Washington, Jul 20: The US today listed Pakistan among the nations and regions providing "safe havens" to terrorists, saying terror groups like the LeT and JeM continue to operate, train, organise and fundraise inside the country in 2016.terrorists

In its annual 'Country Report on Terrorism', as mandated by the Congress, the State Department said that Pakistani military and security forces undertook operations against groups that conducted attacks within Pakistan such as Tehrik-e Taliban Pakistan.

"Pakistan did not take substantial action against the Afghan Taliban or Haqqani, or substantially limit their ability to threaten US interests in Afghanistan, although Pakistan supported efforts to bring both groups into an Afghan-led peace process," the State Department said.

"Pakistan did not take sufficient action against other externally focused groups, such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) in 2016, which continued to operate, train, organise, and fundraise in Pakistan," the report said. India, it said continued to experience attacks, "including by Maoist insurgents and Pakistan-based terrorists".

Indian authorities continued to blame Pakistan for cross-border attacks in Jammu and Kashmir, it said. "In January, India experienced a terrorist attack against an Indian military facility in Pathankot, Punjab, which was blamed by authorities on JeM. Over the course of 2016, the Government of India sought to deepen counterterrorism cooperation and information sharing with the United States," the State Department said.

The Indian government continued to closely monitor the domestic threat from transnational terrorist groups like ISIS and Al-Qaeda in the Indian Subcontinent (AQIS), which made threats against India in their terrorist propaganda. A number of individuals were arrested for ISIS-affiliated recruitment and attack plotting within India, the report said. In a separate chapter, the State Department listed Pakistan as one of the safe havens of terrorism.

The State Department said that numerous terrorist groups, including the Haqqani Network (HQN), the LeT and JeM continued to operate from Pakistani soil in 2016. "Although LeT is banned in Pakistan, LeT's wings Jamaat- ud-Dawa (JuD) and Falah-i-Insaniat Foundation (FiF) were able to openly engage in fundraising, including in the capital," it said.

"LeT's chief Hafiz Saeed (a UN-designated terrorist) continued to address large rallies, although, in February 2017, Pakistan proscribed him under relevant provisions of Schedule Four of the Anti-Terrorism Act, thus severely restricting his freedom of movement," it noted.

The 2015 ban on media coverage of Saeed, JuD, and FiF continued and was generally followed by broadcast and print media, it said.

According to the State Department, the Pakistani government did not publicly reverse its December 2015 declaration that neither JuD nor FiF is banned in Pakistan, despite their listing under UN sanctions regimes, although in January 2017, Pakistan placed both organisations "under observation" pursuant to Schedule Two of the Anti-Terrorism Act.

While not a ban, keeping the outfits under observation allows the government to closely scrutinise the activities of both organisations. On November 11, Pakistan's National Counterterrorism Authority published its own list of banned organisations that placed JuD in a separate section for groups that are "under observation" but not banned.

Pakistan continued military operations to eradicate terrorist safe havens in the Federally Administered Tribal Areas, although their impact on all terrorist groups was uneven, it said.

In its report to the Congress, the State Department said in 2016, India and the United States pledged to strengthen cooperation against terrorist threats from groups including al-Qaeda, the ISIS, JeM, LeT and D-Company (Dawood Ibrahim's group), including through greater collaboration on designations at the UN.

Indian and US leaders directed officials to identify new areas of collaboration through the July US-India Counterterrorism Joint Working Group, applauded finalisation of a bilateral arrangement to facilitate the sharing of terrorism screening information, and called upon Pakistan to bring the perpetrators of terrorist attacks against India to justice, the report said.

The United States and India worked together to designate JeM leader Maulana Masood Azhar, although the listing was blocked in the UN 1267 Committee, the State Department said. Other areas mentioned in the report as safe havens are Afghanistan, Somalia, the Trans-Sahara, Sulu/Sulawesi Seas Littoral, Southern Philippines, Egypt, Iraq, Lebanon, Libya, Yemen, Columbia and Venezuela.

Beijing, May 25: China has reported 51 new coronavirus cases including 40 asymptomatic infections, majority of them in the contagion's first epicentre Wuhan, where over six million tests have been conducted in the last 10 days, health officials said on Monday.

The country's National Health Commission (NHC) said that 11 new imported cases were reported on Sunday.

While no new domestically-transmitted COVID-19 cases were reported in China on Sunday, 11 imported cases including 10 in the Inner Mongolia Autonomous Region and one in Sichuan province were reported, the NHC said in its daily report.

Out of the 40 new asymptomatic cases, 38 were reported in Wuhan, which is currently undergoing mass testing of its over 11.2 million people after a spike in the asymptomatic cases.

Currently, 396 people with asymptomatic symptoms are under medical observation in China, including 326 in Wuhan, according to the health authority.

Asymptomatic cases refer to the patients who have tested COVID-19 positive but develop no symptoms such as fever, cough or sore throat. However, they pose a risk of spreading the disease to others.

Wuhan, which earlier had over 50,000 cases between January and March, started a campaign on May 14 to expand the nucleic acid testing in order to better know the number of asymptomatic cases or people who show no clear symptoms despite carrying the virus.

According to the latest figures released by the Wuhan municipal health commission, the city conducted more than 6 million nucleic acid tests between May 14 and 23.

On Saturday, the city carried out nearly 1.15 million tests, state-run Xinhua news agency reported on Monday.

Nucleic acid testing is a molecular technique for screening blood donations to reduce the risk of transfusion transmitted infections.

As of Sunday, a total of 82,985 confirmed COVID-19 cases have been reported in China with 4,634 fatalities, the NHC added.

Washington/Seoul, Apr 26: A special train possibly belonging to North Korean leader Kim Jong Un was spotted this week at a resort town in the country, according to satellite images reviewed by a Washington-based North Korea monitoring project, amid conflicting reports about Mr. Kim's health and whereabouts.

The monitoring project, 38 North, said in its report on Saturday that the train was parked at the “leadership station” in Wonsan on April 21 and April 23. The station is reserved for the use of the Kim family, it said.

Though the group said it was probably Kim Jong Un's train, Reuters has not been able to confirm that independently, or whether he was in Wonsan.

“The train's presence does not prove the whereabouts of the North Korean leader or indicate anything about his health but it does lend weight to reports that Kim is staying at an elite area on the country's eastern coast,” the report said.

Speculation about Mr. Kim's health first arose due to his absence from the anniversary of the birthday of North Korea's founding father and Mr. Kim's grandfather, Kim Il Sung, on April 15.

North Korea's state media last reported on Mr. Kim's whereabouts when he presided over a meeting on April 11.

China has dispatched a team to North Korea including medical experts to advise on Kim Jong Un, according to three people familiar with the situation.

A third-generation hereditary leader who came to power after his father's death in 2011, Kim has no clear successor in a nuclear-armed country, which could present major international risk.

On Thursday, U.S. President Donald Trump downplayed reports that Mr. Kim was ill. “I think the report was incorrect,” Mr. Trump told reporters, but he declined to say if he had been in touch with North Korean officials.

Mr. Trump has met Mr. Kim three times in an attempt to persuade him to give up a nuclear weapons program that threatens the United States as well as its Asian neighbors. While talks have stalled, Mr. Trump has continued to hail Mr. Kim as a friend.

Reporting from inside North Korea is notoriously difficult because of tight controls on information.

A Trump administration official said continuing days of North Korean media silence on Mr. Kim's whereabouts had heightened concerns about his condition, and that information remained scant from a country U.S. intelligence has long regarded as a ”black box.”

The U.S. State Department did not immediately respond to questions about the situation on Saturday.

Daily NK, a Seoul-based website that reports on North Korea, cited one unnamed source in North Korea on Monday as saying that Kim had undergone medical treatment in the resort county of Hyangsan north of the capital Pyongyang.

It said that Mr. Kim was recovering after undergoing a cardiovascular procedure on April 12.

Since then, multiple South Korean media reports have cited unnamed sources this week saying that Mr. Kim might be staying in the Wonsan area.

On Friday, local news agency Newsis cited South Korean intelligence sources as reporting that a special train for Mr. Kim's use had been seen in Wonsan, while Mr. Kim's private plane remained in Pyongyang.

Newsis reported Mr. Kim may be sheltering from COVID-19, the respiratory disease caused by the novel coronavirus.

Mr. Kim, believed to be 36, has disappeared from coverage in North Korean state media before. In 2014, he vanished for more than a month and North Korean state TV later showed him walking with a limp.

Speculation about his health has been fanned by his heavy smoking, apparent weight gain since taking power and family history of cardiovascular problems.

Wuhan, Jun 9: China on Tuesday dismissed as "incredibly ridiculous" a Harvard study, which pointed to a surge in traffic outside Wuhan hospitals from August 2019 suggesting that the coronavirus hit the area far earlier than reported.

A whitepaper on coronavirus released by China on Sunday said the virus was first noticed on December 17 and Chinese virologists confirmed human-to-human transmission on January 19, prompting authorities to impose lockdown of Wuhan from January 23.

US President Donald Trump and leaders of several countries have accused China of not being transparent in reporting the deadly disease, leading to huge human casualties and economic crisis across the world.

The new study by Harvard researchers says satellite images show an increase in traffic outside five hospitals in Wuhan from late August to December.

The traffic spike coincided with a rise in online searches for information on symptoms like "cough" and "diarrhoea".

China said the study was "ridiculous" and based on "superficial" information, BBC reported.

It is believed that the virus first appeared in China some time in November. Authorities reported a cluster of pneumonia cases with an unknown cause to the World Health Organization (WHO) on December 31.

"Clearly, there was some level of social disruption taking place well before what was previously identified as the start of the novel coronavirus pandemic," Dr John Brownstein, who led the research, told ABC news.

The study has not been peer-reviewed.

The researchers examined commercial satellite data from outside five Wuhan hospitals, comparing data from late summer and autumn 2018 to the same time period in 2019.

In one case, researchers counted 171 cars parked at one of Wuhan''s largest hospitals, Tianyou Hospital, in October 2018.

Satellite data from the same time in 2019 showed 285 vehicles in the same place, an increase of 67 per cent.

A surge in online searches for words associated with the symptoms of coronavirus on the Chinese search engine Baidu seemed to emerge at the same time.

"This is all about a growing body of information pointing to something taking place in Wuhan at the time," Dr Brownstein said.

"Many studies are still needed to fully uncover what took place and for people to really learn about how these disease outbreaks unfold and emerge in populations. So this is just another point of evidence," he said.

Asked for her reaction at the media briefing, Chinese Foreign Ministry spokeswoman Hua Chunying dismissed the findings as "incredibly ridiculous".

"I think it is ridiculous, incredibly ridiculous, to come up with this conclusion based on superficial observations such as traffic volume," she said.

"(I have) Not seen the research you mentioned. If the conclusion is drawn based on traffic volumes (and) other superficial observations, it won’t be a sound conclusion," she said and referred to the allegations about the COVID-19 originating from the Wuhan Institute of Virology (WIV) by Trump.

"That allegation was proved to be wrong," she said.

When pointed out that China says it respects science based inquiry and Harvard is one of the top universities in the world, Hua said, "on the origin of virus there are lot of conspiracy theories against China”.

"That is very unfair. At the moment, the pressing task is to enhance coordination to contain the spread of the virus. Someday, I am sure the truth will be out. China deserves a fair and objective evaluation," she said and referred to the whitepaper released by the Chinese government detailing evolution of coronavirus in Wuhan and how Beijing handled the situation.

Recently, the World Health Assembly (WHA), the decision-making body of Geneva-based World Health Organization (WHO), passed a resolution to probe the origin of the virus. China also backed the resolution.

As of Monday, the overall confirmed cases on the mainland had reached 83,043, including 58 patients who were still being treated, with no one in severe condition, China’s National Health Commission, (NHC) said.

Altogether 78,351 people had been discharged after recovery and 4,634 people had died of the disease, it said.
