Now, Rs 10K fine for drunk-driving, Rs 1k for helmet, seatbelt violation

New Delhi, Aug 4: The Union Cabinet on Wednesday approved the Motor Vehicle (Amendment) Bill, 2016, providing for hefty penalties for violation of road safety rules. The fine for driving without licence goes up ten times to Rs. 5,000 while penalty for drunken driving increases fivefold to Rs. 10,000.

"The important provisions include increase in compensation for hit-and-run cases from Rs. 25,000 to Rs. 2 lakh. It also provides for compensation up to Rs. 10 lakh in road accidents fatalities," an official release said.

The Cabinet also recommended that for persons without helmets the new proposed penalty would Rs. 1,000 apart from suspension of licence for three months. The current penalty is Rs. 100.

For seat belt violation, new proposed penalty is Rs. 1,000, up from Rs. 100.

For driving without insurance, the proposed penalty is Rs. 2,000, up from Rs. 1,000.

For offences by juveniles, the guardian/owner shall be deemed to be guilty. They will have to pay a penalty of Rs. 25,000 apart from three-year imprisonment. The juvenile will be tried under the Juvenile Justice Act and registration of his or her motor vehicle will be cancelled.

The bill provides amendments in various penalties. While the old penalty for violating road rules was Rs. 100, the new minimum penalty is Rs. 500.

Similarly, the penalty for speeding was Rs. 400, but the proposed penalties for LMV (light motor vehicle) is Rs. 1,000 and for medium passenger vehicle Rs. 2,000.

The new proposed penalty for unauthorised use of vehicles without license would go up to Rs. 5,000 from Rs. 1,000.

For travelling without ticket, new proposed penalty is Rs. 500 which goes up from Rs. 200.

For driving despite disqualification, the new penalty is Rs. 10,000, which is now Rs. 500. The new proposed penalty for dangerous driving would go up to Rs. 5,000 from Rs. 1,000.

For disobedience of orders of authorities, the new proposed penalty is Rs. 2,000, compared with Rs. 500 at present.

The vehicle without permit will now have to pay up to Rs. 10,000. For aggregators (violations of licencing conditions) the proposed penalty would be Rs. 25,000 to Rs. 1,00,000.

The new proposed penalty for overloading is Rs. 20,000 and Rs. 2,000 per extra tonne. For not providing way for emergency vehicles the proposed penalty is Rs. 10,000. For overloading of passengers, the penalty would be Rs. 1000 per extra passenger.

"The bill also proposes to mandate the automated fitness testing for the transport vehicles with effect from 1st October 2018. This would reduce corruption in the Transport Department while improving the road worthiness of the vehicle," said the statement.

"The penalties are also proposed for deliberate violation of safety/environmental regulations as well as body builders and spare part suppliers," it added.

For overloading of two wheelers, new proposed penalty is Rs. 2,000 and disqualification of licence for three months. Currently, the penalty is Rs. 100.

Bengaluru, Jun 24:  Karnataka on Wednesday reported 397 new coronavirus positive cases, taking the total number of positive cases to 10,118.

According to the State Health Department, with 14 more deaths today, the state's toll has reached 164. While, 6,151 people have been discharged so far.

Hundred per cent of Community Health Centres, 50 per cent of Primary Health Centres and Urban Primary Health Centres will be converted as exclusive 'fever clinics' to screen fever cases for influenza-like illness (ILI)/severe acute respiratory infections (SARI), Karnataka Health Department said.

New Delhi, Mar 3: Bharatiya Janata Party leader Kapil Mishra, who instigated violence in northeast Delhi by provoking mobs, has now been provided with 24x7 security. After he claimed threat to his life, he has been provided with “Y” category security — which entitles him to six security personnel round-the-clock to guard him in and outside the city.

He had fought the 2020 Delhi Assembly elections by giving inflammatory remarks around the anti-Citizenship Amendment Act in Shaheen Bagh, and lost to Aam Aadmi Party candidate. But he continued to issue provocative remarks.

While there is clear evidence of his scandalous statements just a day before the violence was unleashed on Muslims in Delhi last week where around 50 people were killed, no action has been taken against him so far. Instead, he is being treated as a hero in his party.

As per sources, Mishra complained that he got life threats over the past week in wake of the violence and based on his request, the Delhi Police has provided the security cover.

Mishra had taken to social media platform Twitter and alleged that he was receiving threats via WhatsApp, Twitter and Facebook, from Indian and foreign accounts.

“I am constantly being threatened with murder on the phone, on WhatsApp, on email. Hundreds of threats are being given continuously from the country and abroad. I don’t fear this hate campaign against me,” he had said on Twitter on March 1.

Mishra had on February 23 made an incendiary speech, following which North-East Delhi witnessed anti-Muslim violence.

The Supreme Court of India on Monday said it will on Wednesday (March 4) hear a plea that sought immediate FIRs against Kapil Mishra, Union Minister of State for Finance Anurag Thakur and other leaders for their recent hate speech, which allegedly triggered the violence in Delhi. The plea was filed by Delhi violence survivors.

The apex court bench, comprising Chief Justice SA Bobde, listed the matter for hearing after senior advocate Colin Gonsalves, who is appearing on behalf of the survivors told the SC that the Delhi High Court had last week adjourned the matter for six weeks even as “people are dying every day”.

Bengaluru, Apr 11: Karnataka Pradesh Congress Committee (KPCC) president D K Shivakumar on Saturday lodged a complaint with Director General and Inspector General of Police Praveen Sood seeking action against four BJP leaders for their alleged communal statements.

In his petition, Mr Shivakumar cited remarks made by BJP MP Shobha Karandlaje, former union minister Anant kumar Hegde, MP Renukacharya and MLA Basanagouda Patil Yatnal were ''vituperative statements'' which were offences under Section 153A of the IPC.

The Congress leader alleged that the four leaders ''joined in a criminal conspiracy to create enmity between Hindus and the minority community.''
