Parties seek early passage of juvenile Bill

New Delhi, Dec 21: Cutting across party lines, lawmakers today sought the passage of the amendments to the Juvenile Justice Act at the earliest amidst the clamour over the release of the juvenile convict in the December 16 gangrape case even as BJP and Congress traded charges over the delay in clearing of the legislation.rajya-Sabha 0 0

Following the Supreme Court's dismissal of a plea against the release of the juvenile offender, the focus has shifted to the proposed amendments and Union Minister Ravi Shankar Prasad said that "the government is ready and very keen to pass this juvenile Bill".

"We are ready to bring supplementary agenda for this today itself," he said outside Parliament. Targeting Congress, he added that "the Bill has been thrice listed in the past for consideration and passage in Rajya Sabha; however, the House has not been able to run".

"Because of the Opposition, particularly Congress, the Bill till date has not been passed. There is concern and outrage in the country," he said while urging the party to facilitate the passage of the Bill.

"I would appeal to Congress to please help in getting the Bill passed. I hope it will cooperate," said Prasad. TMC leader Derek O'Brien said the various parties should rise above politics and allow the passage of the Bill.

"The nation wants this Bill passed. In the next two days, parties should rise above politics and pass this Bill. I appeal to the Congress party for it," he said.

O'Brien asked the government to list the Bill as soon as possible, saying that would allow a detailed discussion on the proposed amendments, including the provision allowing for children between 16-18 years to be tried as adults in cases of heinous crime.

"We want the government to list this Bill as soon as possible. It should be listed today or tomorrow. We should discuss this Bill for 4-5 hours, move the amendments and pass it before Wednesday. No deliberate delaying tactics on this, the issue is very serious," he said.

But stating that "the Nirbhaya accused will not be affected even if it (the Bill) is passed, Congress leader Pramod Tiwary charged that the "government is guilty for the release of the accused and of not being able to pass the Bill".

Union Minister Uma Bharati said she will appeal to Congress president Sonia Gandhi to allow passage of the Bill in the interest of the girls in the country.

"I would also tell Nirbhaya's parents that the court decision was within the criminal law of the country. We have to change the law and we are ready to do so. This is an issue of concern for the country that because he was not 18 years old, he went free," she said.

Union Minister Prakash Javadekar blamed the Congress for "obstructing" legislative business and echoed his party colleague Prasad in stating that the government had listed the Bill, which has already been passed by Lok Sabha, thrice in Rajya Sabha during the ongoing session.

"There is an obvious anger in the country against the release of the juvenile accused in the Nirbhaya case. The Bill was listed three times, but the is Congress not allowing the session to work and justice is not being delivered to Nirbhaya," he said.

"The government is sensitive and has placed the Bill before the House... But Congress was in disruption mode.

"We have already shown our willingness and are ready to list it in the supplementary agenda today if they want to pass it. But they do not want to pass it, they want to disrupt only," he further charged.

CPI(M) leader Brinda Karat explained that even if the amendments to the Act were passed, the new provisions would not apply retrospectively to the juvenile convict in the December 16 gangrape case.

"It's wrong thinking that if the amendments in the Juvenile Justice Act are effected then all cases in previous years would be reopened. The amendments will be discussed by the Select Committee of Rajya Sabha," she said questioning those who offered "wrong assurances" to the parents of the victim in the December 16 case.

Congress MP Renuka Chowdhury wondered who would be held "responsible" if the convict, who was released and sent to an NGO yesterday, commits an offence in the future.

"It's not enough to just say that he was released as per the law. Who will be responsible if he takes any step in future?" she asked.

SP leader Ramgopal Yadav blamed "politics" for the delay in the passage of the Bill.
"The same Bill has been listed thrice in the House. But who has not allowed the Bill to pass? Those who are not allowing it to be passed should be blamed for it (release of the juvenile convict)," he said.

He added, meanwhile, that "probably the Bill is coming tomorrow. When it will come it will be passed".

New Delhi, May 13: Prime Minister Narendra on Tuesday announced Rs 20 lakh crore special economic package for the country to be 'self-reliant' and deal with COVID-19.

"I announce a special economic package today. This will play an important role in the 'Atmanirbhar Bharat Abhiyan.' The announcements made by the government over COVID, decisions of RBI and today's package totals to Rs 20 lakh crore. This is 10 per cent of India's GDP," said Prime Minister Modi in his address to the nation. The Prime Minister said that humanity would not accept defeat from the coronavirus but the people have to stay safe and move forward.

"We had never seen or heard about such a crisis ever before. This is definitely unimaginable for mankind. It is unprecedented. But humanity will not accept defeat from this virus. We have to not only protect ourselves but also move forward," he said.

Talking about the gravity of the virus, Modi said: "It has been four months the world is fighting COVID-19. More than 42 lakh people from different countries have been infected by COVID-19. More than 2.75 lakh people have lost their lives due to the virus. In India too many families have lost their dear ones, I express my condolences to them."

"Today when the entire world is in crisis, we will have to further firm our resolve," he added.

The Prime Minister on Monday held a video conference meeting with Chief Ministers of all states to discuss the road ahead in India's fight against COVID-19 and noted that he was of the firm view that measures needed during the third phase of lockdown will not be needed in the fourth phase.

Prime Minister Modi had said the need was to reduce the transmission rate of the disease and to increase public activity gradually while adhering to all the guidelines and efforts to be made towards achieving both these objectives.

The phase three of the lockdown is coming to an end on May 17.

New Delhi, Feb 26: Calling the recent violence in Delhi as 'planned conspiracy', Sonia Gandhi on Wednesday demanded Union Home Minister Amit Shah's resignation over the clashes that left 20 people dead in two days.

"CWC (Congress Working Committee) believes Home Minister and Centre is responsible. The Home Minister should tender his resignation with immediate effect," the Congress party's interim chief told reporters here.

Violent clashes erupted between pro and anti-CAA groups in parts of northeast Delhi on Monday, leading to widespread vandalism and arson for over two days.

While many blamed police for inaction to control the mobs, Union Home Minister Amit Shah met the top brass of Delhi Police, Chief Minister Arvind Kejriwal, LG Anil Baijal and directed the officials to control the situation.

Gandhi blamed both the Central and the Delhi governments, saying the administration did not take adequate steps on time to curb violence in the national capital.

"Chief Minister Arvind Kejriwal and Center is equally responsible for not activating the administration to reach out to the people to maintain peace and harmony," Sonia added.

The death toll in the violence rose to 20 on Wednesday, according to GTB hospital authorities.

Government sources told ANI that the National Security Advisor (NSA) Ajit Doval has been given the charge of bringing normalcy in the capital.

Sources also said that Doval will brief Prime Minister Narendra Modi and the Cabinet about the prevailing situation.

The NSA last night visited Jaffrabad, Seelampur and other parts of northeast Delhi where he held talks with leaders of different communities.

Without naming any leader, the Congress interim president also targeted the leaders of the Bharatiya Janata Party for making inflammatory statements saying that "there is a conspiracy behind the violence, country also saw this during Delhi elections. Many BJP leaders made inciting comments creating an atmosphere of fear and hatred."

New Delhi, Feb 3: Union minister Prakash Javadekar on Monday said Delhi Chief Minister Arvind Kejriwal had called himself an "anarchist" and there is not much of a "difference between an anarchist and a terrorist".

His remarks come a few days after the Election Commission issued a show cause notice to BJP MP Parvesh Verma for allegedly calling Kejriwal a "terrorist".

Addressing a press conference here, Javadekar raked up the issue of Kejriwal "staying a night at the Moga residence of Khalistan Commando Force chief Gurinder Singh during the Punjab Assembly polls".

"You knew it was a militant's house. Still, you stayed there. How much more evidence do you need?" he said.

"Kejriwal is now asking with a sad face, 'am I a terrorist?' You are a terrorist and there is a lot of evidence to prove that. You yourself had said you are an anarchist. There is not much of a difference between an anarchist and a terrorist," the senior BJP leader said.

Flanked by Delhi BJP chief Manoj Tiwari and Union minister Anurag Thakur, Javadekar said the Aam Aadmi Party (AAP) was supporting Shaheen Bagh, where slogans of "Assam ko azadi", "Jinnah wali azadi" were being raised. "Supporting such slogans is also terrorism".

He alleged that Kejriwal stood with Jawaharlal Nehru University (JNU), where "anti-India slogans were raised, and did not grant sanction to prosecute (those who raised the slogans)".

"On January 26, you threatened that you would stop their prosecution. How much more proof do you need? The people of Delhi now know that you are the chief of liars, you are an anarchist and sympathise with terrorists.

"You are supporting Shaheen Bagh, JNU, the slogans being raised there and all such anarchists...then you are definitely a terrorist. This is your identity, no matter how innocent face you make," he said.

On Thursday, the Election Commission had issued a show cause notice to Verma, the BJP MP from West Delhi, for allegedly calling Kejriwal a "terrorist".

He was earlier barred from campaigning for 96 hours (four days) for making controversial remarks at a poll meet recently.

An emotional Kejriwal had later said it was for the people of Delhi to decide whether they consider him their son, brother, or a terrorist.

"How have I become a terrorist? I've arranged for medicines...did so much for the needy. I've never thought of myself or my family... am ready to give my life for the nation," he had said at a press conference.
