No pain caused to buffaloes in Kambala: Karnataka govt to SC

Bengaluru, Nov 17: The state government on Thursday told the Supreme Court that no cruelty or unnecessary pain was caused to buffaloes in the traditional sport 'Kambala,' permitted in the state under strict conditions, following the President's assent to an ordinance.

"There is no fear, discomfort, pain caused to the buffaloes as by their very nature, they are used to slush fields. It is the common knowledge of village folk that buffaloes love slush and water," the government said in its affidavit.

'Kambala,' conducted in water and slushy field in the coastal districts, helped in regulating the metabolic activity in the body of the buffaloes, it said.

Responding to a PIL filed by NGO People for Ethical Treatment of Animals (Peta), the government said the state legislature or parliament was empowered to enact a law on the subject as it is in the concurrent list. "The amendments effected by the ordinance to the Prevention of Cruelty to Animals Act, 1960, show that there is absolutely no infringement of any fundamental right whatsoever or infraction of any of the provisions of the Constitution," the government said in its 62-page affidavit.

It called Peta's PIL as "premature and misconceived," as both the Houses of the legislature would examine the ordinance in the current session. It will become law, once approved. The apex court will consider the PIL on Friday.

The government said the practice of 'Jallikattu' (bull race) in Tamil Nadu and bullock cart race in Maharashtra cannot be compared to Kambala as buffaloes were not subjected to fear, threat, distress and pain in the latter. It maintained that the apex court's judgement of 2014 banning those sports would not apply to Kambala.

"The government, while permitting Kambala, has taken all necessary precautions. Kambala is conducted in a slushy stadium. Unlike Jallikattu and bullock cart race, in Kambala, the buffaloes are not subjected to fear, threat and distress. The buffaloes are made to run only for 100 to 150 metres, that too in a conducive environment," it said.

The government said it had, on November 14, issued a notification imposing conditions for the safety and protection of buffaloes.

It also relied upon a three-member expert committee report of 2015, that said Kambala is a unique event encouraging the spirit of sports among youth in rural areas and helped in uniting people across caste, religion and class, besides conserving male buffaloes in their highest health and vigour.

Mangaluru, Mar 29: Mosques across Karnataka are now turning into centers to create awareness against deadly coronavirus that cause Covid-19. 

The state government's board of auqaf has issued a notification to the administrations of all mosques to use their loud speakers to create awareness against the virus. 

All the mosques in the state have already suspended congregational prayers to prevent the spread of the virus.

As per the decision of the state board of auqaf, now all mosques have to play the audio clips that creates awareness against the virus in three languages. 

The clips will be played at 10 a.m., 4 p.m., 6 p.m. and 8 p.m. everyday.

Mangaluru, June 29: Six more personnel from Ullal Police Station in Mangaluru taluk have tested positive for covid-19. 

With this, the total number of covid positive cops from the Ullal Police Station mounted to 10.

Official sources said that throat swabs of five police personnel and a Home Guard from Ullal today received positive report today. Earlier, four other cops were tested positive. 

In addition to the police personnel, two undertrials arrested by the Ullal police on the charges of murder attempt at Thokkottu Olapete too were tested positive for Covid-19 June 28.

Thiruvananthapuram, Apr 10: Eight foreign nationals from Italy and United Kingdom, who were undergoing treatment in Kerala, have recovered fully from COVID-19, Chief Minister Pinarayi Vijayan said on Thursday.

The state reported 12 more positive cases of coronavirus on Thursday taking the total number of confirmed cases to 357, Vijayan said as he cautioned that the strict vigil against the pandemic will continue.

While the northern districts of Kannur and Kasaragod reported four cases each, two cases were reported from Malappuram district and one each from Kollam and Thiruvananthapuram districts, Vijayan told reporters after a COVID-19 review meeting here.

Of the eight foreign nationals, seven were undergoing treatment at the Ernakulam Medical College Hospital and one in Thiruvananthapuram Medical College Hospital, Vijayan said, adding that some of the patients were in a serious condition.

The seven foreigners from UK, admitted in Ernakulam medical college, were part of the group which had on March 15 tried to leave the country without permission while being under observation at Munnar, a hill station in the state.

The Italian tourist in Thiruvananthapuram was staying at a resort at Varkala near here and was admitted to hospital on March 13, Vijayan said.

"The recovery of this UK tourist group, which comprised of 83 and 76-year-olds is a testimony to our robust healthcare system and good treatment extended to these patients," the chief minister said.

It has been 100 days since the first COVID-19 case was reported in the state and since then, a total of 357 cases have been confirmed and currently, 258 patients are under treatment in different hospitals.
