," he said, adding if all agree the bill can be taken up for discussion today itself.

Deputy Chairman P J Kurien said O'Brien has raised a relevant point. If the government and opposition agree the bill can be discussed. "But government has to list the bill."

Leader of the Opposition Ghulam Nabi Azad said the bill is not listed today even though the Congress had at all-party meeting last week agreed to its passage.

Today, the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015 has been listed for passing. "We are committed to passing it today," he said adding the juvenile bill can be taken up tomorrow.

Mathura, Mar 2: Union Minister of state Sadhvi Niranjan Jyoti on Sunday said after the Citizenship (Amendment) Act (CAA), the Centre might bring a population control law.

Jyoti claimed that she has already spoken to Prime Minister Narendra Modi in this regard.

She said she believes that this issue is under the prime minister's consideration and he himself has discussed the importance of bringing this law.

Jyoti arrived here on Sunday to attend a tribute meeting held at Swami Vamdev Jyotirmath in Chaitanya Vihar. Unnao MP Sakshi Maharaj was also present at the event.

"There was a time when abrogation of Article 370 in Jammu and Kashmir was impossible. It was feared that if such thing happens, there will be bloodbath. No one will be hold the national flag in Kashmir. But this government can bring any law in favour of the nation," Jyoti said.

"Now, everyone believes that if Article 370 can be removed...Prime Minister Narendra Modi can bring any law which is important for the country," she added.

New Delhi, Jun 20: The government-imposed upper and lower limits on airfares may be extended beyond August 24 depending upon how the situation turns out, Aviation Secretary P S Kharola said on Saturday.

The government resumed domestic passenger flights from May 25 after nearly two months of suspension to combat the coronavirus outbreak, but placed lower and upper limits on airfares depending upon the flight duration.

It had said on May 21 that these limits would be in place for a period of three months.

"Depending on how the situation turns out, the fare band may have to adjusted beyond that (August 24) also. But right now, it is only for three months," Kharola said at a press conference here.

International passenger flights continue to remain suspended in the country.

However, the government started Vande Bharat Mission on May 6 to help stranded people reach their destinations through special flights.

Aviation Minister Hardeep Singh Puri said at the conference that during phase 3 and phase 4 of the mission, private domestic airlines have been approved to operate 750 international flights to repatriate people stranded amid the coronavirus pandemic.

New Delhi, Jul 30: India's gold demand in 2020 is expected to fall to the lowest level in 26 years with domestic bullion prices hitting a record high and as falling disposable incomes could curtail retail purchases, the World Gold Council (WGC) said on Thursday.

Lower demand by the world's second-biggest bullion consumer could limit a rally in global prices, which hit a record high earlier this month, although it could also reduce India's trade deficit and support the ailing rupee.

"Fast rising gold prices could act as headwinds," said Somasundaram PR, the managing director of WGC's Indian operations.

Local gold futures have jumped 35% so far this year after rising a quarter in 2019.

India's gold consumption in the first half of 2020 plunged 56% on-year to 165.6 tonnes. Meanwhile, the coronavirus-triggered lockdown also slashed demand by 70% in the June quarter to 63.7 tonnes, the lowest in more than a decade, the WGC said in a report published on Thursday.

Millions of Indians have lost their jobs or taken a pay cut after the country imposed a lockdown on its 1.3 billion people to curb the spread of the virus that has infected more than 1.5 million Indians.

Consumption is generally high during the June quarter due to weddings and key festivals such as Akshaya Tritiya, but lockdown restrictions kept shoppers indoors this year.

The weak demand in the first half could drag down India's gold consumption in 2020 to the lowest since 1994, when demand stood at 415 tonnes, Somasundaram said, adding that it is still difficult to provide an estimate for full-year demand as the coronavirus crisis is still unfolding.

"Indian demand has previously jumped as much as 300 tonnes in a quarter. Latent demand could come out in the second half," Somasundaram said.
