Notions of Minorities Not Valid in Indian Context, Says Modi Government

New Delhi, Feb 24: The usual notions of minorities and their alienation are not valid in the Indian context, a global meet in the US was told by the Narendra Modi Government while citing the "pro-active" steps taken by the Centre and states to strengthen bonds between various communities.

Addressing the 'White House summit to counter violent extremism' held in Washington last week, the delegation said the government was taking proactive measures to ensure socio-economic and political integration of different communities, including over 180 million Muslim population.

The usual notions of minorities and their alienation are not valid in the Indian context, said the leader of the Indian team RN Ravi, who is Chairman of Joint Intelligence Committee, at the seminar attended by representatives of 60 countries.

"Going by the usual definition of minority, their population is over 260 million i.e. over 21 per cent of India's population. There are over 180 million Muslims in India," he said.

Mr Ravi said India's core strength is its liberal plural secular democracy. It ensures socio-economic and political integration of communities comprising the Indian demographic mosaic with Indian mainstream.

"The government of India and the state governments pro-actively take several affirmative actions that strengthen bonds between the communities," he told the meet.

"Education being the most critical to empowerment, India lays special emphasis on it. Nearly half the annual budget of Ministry of Minority Affairs is dedicated for empowerment of smaller communities through education.

He said during the last five years, over 40 million boys and girls belonging to the smaller communities have been given scholarships for higher and technical studies. Special emphasis is laid on girls education.

The Indian delegation leader said India's story of keeping all the communities integrated is unique in many ways and even though India has some 180 million Muslims, there is hardly any case of recruitment of Indian Muslims to any of the violence Pan-Islamic groups.

"Terrorism that India faces has their source often outside the country. India's response to violent extremism is calibrated in a way that prevents disproportionate use of force by the state. India has never used 'air power or any area weapons in combating violent extremism," he told the international audience.

The police with its roots in the communities deals with violent extremism firmly yet with human touch.

"Even in areas where Indian Army is deployed for combating terrorism, it is subject to the Indian civil laws and functions as an empowered police," he said.

The Ministry of Minority Affairs gives special focus on education and economic empowerment of smaller communities and their institutions besides women empowerment.

"The range of affirmative actions of the government for the benefit of smaller communities have proved highly successful in strengthening a sense of unity and integration.

India also has a National Commission for Minorities, mandated by the Constitution to address their grievances," he said.

The recently held elections in Jammu and Kashmir in which over 65 per cent electorates peacefully cast their votes is a testimony of its success story.

"The higher population growth of smaller communities - in the last 60 years they have grown double in terms of population share - is a credible indicator of their ease and sense of stake in a happy co-existence with the rest," Mr Ravi said.

Lucknow, Jan 12: The controversy over renowned Pakistani poet Faiz Ahmad Faiz's iconic poem 'Hum dekhenge' may have caused an upheaval in the literary world but it has also helped in resurrecting the famous poet for the young generations.

Students and young professionals are making a beeline for books on Faiz, his biography and his poems and book sellers are ordering supplies of Faiz books.

"Earlier, we sold hardly one book in a month or on Faiz but after the controversy, people are curious to know more about the poet and his poems. We have placed orders for the entire literary range on Faiz Ahmad Faiz," said a leading book seller in Hazratganj in Lucknow.

The bookseller said that the highest demand was for books written in Devnagri script.

"Not many in the young generation can read or write Urdu so they prefer Devnagri," the book seller said.

In Kanpur, most of the leading bookshops have already run out of stocks and book stalls in the ongoing Handloom Expo are drawing huge crowds for Faiz books.

Suchita Srivastava, B.Ed student in Kanpur said, "I have never been fond of Urdu poetry because I do not understand much of the language but after the controversy, I want to read poems of Faiz to understand what he wanted to say. I am taking help of Google to understand difficult words in Urdu."

Krishna Rao, another student at the Chandra Shekhar Azad University of Agriculture and Technology, said that since books on Faiz had been sold out, he had ordered a Kindle edition and was reading them.

"Reading his poems actually widens one's perspective of things and becomes even more precious if you take into account the time and context in which they were written," he said.

New Delhi, Jun 13: About 56 per cent of children were found to have no access to smartphones which have emerged as essential tools for online learning during the coronavirus-induced lockdown, according to a new study that surveyed 42,831 students at various school levels.

The study ''Scenario amidst COVID 19 - Onground Situations and Possible Solutions'' was conducted by child rights NGO Smile Foundation with an aim of analysing the access to technology.

The findings of the study showed that 43.99 per cent of surveyed children have access to smartphones and another 43.99 per cent of students have access to basic phones while 12.02 per cent do not have access to either smartphones or basic phones.

A total of 56.01 per cent children were found to have no access to smartphones, the study said.

"Concerning television, it was noted that while 68.99 per cent have access to TV, a major chunk of 31.01 per cent does not. Hence suggesting that using smartphone interventions for enhancing learning outcomes is not the only solution," it said.

At the primary level of education (class 1 to 5) 19,576 children were surveyed while at upper primary level (class 6 to 8) 12,277 children were surveyed. At secondary level of education (class 9 to 10) 5,537 children were surveyed and at higher secondary level (class 11 to 12) 3,216 children were surveyed.

The survey based on which the study was conducted used two approaches - over the telephone wherein the NGO reached out to the children whose database it already had -- students enrolled in various education centres of the NGO -- and second was through community mobilization wherein community workers went door to door to get answers.

The survey was conducted in 23 states, including Delhi, Gujarat, Maharashtra, Karnataka, Tamil Nadu, West Bengal, Andhra Pradesh, Telangana, Uttar Pradesh, Haryana, over a period of 12 days from April 16 to April 28.

The lockdown induced by the COVID-19 pandemic in March prompted schools and colleges to move to the virtual world for teaching and learning activities. However, many experts say the digital divide in the country may turn online classes into an operational nightmare.

As per official statistics, there are over 35 crore students in the country. However, it is not clear as to how many of them have access to digital devices and Internet.

Santanu Mishra, co-founder and executive trustee, Smile Foundation, said the findings clearly show that the digital divide is a real challenge, and multiple approaches need to be implemented to cater to all across the nation.

"As an exercise before we start any programme, we do a baseline study to understand the on-ground challenges so that our programmes can bring in real work and real change. With the onset of the pandemic, following indefinite school closures, it is more important than ever to understand the situation and how can we ensure that children are given quality education. Through this, we understand that customized modules need to be built in accordance with the channel of communication," he said.

New Delhi, May 29: With the highest spike of 7,466 more COVID-19 cases and 175 deaths reported in the past 24 hours, India's COVID-19 tally reached 1,65,799 on Friday, according to the Union Ministry of Health and Family Welfare.

The number of active coronavirus cases stands at 89,987 while 71,105 people have been cured or recovered and one patient has migrated, it said. The death toll due to the infection has reached 4,706 in the country.

Maharashtra is the worst affected state with 59,546 cases. Tamil Nadu has recorded as many as 19,372 cases while Gujarat and Delhi have recorded 15,562 and 16,281 coronavirus cases respectively.
