Nitish Kumar sorry for quitting, says won't repeat it

Patna, Feb 20: Awaiting invitation from the Governor to form the new government, JD(U) leader Nitish Kumar today promised good governance once he takes over as chief minister and apologised for his decision to quit last year after his party's rout in the Lok Sabha elections.Nitish Kumar 2

He said he was ready to lead from the front and hoped to get the Governor's invitation to form the next government as he had staked claim over 10 days ago after JD(U) replaced Chief Minister Jitan Ram Manjhi with him as Leader of the Legislature Party.

"I want to assure the people of Bihar that if I get an opportunity again I will serve them in the same spirit I did for eight and a half year. Good governance was and will remain my priority.

"I also apologise for my decision to quit. I will never take an emotional decision again. Now I am ready to lead from the front," Kumar told reporters soon after Manjhi resigned.

Flanked by leaders of RJD, Congress who are supporting him and his own JD(U), Kumar said he had already staked claim to form the government on February 8 and next day after meeting Governor Keshari Nath Tripathi in person.

"We will wait for his (governor's) decision till tonight," he said.

"I am in no hurry to form government," he said in an apparent rebuttal to Governor's earlier comment he seemed to be in a hurry to become chief minister.

He, however, did not disclose if RJD, Congress, CPI and the independent MLA supporting him would be part of his government.

"Let the invitation from the governor come first. These questions will be relevant during formation of the government," a buoyant Kumar said.

Rejecting Manjhi's allegations against him, the former Bihar Chief Minister said he worked at BJP's behest and resigned because all "tricks" to break JD(U) failed.

"What BJP has done is a cruel joke with democracy. The horse (Manjhi) refused to run before the race. He had called for Budget Session today but ran away without facing the House. They left no attempt to split our party but our MLAs stood together like a rock. "All immoral works were being done on the prodding of BJP," he said.

In an apparent dig at Manjhi for allegedly playing the 'dalit card', Kumar said his work for the welfare of dalits and mahadalits was well known.

"It was me who coined the term mahadalit to provide more assistance to the poorest and deprived among weaker section (of society) to come above. Just being born in one such caste does not make a person a champion of the dalits and mahadalits," he said.

Kumar attacked BJP for playing the "caste card" by expressing views in favour of Manjhi that it could not bear to see the humiliation of a mahadalit.

"For the first time we (JD-U and BJP during the NDA regime in Bihar) picked a man from mahadalit caste Uday Narayan Choudhary to sit in the high constitutional post of Speaker of the assembly ... By making baseless allegations has BJP added to the respect for him?"

"A man whom the party (JD(U) gave an identity claims being champion on mahadalits and dalits," he said in an apparent attack on Manjhi.

RJD state President Ramchandra Purbe, his Congress counterpart Ashok Choudhary, CLP leader Sadanand Singh, lone CPI MLA Subodh Roy and independent Dulal Chand Goswami were with Kumar at the press conference at his 7 Circular Road residence.

He said a person in any constitutional post should not be identified by his/her caste as "such a thinking will break the society."

"Even when some leaders were attacking the then Bihar Governor Buta Singh and calling him the 'dalit governor' for not inviting me to form government in 2005, I had opposed it and said a governor is a governor and caste has nothing to do with it," Kumar said.

Kumar said if he got the chance to form government again, he would continue to do work with the same spirit as during past eight years. 'We will try to undo the damage to good governance of the past few days."

Defending the speaker, he said, "They (Manjhi and BJP camps) tried to brow beat him by making allegations against him and to precipitate immediate action against him with the Centre's help in a old case (murder of former RJD Gaya MP Rajesh Kumar). But, the speaker performed according to laws and rules," Kumar said.

"From the beginning we have been saying that only 12 MLAs out of a total of 110 JD(U) MLAs excluding the speaker were with Manjhi. Hence there was no point giving much time to him for the floor test.

Hitting out at BJP for propping up "a handful of JD(U) disgruntled elements" against him and writing the "script" of the events that happened in Bihar in recent days. "Their (BJP"S) gameplan has failed," Kumar said.

Chennai, Jul 1: In a case of cluster infection, 58 of the 65 mourners who attended the funeral a Central government official, Selvam, 56, who had worked in the Ministry of Foreign Trade and who died in Coimbatore and was brought for burial at Pannavaadi near Kolathur near Mettur in Salem district, tested positive for Covid-19, after three of them initially tested positive as they neither wore face masks not observed social distancing during the funeral, sources said.

Even as Dr Vijayabaskar said AIADMK MLA from Sriperumbudur, K Palani who tested positive for Covid-19 has recovered and will be discharged from hospital in couple of days, the MIOT International Hospital in Chennai said that the State Higher Education Minister, K P Anbazhagan, who initially showed no symptoms of coronavirus, subsequently tested positive in his second sample. He was now under treatment, his condition very stable and all his vital parameters are normal, MIOT said in a statement.

In what continues to be an unrestrained run, Tamil Nadu added its biggest day-wise spike so far of 3,943 positive Covid-19 cases, while another 60 deaths due to the novel coronavirus confirmed on Tuesday took the total death toll in the state to 1,201.

Of the new positive cases, Chennai alone accounted for its highest per-day jump of 2,393 positives with the number of persons tested today across Tamil Nadu put at 30,053. The total number os Covid-19 positive cases in the State as a whole till date is racing towards the one lakh mark at 90,167.

However, these outcomes are all on anticipated lines with the ICMR's push for more aggressive testing, even if they want lockdown controls to be now more focused at the district level, and want the Chennai model to be taken to the districts.

In this backdrop, the Health minister, Dr C Vijayabaskar chaired a detailed Covid review meeting this evening through video conference with all the hospital deans and other top officials on different facets of the disease prevention and control measures and the state's overall preparedness.

Chief Minister, Mr. Edappadi K Palaniswami in a statement in Chennai assured that with the 'full lockdown' continuing in greater Chennai, parts of three neighbouring districts of Chengalpattu, Thiruvallur and Kancheepuram and parts of Madurai district till July 5, the free community kitchens for the elderly, disabled and destitute will continue to function in those places till July 5 and hygienically cooked food packets served to them.

New Delhi, Jul 3: In a significant step, ICMR has partnered with Bharat Biotech International Limited (BBIL) to fast-track clinical trials of the indigenous COVID-19 vaccine (BBV152 COVID Vaccine). It is the first indigenous vaccine being developed by India and is one of the top priority projects which is being monitored at the topmost level of the Government, says ICMR in a statement.

The vaccine is derived from a strain of SARS-CoV-z isolated by ICMR-National Institute of Virology, Pune. ICMR and BBIL are jointly working for the preclinical as well as clinical development of this vaccine.

In a letter to the institutes that will be involved in the trails of the vaccine, ICMR has said

"It is envisaged to launch the vaccine for public health use latest by 15th August 2020 after completion of all clinical trials. BBIL is working expeditiously to meet the target. However, final outcome will depend on the cooperation of all clinical trial sites involved in this project. you have been chosen as a clinical trial site of the BBV152 COVID vaccine. ln view of the public health emergency due to COVID-19 pandemic and urgency to launch the vaccine, you are strictly advised to fast track all approvals related to initiation of the clinical trial and ensure that the subject enrollment is initiated no later than 7th July 2020."

The ICMR also asked the institutes to comply with the order, "Kindly note that non-compliance will be viewed very seriously. Therefore, you are advised to treat this project on the highest priority and meet the given timelines without any lapse."

The ICMR has selected 12 institutes, including one from Odisha, for the clinical trial of the country's first indigenous COVID-19 vaccine.

New Delhi, Feb 3: Union minister Prakash Javadekar on Monday said Delhi Chief Minister Arvind Kejriwal had called himself an "anarchist" and there is not much of a "difference between an anarchist and a terrorist".

His remarks come a few days after the Election Commission issued a show cause notice to BJP MP Parvesh Verma for allegedly calling Kejriwal a "terrorist".

Addressing a press conference here, Javadekar raked up the issue of Kejriwal "staying a night at the Moga residence of Khalistan Commando Force chief Gurinder Singh during the Punjab Assembly polls".

"You knew it was a militant's house. Still, you stayed there. How much more evidence do you need?" he said.

"Kejriwal is now asking with a sad face, 'am I a terrorist?' You are a terrorist and there is a lot of evidence to prove that. You yourself had said you are an anarchist. There is not much of a difference between an anarchist and a terrorist," the senior BJP leader said.

Flanked by Delhi BJP chief Manoj Tiwari and Union minister Anurag Thakur, Javadekar said the Aam Aadmi Party (AAP) was supporting Shaheen Bagh, where slogans of "Assam ko azadi", "Jinnah wali azadi" were being raised. "Supporting such slogans is also terrorism".

He alleged that Kejriwal stood with Jawaharlal Nehru University (JNU), where "anti-India slogans were raised, and did not grant sanction to prosecute (those who raised the slogans)".

"On January 26, you threatened that you would stop their prosecution. How much more proof do you need? The people of Delhi now know that you are the chief of liars, you are an anarchist and sympathise with terrorists.

"You are supporting Shaheen Bagh, JNU, the slogans being raised there and all such anarchists...then you are definitely a terrorist. This is your identity, no matter how innocent face you make," he said.

On Thursday, the Election Commission had issued a show cause notice to Verma, the BJP MP from West Delhi, for allegedly calling Kejriwal a "terrorist".

He was earlier barred from campaigning for 96 hours (four days) for making controversial remarks at a poll meet recently.

An emotional Kejriwal had later said it was for the people of Delhi to decide whether they consider him their son, brother, or a terrorist.

"How have I become a terrorist? I've arranged for medicines...did so much for the needy. I've never thought of myself or my family... am ready to give my life for the nation," he had said at a press conference.
