Odd-even rule: MPs demand exemption, AAP govt in Delhi refuses

New Delhi, Apr 26: The odd-even rule enforced in Delhi figured in both houses of parliament on Monday — the first day of the new session — with members demanding that lawmakers be exempted even as a few MPs violated it inadvertently or simply walked to Parliament.

Bharatiya Janata Party (BJP) Uttar Pradesh unit chief Keshav Prasad Maurya, BJP MPs Chaudhry Babulal, Udit Raj, B.C. Khanduri and Prahlad Patel were among those who violated the scheme.

BJP MP and Bollywood actor Paresh Rawal was fined Rs.2,000 for travelling in an even-numbered car (DL9C AE1914) while going to parliament.

Rawal paid the fine and posted the challan receipt on his Twitter handle. “Made a serious blunder… sorry to Arvindji and Delhiites,” he tweeted, referring to Chief Minister Arvind Kejriwal.

BJP’s Rajya Sabha member Anil Dave cycled to reach parliament while Aam Aadmi Party (AAP) MP Bhagwant Mann carpooled with some MP colleagues.

The odd-even issue led to a ruckus in the Lok Sabha for a while.

Rajesh Ranjan, alias Pappu Yadav, who represents Madhepura in Bihar, said the measure had added to the people’s problems and helped compressed natural gas companies and bus manufacturers.

He alleged that the odd-even scheme had been launched by Kejriwal only for “cheap popularity”.

Bhagwant Mann was seen strongly protesting the remarks.

In the Rajya Sabha, Samajwadi Party member Naresh Agrawal raised the issue and said that MPs get one security pass, which is valid for one car only.

“They (Delhi government) did not exempt MPs (from the odd-even) on purpose to insult them,” he said.

Congress leader Anand Sharma said that most MPs were from outside Delhi.

“Vehicles without security label cannot enter, and the parliament bus is not able to ferry all MPs. It (odd-even) is coming in the way of discharging their duties,” Sharma added.

Janata Dal-United (JD-U) member K.C. Tyagi said while the intention of the Delhi government is good, “they should exempt MPs”.

Deputy Chairman P.J. Kurien said it is the government’s duty to facilitate discharge of duties of parliament.

Leader of the opposition in Rajya Sabha Ghulam Nabi Azad said he had received complaints from MPs and suggested that parliamentarians may be exempted from the odd-even scheme when parliament is in session.

Responding to the issue, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said the government will talk to the appropriate authorities.

Delhi Transport Minister Gopal Rai met Rajya Sabha Chairman Hamid Ansari in the evening and apprised him about the Delhi government arranging six special buses on Monday to ferry the lawmakers.

“Ansari-ji told us that there are many MPs who live far from here. We have demanded a list of such MPs,” Rai said, adding that arrangements will be made to ferry them.

Rai made it clear that there will be no change in the odd-even notification and MPs will not be given exemption.

“Only four days are left for phase II of odd-even to end, so MPs won’t be exempted,” he said.

Rai appealed to the MPs to follow the scheme.

Meanwhile, the System of Air Quality and Weather Forecasting and Research (SAFAR), under the Ministry of Earth Sciences, said that particulate matter pollution (PM 2.5) rose from 81.2 on Saturday to 107.3 on Monday.

The corresponding figure for PM 10 level was 164.2 and 198.5, it said.

The second phase of the odd-even scheme will continue till April 30. The first phase was conducted between January 1 and 15.

Sitamarhi, Jun 15: Eyewitness accounts from locals in Bihar's Sitamarhi district recount the brutality and intimidation by Nepal's security personnel who on June 12 had resorted to unprovoked firing on a group of people at the international border, which left one Indian dead and two others injured.

"18-20 shots were fired for over one hour and everyone is in shock even now," said Nitish Kumar, a resident of Jankinagar recalling the incident that took place early on Friday morning.

Nepal's Armed Police Force (APF) opened fire at the Lalbandi-Jankinagar border in which three men - Vikesh Yadav, Umesh Ram and Uday Thakur - suffered gunshot injuries. Vikash Yadav succumbed to his injuries on Friday itself.

Another person Lagan Kishore, who was at the border with his family to meet his daughter-in-law, a Nepali national and her family, said he was detained by the APF personnel who dragged him to the other side of the border.

Lagan Kishore said that the Nepali personnel abused and hit him with rifle butts and even abused his son and later resorted to firing.

Several residents of Jankinagar, who spoke to media, termed the incident as "unfortunate and shocking".

Nitish Kumar recalled: "A family was here to meet their in-laws (Nepali nationals). The daughter-in-law was talking to her family while her husband and her father-in-law sat a little distance away. Suddenly I saw Nepali personnel abusing her husband who complained about it to his father. All of a sudden the Nepali forces started thrashing them and then opened fire. They also took the father into custody."

"We were all shocked. I could hear about 18-20 gunshots fired over a period of one hour," Kumar said.

Another local, Ajit Kumar, said he was perplexed with the behaviour of the Nepali Police.

"There used to be no problems earlier. We don't understand what happened to the Nepal Police that day. The firing is unfortunate. If this continues, how will people in the border area live?" he questioned.

Ajit Kumar stated that such an incident has taken place for the first time. "People from here go to work in fields in Nepal and their people come to work in our fields. Such a thing has happened for the first time. About 80 per cent of our people are married to Nepalis," he said.

Many people who live in the adjoining districts of Bihar, which shares over 600 kilometres of border with Nepal, have relatives on either side of the border.

Meanwhile, Nepali police have claimed that Lagan Kishore, who was taken into custody following the firing by APF and handed over to Indian Security Forces at no man's land on June 13, was detained for trying to snatch a weapon from one of their personnel during an altercation.

However, both Kishore and his family have denied the claims and said he was "dragged" across the border and was beaten.

Kishore said that during the firing he had rushed towards the Indian side but Nepalese personnel hit him with rifle butt and took him to Nepal's Sangrampur. He was also asked to confess that he was taken into custody from the Nepali side.

"We ran to return to India when they started firing, but they dragged me from the Indian side, hit me with a rifle butt and took me to Nepal's Sangrampur. They told me to confess that I was brought there from Nepal. I told them you can kill me but I was brought there from India," said Kishore.

Kishore's son also said that Nepali personnel started abusing them and hit him and his father.

Speaking to ANI, Kishore's son said, "We went to meet my brother-in-law. Security personnel started abusing me but I could not understand their language. However, my brother's wife asked them to not abuse. After that, they came to the Indian side and hit me. I told my father about the incident and he confronted them."

"They started beating him and called fellow personnel who started firing and dragged my father from the Indian side, hit him with a rifle butt and took him to Nepal''s Sangrampur," he said.

Relations have become strained between India and Nepal after the latter released a map showing parts of Indian Territory-Lipulekh, Kalapani and Limpiyadhura as its own.

New Delhi,  Apr 2: Muslim cleric Imam Umer Ilyasi appealed to all the individuals who attended Tablighi Jamaat congregation at Nizamuddin Markaz in Delhi recently, not to hide from the government and not to be scared of it.

"I appeal to all the Muslim brothers and mosque managing committees involved in the Jamaat congregation to please come out and inform the government. You do not need to feel scared of the government," Ilyasi told news agency.

He added: "You do not need to feel scared of the government. If you are quarantined, it doesn't mean you will be punished. This is for your and other people's safety."
On the subject of people likely to be quarantined, he said that if one does get quarantined, he or she must not think those quarantine facilities are jails. "If you are quarantined, it doesn't mean you will be punished. This is for your and other people's safety. Quarantine is the cure, you do not need to worry about it," he added.

Ilyasi further appealed to the people that one must not associate religion with the coronavirus outbreak. "Islam talks about saving one person's life and securing a person's life. Do not connect the outbreak with religion as this outbreak does not affect any religion or caste in particular," he said.

With regards to the lockdown being imposed by the centre, he said: "I appeal to all that we must obey the lockdown judiciously as there is no medicine or cure for this disease."
The Union Ministry of Health and Family Welfare's latest bulletin said that there are 1,834 coronavirus positive cases in India, including 1,649 active cases, 144 cured/discharged/migrated people and 41 deaths.

New Delhi, Jan 7: The Delhi Police has filed an FIR against JNUSU president Aishe Ghosh and 19 others for allegedly attacking security guards and vandalising the server room of the Jawaharlal Nehru University (JNU) on January 4.

The police registered the FIR on January 5.

In the complaint filed by the JNU administration, the University alleged that the accused were involved in physical violence and pushed the women guards, verbally abused them and threatened them of dire consequences if they opened the lock of university's communication and information (CIS) office.

"They illegally trespassed the University property with the criminal intention to damage the public property. They damaged servers and made it dysfunctional. They also damaged fiber optic power supplies and broke the biometric systems inside the room," the University officials alleged.

This incident allegedly occurred a day before Aishe Ghosh, other JNU students and teachers were attacked by a masked mob inside the campus.
