PAN a must for excise, service taxpayers for GST registration

New Delhi, Jan 8: The tax department has made it mandatory for central excise duty and service taxpayers to obtain a valid PAN number before they can be migrated to the new goods and services tax (GST) set-up.

panDespite the political impasse putting a question mark on the planned rollout of the new tax regime from April 1, the Central Board of Excise and Customs (CBEC) continues to do the groundwork with April 1 as the target date.

GST will subsume central excise and service tax, and CBEC has initiated the process of migrating these taxpayers to the new regime through issuance of a provisional registration number.

"Every person registered under any of the earlier laws and having a valid PAN shall be issued a certificate of registration on a provisional basis," CBEC said in an order.

For excise and service tax assessees without a valid PAN number, CBEC said "the assessee needs to obtain the PAN number and update the registration details on the ACES portal before the assessee can be migrated to GST".

CBEC has also asked its field offices to launch awareness campaign and outreach programmes to facilitate migration of all excise and service taxpayers to the GST network by January-end.

The provisional registration, which will be generated on the basis of PAN, will be called Goods and Services Tax Identification Number (GSTIN). Also, a provisional ID and password will be provided which the excise and service taxpayers must use to log in to the GST portal -- gst.gov.in -- and fill the required details and upload the supporting documents, it said.

After providing the requisite details, an ARN (Application Reference Number) would be communicated to the assessee by GSTN (GST-Network). Once an ARN is communicated, the assessee "would migrate to GST on the scheduled GST rollout date with the issue of provisional certificate", it said, adding that CBEC is making all-out efforts for smooth implementation of GST by April 1, 2017.

It further said that in the GST regime, one unique registration for a single PAN will be issued and the existing assessees will be given one provisional ID per state where the place of business is registered in the current excise or service tax regime. The remaining registrations in a state could be added as additional place of business on the GSTN portal.

The government is looking to roll out GST by April 2017, but issues like jurisdiction over assessees and taxation rights over high seas have become sticking points at the GST Council deliberations. The Council will meet on January 16 to thrash out a consensus on the vexed issues.

Bengaluru, Jul 10: Former Karnataka Chief Minister and Congress leader Siddaramaiah on Thursday condemned the decision of the HRD Ministry to drop chapters on citizenship, secularism and federalism from Class 11 political science syllabus, stating that this will "deprive a generation of students from understanding the important pillars of Indian democracy".

"I strongly condemn the decision of @HRDMinistry to drop chapters on citizenship, secularism and federalism. This will deprive a generation of students from understanding the important pillars of Indian democracy. #Stop Saffronisation Of Education," Siddaramaiah tweeted.

The Congress leader further alleged that BJP does not believe in the principles of citizenship, secularism and federalism.

"Chapters on citizenship, secularism and federalism are dropped from Class 11 Pol Science. syllabus. Does this explain something? Yes, it explains that @BJP4India doesn't believe in these principles and validates its past behaviour," he said in another tweet.

Earlier in the day, Union Human Resource Development (HRD) Minister Ramesh Pokhriyal Nishank rejected criticism over alleged conspiracy in CBSE's decision to reduce the syllabus of schools due to COVID-19 outbreak and urged the critics to "leave politics out of education".

"There has been a lot of uninformed commentary on the exclusion of some topics from #CBSESyllabus. The problem with these comments is that they resort to sensationalism by connecting topics selectively to portray a false narrative," the Union Minister tweeted.

"It is our humble request:#Education is our sacred duty towards our children. Let us leave politics out of education and make our politics more educated," he added.

The CBSE has revised the syllabus for the classes IX to XII during the academic session 2020-21 in the wake of the situation created by COVID-19.

In a circular issued to all the heads of the institutions affiliated to it, the CBSE had said that the revision of syllabi has been done due to the extraordinary situation prevailing in the country and different parts of the world.

Bengaluru, Jul 7: Former Health minister and Congress MLA UT Khader has alleged that the state government has purchased coronavirus equipment for more than twice the actual price.

"Rs 500 sanitizers have been purchased for Rs 900 and Rs 9,000 has been paid to Rs 1200 for the thermal metre by the government. Instead of asking to allow him to work, Mr B Sriramulu, being health minister he must work for the people," he said.

He said that three months have passed since the pandemic started but the state government is still struggling to send ambulances to needy patients.

"Instead of ambulance it is sending final rights vehicle to needy people," Khader said.

According to the Ministry of Health and Family Welfare, there are 23,474 coronavirus cases in Karnataka including 13,255 and 372 deaths.

Bengaluru, Aug 7: The Karnataka government would provide Rs 10,000 immediate relief to families affected by heavy rains and flooding in districts across coastal, central and southern areas of the state, an official said on Thursday.

"Chief Minister B.S. Yediyurappa has directed all the Deputy Commissioners in the rain-cum-flood-hit districts to provide Rs 10,000 interim relief to the affected families and Rs 5 lakh to those whose houses were completely damaged in the natural disaster," a Revenue Department official told media persons here.

As the south-west monsoon advanced and intensified, heavy and widespread rains with gusty winds have been lashing 12 of the 30 districts across the state, wreaking havoc and disrupting normal life due to flooding, landslides, lakes and ponds overflowing, and rivers and their tributaries in the spate.

"The Chief Minister also instructed the officials to make use schools, colleges and public places as relief centres to shelter the rain-cum-flood-hit families, as hostels and community halls have been converted into Covid care centres in the affected districts," said the official.

The affected districts have also been advised to conduct a survey of crop loss suffered by farmers for compensation under the centrally-sponsored Pradhan Mantri Fasal Bima Yojana and the Weather Based Crop Insurance Schemes.

Deputy Commissioners have been told to take preventive measures to protect and provide relief to the people from heavy rains, floods and landslides in the affected districts.

"Yediyurappa also directed ministers in-charge of the districts to remain in their constituency and visit the affected areas to assess damage caused by the rains and flash floods for compensation and relief aid," noted the official.

The Chief Minister on Wednesday announced Rs 50 crore for rescue and relief operations in the affected districts across the state.

Meanwhile, the Meteorological department has issued a red alert on heavy rains in the affected districts of Kodagu, Udupi, Dakshina Kannada and Uttar Kannada in the coastal region and in Shivamoga, Chikkamagaluru, Hassan and Haveri in the Malnad region.

"Bagamandala in Kodagu district where Cauvery river springs near Talakaveri received a whopping 486 mm rain during the last 24 hours, causing flash floods and disrupting normal life as offices, shops and eateries remained shut and public transport was affected," added the official.

The water-level in Cauvery and Lakshmanatheertha is flowing at high level while the Sayi layout and Kuvempu layout Kushalnagar is inundated and the affected residents were shifted to safer location.
