Only 24K overseas Indians registered as voters, 98% of them are from Kerala

New Delhi, Aug 13: A little over 24,000 overseas Indians, who are entitled to cast their ballot in India, have registered themselves as voters.

Now, in a bid to attract more such Indian citizens living abroad to become voters here, the Election Commission has launched a portal which allows them to register online.

The portal also has a long list of frequently asked questions to help people understand the procedure.

While there are no estimates on the number of overseas Indians eligible to vote in India, only 24,348 have registered with the poll panel.

Out of these, 23,556 are from Kerala, 364 from Punjab and 14 from Gujarat, according to the data provided by the Commission.

According to the ‘Overseas Indian Voters’ portal, an overseas elector is a person who is a citizen of India and who has not acquired citizenship of any other country.

The portal can be accessed through the Election Commission website: eci.nic.in.

Such people are eligible to be registered as voters in the constituency in which their place of residence in India, as mentioned in their original Indian passport in which visa endorsement has been made, is located.

Once their name is registered as a voter, the election officials of the constituency concerned will inform the overseas Indian by post on his or latest address abroad.

But, the portal clarifies, that overseas electors are not issued an election photo identity card as they are allowed to cast vote in an election in the constituency in person at the polling station on showing their original passport.

Data shows that only 10,000 to 12,000 NRIs have voted because they do not want to spend foreign currency to come to India and exercise their franchise.

Now, things may change as the Union Cabinet had on August 2 cleared a proposal to extend proxy voting to overseas Indians by amending electoral laws.

While NRIs and overseas Indians are free to cast their votes in constituencies where they are registered, according to the proposal, they would also be allowed to use the option of proxy, which as of now is only available to service personnel.

An expert committee in the Election Commission working on the issue had, in 2015, forwarded the legal framework to the law ministry to amend electoral laws to allow overseas Indians use proxy voting.

But for every election, the overseas voters will have to name a new person as their proxy.

Proxy voting is allowed for members of the armed forces.

The bill to allow the new provision for overseas voters could not be introduced in the Monsoon session of Parliament which ended on Friday.

Udupi, Jan 25: The accused, who planted a crude bomb at the Mangalore International Airport on January 20, was brought to Udupi on Saturday, to collect information, as part of the spot investigation, police said here.

According to police officials, accused Aditya Rao was brought to Karnataka Bank Kadiyali branch, where Rao had a Safe Locker. The team opened the locker and seized the documents, along with a Box.

They said the seized documents, along with the Box, will be sent to the FSL for investigation.

Mangaluru, Feb 28: Two labourers lost their lives as they were buried alive in a landslip at Karangalpady Junction near Bunts Hostel in the city today.

The landslip occurred when a compound wall collapsed burying at least five persons under the debris. It is feared that three people are still under the debris.

The deceased have been identified as Mohammad Masood (20) from West Bengal and Bhimappa (25) from Bagalkote.

Local police and fire fighters are carrying out rescue operation.

New Delhi, Jan 18: Senior advocate Indira Jaising urged the mother of Nirbhaya to pardon the men on death row who were convicted for the 2012 gang rape of her daughter.

Jaising took to Twitter to make the request shortly after Asha Devi on Friday expressed her disappointment following a Delhi court postponed the date of the execution of the four convicts.

"While I fully identify with the pain of Asha Devi I urge her to follow the example of Sonia Gandhi who forgave Nalini and said she didn't not want the death penalty for her. We are with you but against the death penalty," Jaisingh tweeted.

Asha Devi lashed out at Jaisingh suggesting pardon for the convicts. "I can't believe how Indira Jaising even dared to suggest such this. I met her many times over the years in Supreme Court, not once she asked for my wellbeing and today, she is speaking for convicts. Such people earn livelihood by supporting rapists, hence rape incidents don't stop," Asha Devi told ANI.

Nalini was arrested and convicted for her role in the assassination of former prime minister Rajiv Gandhi in 1991.

Earlier on Friday Asha Devi had lashed out at the courts and the government stating that "the same people who had in the year 2012 gone around participating in rallies and raised slogans for women's safety are playing with the death of my daughter for their political gains. They have stopped the execution for their political gains."

The death-row convicts who were earlier slated to be executed on January 22 at 7 am are set to be hanged on February 1 at 6 am.

Asha Devi rued that the convicts got what they wished for. "I will not be satisfied until they are hanged," she added.

Four convicts, Vinay, Akshay, Pawan and Mukesh were convicted and sentenced to death for raping a 23-year-old woman in a moving bus in the national capital on the intervening night of December 16-17, 2012.

The victim, who was later given the name Nirbhaya succumbed to injuries at a hospital in Singapore where she had been airlifted for medical treatment.
