No threats from Pak, China; problem within India: Menon

October 13, 2016

Washington, Oct 13: The real threats to India are "internal" and emanate from communal and social violence, not from outside forces such as Pakistan or China, former national security advisor Shivshankar Menon has said.

menonAsked if Pakistan or China pose an existential threat to India, Menon said: "No"."In terms of national security, I think the real threats are internal," he told PTI.

"There's no existential threat to India's existence today externally, unlike in the 50s or when we were formed. And for many years till late 60s there were actual internal separatist threats, not any more. I think that we have actual dealt with," Menon said.

His long career in public service spans diplomacy, national security, and India's relations with its neighbours and major global powers. Menon served as national security advisor to Prime Minister Manmohan Singh from January 2010 to May 2014.

Menon's first book post retirement - 'Choices: Inside the making of India's Foreign Policy' - is all set to hit book stores globally next week.

Asked to elaborate on what he meant by internal threats, he said: "If there are real threats to India, to the idea of India, India's integrity, today they actually come from within the country."

"If you look at violence in India, deaths from terrorism, from left wing extremism, declined steadily throughout this 21st century until 2014-2015. Even now the basic trend for terrorism, left wing extremism is down. What has increased is since 2012, communal violence, social violence, internal violence has increase. That is something we need to find a way in dealing with," Menon said.

"This is not a traditional law and order problem, which our traditional instruments, the police, the states know how to deal with. You look at violence against women, communal, caste violence, if you look at those firms of violence, these are all a result of tremendous social and economic change of uprooting of population, urbanization... various forms of change, which we still need to learn how to deal with," he said.

Menon said those are the threats, which in the long run, has a "potential to make real difference".

"India has changed. It is normal. It happens to most societies where there is change. But you also have to learn new ways of dealing with," he said and attributed the new threats to the rapid and fast development of the country.

When asked that some people attributed this to the BJP coming to power, Menon said even that is a consequence of the change that the Indian society is undergoing now.

Menon previously served as India's foreign secretary from 2006 to 2009 and as ambassador and high commissioner to Israel from 1995-1997, Sri Lanka (1997-2000), China (2000-2003) and Pakistan (2003-2006).

Pakistan Army very experienced in tackling terrorism and war since they face every minute is war like situation inside Pakistan.
Indian Army do surgical strikes once in a while and PM will take credits. Saffron terrorist got free hand in India. Our Army and skills will not grow unless they fight against saffron terrorist within India before going war against any other country.
Hemant Karkare almost reached to Army ammo on supplying IED for saffron terrorist on Malegao and other 8 blast in India before his controversial assassination.

United Nations, Jul 25: UN report on terrorism has warned that there are “significant numbers” of ISIS terrorists in Kerala and Karnataka, noting that the al-Qaida in the Indian Subcontinent terror group, which reportedly has between 150 and 200 militants from India, Pakistan, Bangladesh and Myanmar, is planning attacks in the region.

The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIS, al-Qaida and associated individuals and entities said that the al-Qaida in the Indian Subcontinent (AQIS) operates under the Taliban umbrella from Nimruz, Helmand and Kandahar provinces of Afghanistan.

“The group reportedly has between 150 and 200 members from Bangladesh, India, Myanmar and Pakistan. The current leader of AQIS is Osama Mahmood…, who succeeded the late Asim Umar… AQIS is reportedly planning retaliation operations in the region to avenge the death of its former leader,” it said.

According to the report, “One member state reported that the ISIL Indian affiliate (Hind Wilayah), which was announced on May 10, 2019, has between 180 and 200 members”.

It said that there are “significant numbers of ISIL operatives in Kerala and Karnataka states.”

In May last year, the Islamic State (also known as ISIS, ISIL or Daesh) terror group claimed to have established a new "province" in India, the first of its kind announcement that came after clashes between militants and security forces in Kashmir.

The dreaded terror outfit, through its Amaq News Agency, had said that the Arabic name of the new branch is "Wilayah of Hind" (India Province).

A senior Jammu and Kashmir police officer had rejected the claim.

Previously, ISIS attacks in Kashmir were linked to its so-called Khorasan Province branch, which was set up in 2015 to cover "Afghanistan, Pakistan and nearby lands".

Bengaluru, Jan 1: Former Karnataka Chief Minister and Leader of the Opposition Siddaramaiah on Wednesday slammed the Centre on the issue of fare hike announcement by Indian Railways.

"Increase in Train fares is a New Year gift by Narendra Modi government to common people," Siddaramaiah tweeted.

"This will further dent the developmental prospects as Railways form a backbone of Transportation. Instead, the govt should have gifted us the values of our Constitution by upholding it," he added.

Jan 14: A day after it moved the Supreme Court against the controversial Citizenship Amendment Act (CAA), the Kerala government on Tuesday said it would continue its fight against the legislation as it "destroys" the secularism and democracy in the country.

The CPI(M)-led government had on Monday moved the apex court challenging the CAA and sought to declare it as 'ultra vires' of the Constitution. State Industries Minister E P Jayarajan told reporters here that the state has moved the apex court and will explore all options to fight the Act.

"The state government will to go to any extent and continue its fight against CAA. This Act destroys democracy in the country. This will only help in implementing the RSS agenda, to drive the nation through a fascist regime, and destroying the secularism and democracy in the country. The RSS and the Sangh Parivar cannot implement this law just by using muscle power," Jayarajan said.

Tourism Minister Kadakampally Surendran tweeted that the state became the first in the country to approach the top court against the Act. "Kerala government files lawsuit against the unconstitutional CAA. Kerala becomes the first state in the country to go to the Supreme Court against CAA.

"Kerala leads the way," he said in the tweet. In a suit filed in the apex court, the Kerala government has sought to declare that the CAA 2019 was "violative" of Article 14 (Equality before law), 21 (Protection of life and personal liberty) and 25 (Freedom of conscience and free profession, practice, and propagation of religion) of the Constitution.

It also claimed that the law was violative of the basic principle of secularism enshrined in it. The state Assembly had on December 31, 2019, passed a unanimous resolution against the CAA and became the first state to do it.
