Odd-even scheme: Offenders may have to pay Rs 20k in Delhi

New Delhi, Sept 19: Violation of the odd-even road rationing rule, scheduled to kick in from November 4 in the city, will invite a fine of Rs 20,000 as per the amended Motor Vehicles Act, officials said on Thursday.

The odd-even scheme involves plying of vehicles on alternate days as per the last odd or even digit of their registration numbers.

Earlier, when the odd-even scheme was imposed by the Delhi government in January and April 2016, the violation was punishable with a fine of Rs 2,000.

However, a final decision on the size of penalty has not been made since the notification of compoundable offences under the amended MV Act is yet to be notified by the Delhi government, an official said.

"The government is authorised to reduce the amount of fine which it may or may not do, " said the official.

Under Section 115 of the MV Act, violation of the odd-even rule is a traffic offence for which the fine amount has been raised from Rs 2,000 to Rs 20,000 after amendment which came into effect from September 1 this year.

Section 115 of the MV Act gives the state government the power to restrict the use of vehicles and that is how the Delhi government rolls out the odd-even scheme.

Now, the revised penalty for violation under this section is mentioned in Clause 194 of the Act. Earlier, the Act stated that the penalty was a minimum of Rs 2,000, which has now been increased to Rs 20,000.

Recently, Delhi Chief Minister Arvind Kejriwal announced implementation of the odd-even scheme in Delhi as part of the seven point action plan from November 4-15, to combat high levels of air pollution in winters.

He had also acknowledged that the high penalty amount has improved indisciplined road traffic in the city, but had added that his government will consider reducing fines under its jurisdiction.

Kozhikode, Aug 8: Minister of State (Mos) for External Affairs V Muraleedharan on Saturday reached Kozhikode where Air India Express flight (IX-1344) crash-landed yesterday. 

He is likely to meet those injured in the crash and their family members.

At least 17 people including two pilots have lost their lives in the incident. However, the four-cabin crew members are safe, said the Air India Express in a statement. 

The injured are admitted to hospitals in Malappuram and Kozhikode, as per the state government officials.

Informing about his visit to Kozhikode, Muraleedharan tweeted: "Taking off to #Calicut by @airindiain
special flight. Hope to visit the crash site at the Calicut Airport and also meet those injured in the crash and their family members."

Muraleedharan on Friday expressed grief after an Air India Express plane carrying 190 passengers including 10 infants skidded while landing at Karipur Airport in Kozhikode.

"Deeply anguished to hear about the mishap in Calicut airport involving the flight from Dubai to Calicut. Was informed that the plane overshot the runway and seemingly nosedived," the Minister tweeted.

New Delhi, Jul 21: Prime Minister Narendra Modi and President Ram Nath Kovind on Tuesday condoled the demise of Madhya Pradesh Governor Lalji Tandon.

Tandon, 85, passed away at 5:35 am on Tuesday after a prolonged illness.

Taking to Twitter, Prime Minister Modi posted a picture with Madhya Pradesh Governor and wrote, "Shri Lalji Tandon will be remembered for his untiring efforts to serve society. He played a key role in strengthening the BJP in Uttar Pradesh. He made a mark as an effective administrator, always giving importance of public welfare. Anguished by his passing away."
"Shri Lalji Tandon was well-versed with constitutional matters. He enjoyed a long and close association with beloved Atal Ji. In this hour of grief, my condolences to the family and well-wishers of Shri Tandon. Om Shanti," he added.

President Kovind expressed condolences saying that we have lost a legendary leader today.

"In the passing away of Madhya Pradesh Governor Shri Lal Ji Tandon, we have lost a legendary leader who combined cultural sophistication of Lucknow and acumen of a national stalwart. I deeply mourn his death. My heartfelt condolences to his family and friends," he tweeted.

His last rites will be performed at Gulala Ghat in Lucknow at 4:30 pm today.

Tandon was admitted to a hospital after complaining of breathing problems, difficulty in urination and fever. He has been undergoing treatment since June 11.

London, May 20: The current physical distancing guidelines of 6 feet may be insufficient to prevent COVID-19 transmission, according to a study which says a mild cough in low wind speeds can propel saliva droplets by as much as 18 feet.

Researchers, including those from the University of Nicosia in Cyprus, said a good baseline for studying the airborne transmission of viruses, like the one behind the COVID-19 pandemic, is a deeper understanding of how particles travel through the air when people cough.

In the study, published in the journal Physics of Fluids, they said even with a slight breeze of about four kilometres per hour (kph), saliva travels 18 feet in 5 seconds.

"The droplet cloud will affect both adults and children of different heights," said study co-author Dimitris Drikakis from the University of Nicosia.

According to the scientists, shorter adults and children could be at higher risk if they are located within the trajectory of the saliva droplets.

They said saliva is a complex fluid, which travels suspended in a bulk of surrounding air released by a cough, adding that many factors affect how saliva droplets travel in the air.

These factors, the study noted, include the size and number of droplets, how they interact with one another and the surrounding air as they disperse and evaporate, how heat and mass are transferred, and the humidity and temperature of the surrounding air.

In the study, the scientists created a computer simulation to examine the state of every saliva droplet moving through the air in front of a coughing person.

The model considered the effects of humidity, dispersion force, interactions of molecules of saliva and air, and how the droplets change from liquid to vapour and evaporate, along with a grid representing the space in front of a coughing person.

Each grid, the scientists said, holds information about variables like pressure, fluid velocity, temperature, droplet mass, and droplet position.

The study analysed the fates of nearly 1,008 simulated saliva droplets, and solved as many as 3.7 million equations.

"The purpose of the mathematical modelling and simulation is to take into account all the real coupling or interaction mechanisms that may take place between the main bulk fluid flow and the saliva droplets, and between the saliva droplets themselves," explained Talib Dbouk, another co-author of the study.

However, the researchers added that further studies are needed to determine the effect of ground surface temperature on the behaviour of saliva in air.

They also believe that indoor environments, especially ones with air conditioning, may significantly affect the particle movement through air.

This work is important since it concerns safety distance guidelines, and advances the understanding of the transmission of airborne diseases, Drikakis said.
