Opposition slams government on price rise

Arun JaitleyNew Delhi, Jul 9: Government on Wednesday came under scathing attack from the opposition on the issue of price rise with members taking a dig at BJP, wondering where the “achche din” (good days), promised by Prime Minister Narendra Modi, have gone.

In a discussion on price rise, they expressed concern over rising prices of essential commodities and asked the government to act against hoarders to contain inflation.

Initiating a discussion in Lok Sabha, Congress leader Amarinder Singh also demanded a complete ban on onion export to control its soaring prices.

The discussion under a rule that does not entail voting was taken up after Speaker Sumitra Mahajan rejected the opposition notices on an adjournment motion on the issue and said she was ready to have a general discussion.

He asked “where is the achche din” promised by BJP during election campaign and slammed Finance Minister Arun Jaitley’s statement that food prices are under control and there is no need to panic.

Mr. Singh said the farmers who produce vegetables including potatoes, onion and tomatoes were selling their produce at low price and hoarders and middlemen were responsible for shooting up of prices such essential commodities.

“There has been a 250 per cent increase in the prices of onion, tomatoes and potatoes. Have you taken any step against middlemen? ...Tackle hoarding to control prices in the short run. I hope the government will take action against hoarders,” he said.

BJP hit back, with its member Anurag Thakur saying the price rise being witnessed currently was a result of policies of the previous Congress-led government.

He said prices of essential commodities were being kept under check by Narendra Modi government in total contrast to Manmohan Singh government when prices of food items rose manifold.

The CPI(M) member P. Karunakaran, interestingly, criticised Congress for raising the issue of price rise, saying its government did not take any “concrete” action to control inflation during its 10-year rule.

“Why did not you take steps in 10 years. You were not ready to take any concrete step to control price rise. You were not ready to listen,” he told Congress members who were attacking the Narendra Modi government over the issue.

The MP from Kerala reminded the government that it had come to power raising the issue of price rise and said Modi should show sincerity in fulfilling election promises and look after the interests of the poor.

He referred to 6.5 per cent recent hike in freight rates, saying such steps have a cascading effect and finally lead to increase in the prices of essential commodities.

“I want to know whether you have political will to reduce excise duty, reduce VAT and change tax structure as promised during the last Lok Sabha elections,” he said, a day ahead of the presentation of the General Budget.

Drawing attention towards the rising prices of onion, Amarinder Singh, Congress Deputy Leader in the Lok Sabha, said government was still exporting the vegetable and demanded its complete ban.

The former Punjab Chief Minister said the prices have been going up since the Modi government took over.

Citing the continuous rise in prices of petrol and diesel, Singh said this was also one of the main reasons for the rising prices of food articles.

”...Anything that is transported...the prices will automatically go up...What about the promises you have made to the people (during election campaign),” he asked.

He said that it was not only vegetables, prices of wheat and rice were also going up.

Amarinder Singh said the government should come up with a price support mechanism for the benefit of farming community.

He termed as “ridiculous” Finance Minister Arun Jaitley’s recent statement that there is no need to panic, contending that all sections including daily wage earners, salaried class and 400 million people living Below Poverty Line were worried over price rise.

Mr. Singh also expressed concern over reports of NDA government planning to do away with pro-poor measures brought by the previous UPA government including MNREGA and Food Security Act.

Mr. Thakur said Congress should not talk about price rise as it did nothing to control inflation during the 10 years when it was in power.

“When they (Congress) talk about price, it is a self-goal. It is really painful to hear you talking on price rise. If someone is responsible for price rise, it is you (Congress),” the BJP leader said.

“What did we get as a legacy of the UPA government? We got empty coffers,” he said.

Thakur said during the 10 years rule of UPA, Parliament had discussed the issue of price rise 17 times, while during the six years rule of Atal Bihar Vajpayee led NDA, there was just one discussion on price rise.

“Despite having an economist Prime Minister, you could not change the economic situation of the country. You have changed the Finance Minister several times, but you could not change the economy,” he said.

Apparently taking a dig at Amarinder Singh without taking his name, Mr. Thakur said it was heartening to hear “maharajas” talk about “daal, roti”. Mr. Singh is the erstwhile maharaja of Patiala in Punjab.

This invited strong protest by Leader of Congress Mallikarjun Kharge, who said Mr. Thakur was making personal attack on Singh while he should be talking on policies.

New Delhi, Jun 7: India registered its highest single-day spike of COVID-19 cases for the fifth consecutive day on Sunday, with 9,971 new infections taking the country's tally to 2,46,628, while the death toll rose to 6,929, according to the Union Health Ministry.

India registered 287 deaths in the 24 hours since Saturday morning.

India had raced past Spain on Saturday to become the fifth worst-hit nation by the COVID-19 pandemic. Now, only the US, Brazil, Russia and the UK are ahead of it.

The number of active COVID-19 cases stands at 1,20,406, according to the Health Ministry.

A total of 1,19,292 people have recovered and one patient has migrated, the Ministry said.

During the last 24 hours, a total of 5,220 COVID-19 patients have been cured, the ministry said.

"Thus, around 48.37 per cent patients have recovered so far," a senior ministry official said.

The tally of confirmed cases includes foreigners.

The Indian Council of Medical Research has further ramped up the testing capacity for detecting the novel coronavirus in infected persons.

The number of government labs has been increased to 531 and private labs to 228, taking the total number of labs to 759.

As many as 1,42,069 samples were tested in the last 24 hours, taking the total number of samples tested till now to 46,66,386.

Deaths in India per lakh population (0.49) are much lower than the world average of 5.17 and are the lowest among countries that have eased lockdown such as Germany (10.35), Italy (55.78), the UK (59.62) and Spain (58.06), as per a WHO situation report cited by the Health Ministry.

Cases in India per lakh population (17.32) are much lower than the world average of 87.74 and are the lowest among countries that have eased lockdown such as Germany (219.93), Italy (387.33), the UK (419.54) and Spain (515.61).

Of the 287 deaths reported since Saturday morning, 120 were from Maharashtra, 53 from Delhi, 29 from Gujarat, 19 from Tamil Nadu, 17 from West Bengal, 15 from Madhya Pradesh, 13 from Rajasthan, 10 from Telangana, three from Jammu and Kashmir, two each from Karnataka, Punjab and Chhattisgarh and one each from Kerala and Bihar.

Of the total 6,929 fatalities, Maharashtra tops the tally with 2,969 deaths, followed by Gujarat with 1,219 deaths, Delhi with 761, Madhya Pradesh with 399, West Bengal with 383, Uttar Pradesh with 257, Tamil Nadu with 251, Rajasthan with 231, Telangana with 123 and Andhra Pradesh with 73 deaths.

The death toll reached 59 in Karnataka and 50 in Punjab.

Jammu and Kashmir has reported 39 fatalities due to the disease, Bihar has 30, Haryana has 24 deaths, Kerala has 15, Uttarakhand has 11, Odisha has eight and Jharkhand has reported seven deaths so far.

Himachal Pradesh and Chandigarh have registered five COVID-19 fatalities each. Assam and Chhattisgarh have recorded four deaths each.

Meghalaya and Ladakh have reported one COVID-19 fatality each, according to the Health Ministry data.

According to the Ministry's website, more than 70 per cent of the deaths are due to comorbidities.

The highest number of confirmed cases in the country are from Maharashtra at 82,968, followed by Tamil Nadu at 30,152, Delhi at 27,654, Gujarat at 19,592, Rajasthan at 10,331, Uttar Pradesh at 9,733 and Madhya Pradesh at 9,228, according to the Health Ministry data updated in the morning.

The number of COVID-19 cases has gone up to 7,738 in West Bengal, 5,213 in Karnataka, 4,915 in Bihar and 4,510 in Andhra Pradesh.

It has risen to 3,952 in Haryana, 3,496 in Telangana, 3,467 in Jammu and Kashmir and 2,781 in Odisha.

Punjab has reported 2,515 coronavirus infections so far, while Assam has 2,397 cases. A total of 1,807 people have been infected with the virus in Kerala and 1,303 in Uttarakhand.

Jharkhand has registered 1,000 cases, Chhattisgarh has 923, Tripura has 747, Himachal Pradesh has 400, Chandigarh has 309 cases, Goa has 267, Manipur has 157, Nagaland has 107, and Puducherry and Ladakh have 99 cases.

Arunachal Pradesh has 47 COVID-19 cases, while Andaman and Nicobar Islands and Meghalaya have registered 33 infections each.

Mizoram has reported 24 cases and Dadar and Nagar Haveli has 19 cases, while Sikkim has reported seven cases till now.

"8,605 cases are being reassigned to states," the Ministry said on its website adding, "our figures are being reconciled with the ICMR."

State-wise distribution is subject to further verification and reconciliation, it added.

Jul 1: Gold prices in India hit an all-time high on Wednesday, tracking a global rally, as surging coronavirus cases in many countries raised the metal's safe-haven appeal.

Local gold futures hit an all-time high of Rs 48,871 ($646.66) per 10 grams in early trade, taking their gains to 25% in 2020 so far. The contract had gained nearly 25% in 2019.

However, this dampened the retail demand for gold in India, the world's second-largest consumer of the precious metal.

"Retail demand is negligible. Buyers are postponing purchases anticipating a correction in prices," said a Mumbai-based bank dealer with a bullion importing bank.

In thin trade, dealers were offering a discount of up to $22 an ounce over official domestic prices on Wednesday afternoon, up from the last week's $18. The domestic price includes a 12.5% import tax and 3% sales tax.

The country's gold imports in May plunged 99% from a year earlier as international air travel was banned and jewellery shops were closed amid a nationwide lockdown to curb the spread of coronavirus.

In overseas market, spot gold firmed near an eight-year peak on Wednesday, as a spike in coronavirus cases in the United and States and many other countries has cast a shadow on hopes for a quicker global economic recovery, driving inflows into safe-haven assets.

According to a latest Reuters tally, the coronavirus has infected more than 10.48 million people worldwide so far.

Jan 1: The ban on the practice of instant triple talaq, making it a penal offence and the increase in the strength of Supreme Court judges were two of the major achievements of the law ministry in 2019.

In July, Parliament gave its nod to The Muslim Women (Protection of Rights on Marriage) Bill, 2019. The new law makes talaq-e-biddat or any other similar form of talaq having the effect of instantaneous and irrevocable divorce pronounced by a Muslim husband void and illegal.

It makes it illegal to pronounce talaq three times in spoken, written or through SMS or WhatsApp or any other electronic chat in one sitting.

According to the new law, any Muslim who pronounces the illegal form of talaq upon his wife shall be punished with imprisonment for a term which may extend to three years, and shall also be liable to fine.

During the year, four new judges were appointed to the Supreme Court in September, taking its strength to 34, the highest-ever.

However, vacancies in high courts and lower courts are on the rise and convincing state governments and the 25 high courts to come on board to create an all-India judicial service to recruit judges for the subordinate courts tops the agenda of the Law Ministry in 2020.

Besides creating a consensus on setting up the All-India Judicial Services, the ministry will also have to focus on filling up vacancies in the high court. On an average, the vacancies stood at 400 throughout this year.

With more than 5,000 positions of judicial officers in district and subordinate courts lying vacant, the Law Ministry has pitched for setting up all-India judicial services.

The sanctioned strength of the judicial officers in district and subordinate courts was 22,644. The number of judicial officers in position and vacant posts is 17,509 and 5,135, respectively.

The government has proposed that while states and high courts can recruit judicial officers, the Union Public Service Commission (UPSC) can hold pan-India entrance tests.

The ministry has made it clear that such services would not encroach on the powers of the states.

As of now, the selection and appointment of judges in subordinate courts is the responsibility of the high courts and state governments concerned.

The Narendra Modi government has given a fresh push to the long-pending proposal to set up the new service to have a separate cadre for the lower judiciary in the country.

But there is a divergence of opinion among state governments and respective high courts on the constitution of the All India Judicial Service (AIJS).

One of the problems cited is that since several states have used powers under Code of Criminal Procedure (CrPC) and Code of Civil Procedure (CPC) to declare that the local language would be used in lower courts even for writing orders, a person say selected from Tamil Nadu may find it difficult to hold proceedings in states like Uttar Pradesh and Bihar.

The other point of opposition is that an all India service may hamper the career progression of state judicial services officers.

Another key issue the ministry has to handle in 2020 is vacancies in the 25 high courts.

Throughout 2019, on an average, the high courts faced a shortage of 400 judges.

According to Law Ministry data, as on September 1, the high courts had 414 vacant positions as compared to the sanctioned strength of 1,079 judges. The figure was 409 in August and 403 in July, as per the data.

A three-member Supreme Court collegium recommends the names of candidates for appointment as high court judges. In case of appointments to the Supreme Court, the collegium consists of five top judges of the top court.

High court collegiums shortlist candidates for their respective high courts and send the names to the law ministry.

The ministry, along with background check reports by the Intelligence Bureau, forwards it to the Supreme Court collegium for a final call.

The government has maintained that appointment of judges in the high courts is a "continuous collaborative process" between the Executive and the Judiciary, as it requires consultation and approval from various Constitutional authorities.

Vacancies keep arising on account of retirement, resignation or elevation of judges and increase in judges' strength. In June last year, the vacancy position stood at 399, while it was 396 in May.

In April, 399 posts of judges were vacant, while the figure was 394 in March. The vacancy position in February stood at 400 and in January, it was 392, according to the data collated by the Department of Justice.

Over 43 lakh cases are pending in the 25 high courts.

Another priority would be the finalisation of the memorandum of the procedure to guide the appointment and transfer of the Supreme Court and high court judges. The issue had now been pending for over two years now with the SC collegium and the government failing to reach a consensus.

Successive governments have also been working on making India a hub of international arbitration. It has taken several steps to change laws dealing with commercial disputes.
