No sub-manifesto on Muslim quota, says Congress

MusklimsNew Delhi, Apr 26: The Congress made it clear on Friday that it had not promised a sub-quota for OBC Muslims as the matter is pending before the Supreme Court. It said the party cannot do anything until the matter is resolved in the court.

The clarification came from Union Law Minister Kapil Sibal after the Bharatiya Janata Party, responding to a newspaper report, described it as a “last desperate” act by the Congress to get Muslim votes. The report claimed that the “promise” of a sub-quota had been made in a supplementary manifesto of the Congress, a claim denied by the party.

“The Congress has not come out with any sub-manifesto,” Mr. Sibal said, pointing out that it was only one of the suggestions made to the party during one of the public consultations it had held before framing manifesto.

Those suggestions that were accepted were included in the manifesto, he said, while those that needed more work have been placed on the Congress website as suggestions that need to be deliberated on.

“We have put it before the people,” Mr. Sibal said, “These are suggestions for consideration, when the government comes to power. These are suggested policies and programmes, which have come up in the open manifesto consultation process. There is no appeasement, we must respect the sentiments of the public.”

He also stressed that the issue of a sub-quota for backward Muslims was pending in the Supreme Court and as long as the matter is not resolved, the party can do little.

On the Congress website, the party has listed the suggestions that came up in the course of the open consultations but which were not included in the manifesto. “We recognise,” the website says, “that there are some more expectations expressed by these groups, which will continue to guide the Indian National Congress’ efforts towards their development. The Congress is committed to finding a way forward towards meeting all such expectations of these groups, by putting in concerted efforts, as detailed below.”

Some of the suggestions that could not be included in the manifesto were extension of Scheduled Caste status to all Dalit minorities; examining the feasibility of mandating the next Delimitation Commission to ensure that minorities are not disenfranchised through reservation of constituencies where minority population equals or exceeds the SC/ST population; ensuring adequate representation of minorities in all public positions; ensuring that funds earmarked for minorities are allocated to various minority groups in a population-proportionate manner and earmarking a quota of 4.5 per cent for backward Muslims in the existing OBC reservation.

On Thursday, Bahujan Samaj Party chief Mayawati pitched for a sub-quota for OBC Muslims and also wanted quota benefits extended to the poor from upper castes.

Addressing a rally in Gonda, Ms. Mayawati said, “Along with Muslims, our party wants to extend benefit of reservation to poor from the upper castes.”

Daman, Mar 3: A BJP councillor was shot dead on Monday in the Union Territory of Daman, police said.

Salim Memon was sitting in his motorcycle showroom when three to four unidentified persons shot four to five bullets after asking a visitor there to move out, an official said quoting eye-witnesses.

While fleeing, they also shot two rounds close to this visitor who was standing outside, he said.

"Memon was rushed to a hospital in Marwad area but was declared dead on arrival. CCTV footage is being scanned to nab the culprits," said Daman Superintendent of Police Vikramjit Singh.

Memon was elected to Daman municipality as a Congress candidate but then switched over to the BJP.

Sources said Memon, who also has a land brokerage business, had come out of jail a few months back in connection with a case of rivalry.

Thiruvananthapuram, Apr 13: Three more people in Kerala tested positive for novel coronavirus disease on Monday, said Chief Minister Pinarayi Vijayan.

"With 3 new COVID-19 cases, the total number of cases in the state has reached 378," said Vijayan at a press conference.

Giving a break-up of the three confirmed COVID-19 cases, he said, "Of the 3 cases, 2 are from Kannur and 1 is from Palakkad."

He further said, "Till date, 15,683 samples tested, out of which 14,829 tested negative."

However, the total number of positive cases is decreasing, the Chief Minister added.

According to a recent update by the Ministery of Health and Family Welfare, the total number of cases in the country has reached 9352.

New Delhi, Feb 1: Activist Sharjeel Imam's mobile phone and laptop along with some anti-CAA posters have been seized from his house in Bihar's Jehanabad and rented flat in Vasant Kunj, police said on Friday.

Imam was arrested by the Delhi Police's Crime Branch from Jehanabad in a sedition case and he is being questioned by police for his alleged inflammatory speeches in Aligarh and at the Jamia Millia Islamia University here.

During investigation, a laptop and a desktop belonging to Imam were recovered from his rented flat at Vasant Kunj, Deputy Commissioner of Police (Crime) Rajesh Deo said.

His mobile phone was recovered from his house at his native place in Jehanabad's Kako area on the instance of his brother, he said.

Imam had prepared anti-CAA and anti-NRC pamphlets with "misleading and intimidating facts" and then distributed them in various mosques, the copy of which have been recovered, police said.

The shop from where he made photocopies of the pamphlets has also been identified, they added.

Imam was arrested on Tuesday. He was brought to Delhi on Wednesday and produced at the residence of Chief Metropolitan Magistrate Purushottam Pathak in the evening amid tight security after which police were granted his five-day custody.

The PhD scholar at the Jawaharlal Nehru University's Centre for Historical Studies has been booked for sedition and other charges in several states after videos of his alleged inflammatory speeches, made during protests against the Citizenship (Amendment) Act (CAA), were circulated on the social media.

An FIR was registered against Imam by the Delhi Police on January 25 under IPC sections 124A (sedition) and 153A (promoting or attempting to promote disharmony or feelings of enmity on grounds of religion, race, place of birth, residence, language, caste or community or any other ground whatsoever) among others.
