Pakistan, US on Back Foot as Putin Visits India Today to Seal Arms Deal worth Billions

New Delhi, Oct 4: Russian President Vladimir Putin headed for India on Thursday, looking to tie up billions of dollars in arms deals with Prime Minister Narendra Modi, likely irking the US, China and Pakistan in one fell swoop.

The Kremlin said before the two-day visit by Putin and top Russian ministers that the "key feature" would be the signing of a $5-billion deal for the S-400 air defence system, despite the risk of US sanctions against countries buying Russian defence kit.

On the eve of Putin's arrival later on Thursday, the United States poured cold water on India's efforts to obtain a waiver to avoid sanctions under legislation called Countering America's Adversaries Through Sanctions Act (CAATSA). Upgrades in arms systems "including the S-400 air and missile defense system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying.

Last month Washington slapped financial sanctions on the Chinese military for buying Russian Sukhoi Su-35 fighter jets — and the S-400.

However, the US is in a difficult position when it comes to India. It wants to bolster ties with New Delhi to counter China's growing assertiveness, something that has also rattled India.

Washington and New Delhi announced plans last month for joint military drills in 2019, and agreed on the exchange of sensitive military information. The US is now India's second biggest arms supplier. But Russia remains number one, and a string of new deals with the Asian giant would be a major win for Moscow -- and a big snub to the US.

Putin and Modi, who appear to enjoy a personal rapport, are also likely to discuss a deal for four Krivak-class frigates worth $2 billion and 200 light utility Ka-226 helicopters pegged at $1 billion. "It's about time we showed that we are not going to be pushed around by Washington," R.R. Subramanian, a Delhi-based strategic affairs analyst, said.

Experts say India needs the sophisticated S-400 to fill critical gaps in its defence capabilities, in view of China's rise and perceived threats from Pakistan, against whom India has fought three wars.

Indian Air Force Chief Birender Singh Dhanoa said on Wednesday that the S-400, and the 36 Rafale fighter jets purchased from France — a 2016 deal mired in political controversy — represent a "booster dose" for the country.

Last year, India and China had a military standoff over a Himalayan plateau claimed by Beijing and Bhutan, a close ally of India. China has also perturbed India by loaning vast amounts of money to countries such as Sri Lanka where it has long held sway.

Putin, 65, and Modi, 68, are also set to discuss a possible second Russian-built nuclear power plant. Moscow is currently expanding India's biggest nuclear power plant in Kudankulam. Also on the agenda is Russian training for Indian astronauts as New Delhi aims to launch its first crewed space mission in 2022.

Rakesh Sharma, the only Indian to travel in space, did so on a Soviet spacecraft in 1984. But military kit is the main focus.

India is the world's biggest arms importer and is undergoing a $100-billion upgrade of its ageing hardware, much of it of Soviet vintage including MiG jets that have frequently crashed in the Indian countryside.

Russia and India have had warm ties since Stalin died in 1953. But annual Russia-India trade has slipped below $10 billion since 2014, as Modi cultivated closer diplomatic and economic ties with Washington, while Russia has courted Pakistan and China.

Ties received a boost last year when Modi and Putin held a fruitful annual bilateral summit, followed by meetings in Astana and at the G20 in Germany. They also met in Sochi this year. On the strategic front, Russia helped India become a full member of the Shanghai Cooperation Organisation this year and has backed New Delhi's long-held demand for a permanent UN Security Council seat.

Moscow is also pushing for India's entry into the Nuclear Suppliers Group of countries controlling access to nuclear technology.

Afghanistan though has been a sticking point, experts say, where Moscow wants to engage Taliban in the peace process — a prospect unacceptable to India.

Chennai, Jul 30: Tamil Nadu government on Thursday extended the Covid-19 lockdown till August 31, giving only a few relaxations like allowing delivery of non-essential goods by e-commerce sites. The ban on public transport has been extended till August 31, while availing of e-pass for inter-district and inter-state travel will continue to be in force.

In a detailed statement, Chief Minister Edappadi K Palaniswami announced a “complete lockdown” during which only essential services would continue to be in force on all Sundays during the month of August across the state.  

In Chennai, restaurants will be allowed to open dine-in facilities at 50 percent of its total capacity from 6 am to 7 pm from August 1, while vegetable shops, grocery outlets and standalone commercial establishments will also be allowed to remain open from 6 am to 7 pm.

E-commerce sites have been allowed to begin delivery of non-essential goods from August 1, while the ban on public transport, temples in urban areas and towns, cinema halls, shopping malls, and gyms would continue till August 31.

It also said companies or factories in Chennai that have been allowed to function with 50 percent of staff can increase their strength to 75 percent from August 1.

The government also asked companies to encourage its employees to work from home and advised commercial establishments to follow the Standard Operating Procedure (SOP) as advised by it. Inter-state or inter-district travel will be allowed only with e-pass, while ban on metro and suburban trains continues.

The decision to extend the lockdown till August 31 comes as Tamil Nadu continues to grapple with an increasing number of coronavirus cases. The prevalence of the virus is no more limited to one city or region of the state with almost all districts reporting fresh cases, some of them over 200 new patients, every day.

On Thursday morning, Tamil Nadu’s Covid-19 tally was 2,34,114 including 1,72,883 discharges and 3,741 deaths. The active cases stood at 57,490.

Domestic flights resumed operations on a truncated schedule on Monday with the first aircraft departing from the Delhi Airport for Pune, more than two months after a nationwide lockdown was announced to combat COVID-19.

The first flight to take off was an IndiGo aircraft to Pune, flying passengers stranded in the national capital since the lockdown was announced on March 24.

Passengers were screened at the airport with electronic thermometers, and revised protocol for air travel that included santisation of luggage through ultra-violent scanners, and maintaining physical distancing.

Only asymptomatic passengers were allowed to enter the airport.

Passengers were also seen wearing face masks and face shields given to them at the embarkation point by the airline to minimise the chances of infection while onboard.

The first flight arrived at Delhi Airport from Ahmedabad – a SpiceJet aircraft – at around 8:00 am.

BJD Lok Sabha member Anubhav Mohanty was among those who took the Air Vistara flight to Bhubaneshwar that departed Delhi airport at 6:50 am.

The first flight to take off from Mumbai was an IndiGo aircraft that departed for Patna at 6:45 am, while passengers from Lucknow were the first to reach the financial capital on an IndiGo aircraft that touched down at 8:20 am.

The food & beverage and retail outlets, which were closed for the past 63 days, opened at Terminal 3 of Delhi’s Indira Gandhi International (IGI) Airport.

The flight services resumed after a day of long and hard negotiations between the Centre and the states on Sunday.

All states finally agreed to accept at least some flights but announced different quarantine and self-isolation rules for arriving passengers to address apprehension about infections being brought in from other cities.

The Centre had issued guidelines for all modes of domestic travel that advised all asymptomatic passengers to self-monitor their health parameters for 14 days on completion of the journey and report to health authorities if they displayed any symptoms for COVID-19.

However, the Centre had allowed state governments to prescribe their own health protocols for disembarking passengers which led to differential guidelines across the country.

Nagpur, Jan 28: A 19-year-old woman was allegedly raped and an iron rod was inserted in her private parts by a man in the Pardi area here, police said on Monday.

The gruesome incident took place on January 21 and the accused, Yogilal Rahangdale (52), was arrested from Gondia district, they said.

The accused was working as a supervisor in a spinning mill where the woman was employed as a labourer, the police said.

The woman, her brother, the accused and another girl lived in rented accommodations in Pardi.

Inspector Sunil Chavan of the Pardi police station said that the woman's brother and her female friend had gone to their village on January 21 for some work.

As the woman was alone at home, Rahangdale attempted to rape her in the night. When she resisted, he stuffed a piece of cloth in her mouth, he said.

When she fell unconscious, the accused raped her and inserted an iron rod in her private parts, Chavan said, quoting from the complaint filed by the victim.

She narrated the incident to her brother on January 24 and they subsequently lodged a complaint with the police.

An offence was registered against the accused at the Pardi police station.
