Pak raises Kashmir issue at UN Committee on Information

United Nations, May 3: Pakistan has raked up the issue of alleged human rights violation in Kashmir at the UN's Committee on Information to which India raised a strong objection, saying it was irrelevant to the work of the panel.

Pakistan’s delegate Masood Anwar, addressing a session of Committee on Information yesterday, raised the issue of Kashmir alleging that human rights violations are taking place against the people of Kashmir.

"The world we live today is marred by conflict and strife while we maintain unity in fighting terrorism and extremism. Countering the narrative of this twisted ideologies is imperative,” Anwar said during a General Debate on Committee on Information.

He said the UN’s Department of Public Information (DPI) can play an important role in defusing tensions and promoting interfaith harmony.

“Human rights violations, in particular, are a matter of serious concern to the international community," he said.

He urged DPI to highlight situations where "grave violations of human rights are taking place", especially against the Rohingya, Kashmiris and Palestinians.

India strongly rejected Anwar’s reference to Kashmir, saying his remarks are irrelevant to the work of the Committee.

“We have seen another attempt here today to make reference to issues extraneous to the agenda of the Committee. We completely reject these remarks as they have no relevance to the work of the Committee,” S Srinivas Prasad, Minister in the Indian Mission to the UN, said during the session.

In his statement, Prasad said India supports the DPI’s work on counter-terrorism. “India is opposed to all forms of terrorism and believes that effective cooperation among countries is necessary to combat the threat,” he said.

He referred to the production of the documentary ‘Surviving Terrorism: Victim’s voices’ on the survivors of the Norway terror attack of 2011, saying civilians affected by terrorism is an "untold story” and hoped that the DPI will pick up more such stories from terrorist violence-affected countries.

He, however, voiced concern over declining financial resources that have presented a serious constraint on the ability of the DPI to carry out its mandated tasks especially in non-official languages.

DPI needs to look at innovative ways to raise resources beyond the regular budgetary allocations, including through voluntary contributions to continue and expand its global outreach activities, especially in the widely-spoken non-official languages, he said.

Prasad voiced appreciation for expansion in the number of languages in which UN guided tours are offered. He pointed out that guided tours of the world body have been very popular with Indian tourists in the city, urging the addition of a guided tour in Hindi to facilitate Indian tourists.

Prasad also noted that the Department facilitated the on-location filming of Bollywood film ‘Padman’ at the United Nations headquarters in November 2017.

Akshay Kumar-starrer Padman was the second movie after ‘Half Girlfriend’ to use the UN as a backdrop of its story. The film is based on menstrual hygiene, an issue relating to the Sustainable Development Goal number four that focusses on achieving inclusive and equitable quality education for all.

Washington, May 15: A top US senator has unveiled an 18-point plan, including enhancing military ties with India, to hold the Chinese government accountable for its "lies, deception, and cover-ups" that ultimately led to the global COVID-19 pandemic.

The prominent suggestions are moving manufacturing chain from China and deepening military-strategic ties with India, Vietnam and Taiwan.

"The Chinese government maliciously covered up and enabled a global pandemic that has caused misery for so many Americans. This is the same regime that locks up its own citizens in labour camps, steals America's technology and jobs, and threatens the sovereignty of our allies,” said Senator Thom Tillis, presenting his detailed, 18-point plan on Thursday.

"This is a major wake-up call to the United States and the rest of the free world. My plan of action will hold the Chinese government accountable for lying about COVID-19; sanctioning the Chinese government while protecting America's economy, public health, and national security," he said.

The plan seeking to create a Pacific Deterrence Initiative and immediately approve the military's request for USD 20 billion in funding. It also calls for deepening military ties with regional allies and expand equipment sales to India, Taiwan and Vietnam.

Encourage Japan to rebuild its military and offer Japan and South Korea sales of offensive military equipment, it said.

"Move manufacturing back to the US from China and gradually eliminate our supply chain dependency on China. Stop China from stealing our technology and provide incentives to American companies to regain our technological advantage. Strengthen cybersecurity against Chinese hacks and sabotage," the plan stated.

"Prevent American taxpayer money from being used by the Chinese government to pay off their debt. Implement the US ban on (Chinese technology company) Huawei and coordinate with our allies to implement similar bans,” it added.

The plan seeks restitution from the Chinese government and imposition of sanctions for lying about the virus. It further said China should be sanctioned for their atrocious human rights record.

Senator Tillis' plan urges the Trump Administration to formally request the International Olympic Committee to withdraw the 2022 Winter Olympics from Beijing.

"Stop China's propaganda campaign inside the United States. Treat Chinese government-run media outlets as the propaganda proxies that they are," the plan stated.

Urging the government to investigate the Chinese government's cover-up of the spread of COVID-19, the plan also seeks to investigate America's reliance on China's supply chains and threats to public safety and national security.

"Ensure the independence of the WHO through investigations and reform. Expose and counter China's predatory debt-trap diplomacy targeting developing countries. Increase intelligence sharing on potential pandemics and lead the creation of a watchdog organization to monitor foreign governments' handling of deadly viruses," Tillis said in his suggestions.

The coronavirus, which first emerged in China's Wuhan city in December last, has killed over 3,00,000 people with 4.3 million confirmed cases across the world. More than a quarter of all confirmed COVID-19 cases are from the US.

There has been increasing pressure on the President Trump, in the last several weeks, to take action against China as lawmakers and opinion-makers feel that the COVID-19 spread across the world from Wuhan because of Chinese inaction.

Meanwhile, Senator John Barrasso, in a speech on the Senate floor on Thursday, highlighted the need to update the Foreign Intelligence Surveillance Act (FISA) legislation that was put on hold by the coronavirus pandemic.

"The virus could have been contained had it not been for the Chinese Government's unscrupulous cover-up. China knew the risk months before the rest of the world; yet Chinese communist leaders destroyed key evidence, they under-reported the number of coronavirus cases, and they misled the world about its deadly, rapid spread," he said.

Asserting that the virus should have been contained in Wuhan, he said tens and tens of thousands of Americans and hundreds of thousands of people worldwide have died as a result of China's failure.

Barrasso said the US should encourage its companies to create American and western supply chains. "That way our frontline workers have what they need in the time of crisis," he said.

"Not again, not ever will we be exclusively sourced for critical drugs from China. We should diversify supply and bring home as much of our supply chain as possible," he added.

Congressman Troy Balderson introduced bicameral legislation with Congressman Doug Collins and Senator Lindsey Graham that will hold China accountable for deceptive actions taken by its leaders that led to the spread and subsequent global pandemic.

The COVID-19 Accountability Act authorises president Donald Trump to impose sanctions on China if it fails to cooperate with a full investigation led by the US or its allies into the events that lead to the COVID-19 outbreak.

"The number of Ohioan lives needlessly claimed by this pandemic could have been significantly reduced had China taken appropriate measures to control the virus' spread and disclose its severity," said Balderson.

"The United States can't look the other way when China so recklessly compromised worldwide health and the global economy. China and its Communist Party leadership must be held accountable," he said.

Washington, May 22: The deadly coronavirus came from China and the US is not going to take it lightly, American President Donald Trump said on Thursday.

"It came from China. We are not happy about it. We just signed a trade deal, the ink wasn't dry and all of the sudden this floated in. We are not going to take it lightly,” Trump said participating in a Listening Session with African-American Leaders in Michigan.

Trump in the last several weeks has been very critical of China's inability to control the spread of the novel coronavirus within its territory. By Thursday more than 94,000 Americans have died due to the coronavirus and over 1.6 million have tested positive.

He has so far not given any indication of the steps that he is contemplating taking against China.

Meanwhile, pressure is building on his administration, mainly from the Republican lawmakers on this.

On Thursday, Senators Ted Cruz and Rick Scott, along Mike Braun, Marsha Blackburn, Joni Ernst, Martha McSally and Tom Cotton, introduced the COVID-19 Vaccine Protection Act to prevent the Chinese Communist Party from stealing or sabotaging American COVID-19 vaccine research.

The bill requires a thorough national security evaluation and clearance by the Department of Homeland Security, the Department of State, and the Federal Bureau of Investigation of all Chinese student visa holders taking part in activities related to COVID-19 vaccine research.

"The same Chinese Communist Party that covered up the coronavirus outbreak also routinely engages in state sponsored theft of intellectual property," Cruz said. "We cannot allow China to steal or interfere with American research and development of a vaccine,” he added.

"Communist China is responsible for the coronavirus pandemic, and their lies and misinformation cost American lives," Scott said.

"We cannot let Communist China off the hook for this, and we absolutely cannot allow Communist China to steal or sabotage any American research efforts related to the Coronavirus vaccine. The COVID-19 Vaccine Protection Act protects American efforts to create a vaccine as we work to end this pandemic," he added.

The COVID-19 Vaccine Protection Act, among others requires an enhanced vetting of nationals of the Chinese nationals in the US as nonimmigrants under F, J, or M student visas to determine if any student visa holders are a national security threat.

Once the review is complete, authorizes Department of Homeland Secretary, in consultation with other agencies, to continuously monitor all nonimmigrant student visa holders (F, M, J) who are Chinese nationals while in the US and are engaged in, or have access to, the research of any potential COVID-19 vaccine or COVID-19 related material.

Republican Whip and Ranking Member of the Select Subcommittee on the Coronavirus Crisis Steve Scalise alleged that China lied to the world on coronavirus.

"During a critical period in December and January, China withheld evidence of the virus: evidence that confirmed human to human transmission of the virus, evidence of the extent of the spread. China refused entry of American and other medical experts from around the world for weeks,” he said.

“And during this time, China hoarded medical supplies like masks, gowns, and other life-saving PPE. Chinese exports of surgical masks, gowns, and gloves were stifled by the Chinese Communist Party during this period. China knew the danger posed by the virus and while they hid the truth, they used the time to stock up on vital medical supplies,” Scalise said.

“While Chinese authorities limited domestic flights from Wuhan to other Chinese cities like Beijing and Shanghai, China's government urged international carriers to maintain their flight schedules — seeding the virus throughout the rest of the world,” he alleged.
