Passport office to clear 500 more online applications daily

New Delhi, June 21: Shaken by the rising public anger against messy implementation of the new internet-based passport application system, the ministry of external affairs on Wednesday put in place a number of measures that are expected to make it easier for people to apply for passports. Some of these measures will come into effect immediately and a few more are likely to be announced on Friday.

Among the steps taken right away is a hike in the number of daily online appointments by 500. This is expected to ease up some pressure on applicants. Right now, the window for making online applications is exceedingly short. The hike by 500 is expected to make this window a little larger. What's more, the passport office will now work also on Saturdays in Delhi. In other words, 12,000 more passport applications will be dealt with every month.

These measures, as well as some more, were taken in the wake of The Times of India highlighting the pain of passport applicants in a series of reports. "We have treated the matter with utmost concern after the TOI reports. We will be releasing more appointment slots every day, little by little, and in 15 days you will see a definite impact," said chief passport officer (CPO) and joint secretary in the MEA, Muktesh Kumar Pardeshi.

The MEA has said that all Passport Seva Kendras (PSKs) will be increasing their capacity to deal with applicants over the next fortnight. The ministry also said that family tokens will be issued to allow family members to seek appointments together. In order to tackle touts and recalcitrant babus, the ministry said the online process would be made more transparent and anyone asking for money to play the system would face strict action.

Ministry officials promised that the website would be revisited to ensure that all requirement of documents are clearly mentioned. This will ensure that there will be no suprises or whimsical demands for documents. Together with the stick, the ministry is expected to shortly announce the carrot - a monetary incentive policy for those clearing a higher number of applications.

The ministry has decided to make one passport centre dedicated for passports under the Tatkal scheme. Right now because of the mess, Tatkal passport application do not get any real advantage despite paying an additional Rs 2,500.

Starting Thursday, the Bhikaji Cama Place PSK will accommodate 500 more online appointments, taking the total number of booking slots allotted to Delhi to 2,000. Pardeshi claimed that PSKs in Delhi have been witnessing a trend of roughly 30% online applicants not showing up on the appointed day. Calling it a "sheer waste of resource", Pardeshi said the MEA has factored in this absenteeism and will release more slots accordingly.

A special token intended to serve families better is also in the pipeline. TOI readers had complained that they couldn't book online appointments for their families on the same day as theirs. This new token, Pardeshi said, would solve this problem.

The ambiguities in the passport application process have been another concern. Both MEA and Tata Consultancy Services have claimed that the new system is "absolutely transparent" and "smooth". When TOI investigated the issue, it found that information pertaining to the mandatory documents displayed on the portal, www.passportindia.gov.in, was not in consonance with the ones asked by the PSKs. When PSKs were asked the reason, they said they reserved the right to demand additional documents.

This will not happen anymore, said the CPO. "We are working on our portal and will soon upload an advisory for applicants. The process will be explained in detail and hopefully, nobody will face any inconvenience at the PSKs in terms of 'surprise demands'," Pardeshi said.

But what about those people who fail to book appointments online and have to seek help from agents, who charge hefty amounts for bookings? "We are issuing instructions to all passport offices to lodge FIRs against anyone found claiming to arrange for multiple bookings in exchange for money. We are also considering an idea to rope in the postal department into the process. Post offices can book online appointments for a token fee and keep agents out of the picture completely," said Basant K Gupta, additional secretary, consular passport & visa division, MEA.

Times View

It's good that the authorities are responding to media reports on the problems being faced by passport applicants. It's hoped that what's been announced will actually be done right away. We want a transparent and an efficient system for issuing passports. And an Internet-based system can achieve that. Transparency will, of course, mean that certain vested interests - from touts to corrupt passport office babus - will be badly hit. And these interests are trying to derail a more transparent system. There must be a firm message from the top that the system will be cleaned up and anyone found to be subverting it will be dealt with firmly.

Kathmandu, Jul 14: After staking claim to Indian territories of Lipulekh-Kalapani in  a new controversial map,  Nepal Prime Minister KP Sharma Oli on Monday claimed that Ayodhya, the birthplace of Lord Rama, is in Nepal and Lord Rama was Nepali.

“Although real Ayodhya lies at Thori, city in the west of Birgunj, India has claimed that Lord Rama was born there. Due to these continuous claims, even we have believed that deity Sita got married to Prince Rama of India. However, in reality, Ayodhya is a village lying west of Birgunj,” Oli claimed at an event organised at Prime Minister's residence in Kathmandu.

The Prime Minister also blamed India of cultural encroachment by “creating a fake Ayodhya.”

“Balmiki Ashram is in Nepal and the holy place where King Dashrath had executed the rites to get the son is in Ridi. Dashrath’s son Ram was not an Indian and Ayodhya is also in Nepal,” he claimed.

In an attempt to save self from criticism, Oli questioned how Lord Rama could come to Janakpur to marry Sita when there were "no means" of communication. He further said that it to be impossible for Lord Rama to come to Janakpur from present Ayodhya that lies in India.

“Janakpur lies here and Ayodhya there and there is talk of marriage. There was neither telephone nor mobile then how could he know about Janakpur,” Oli said.

Patna, Jan 12: Prashant Kishor, national vice-president of the Janata Dal (United), a key ally of the BJP-led NDA, has thanked Congress general secretary Priyanka Gandhi and former AICC chief Rahul Gandhi for their support in opposing CAA (Citizenship Amendment Act) and NRC (National Register of Citizens).

Perceived as one of the closest associates of Bihar Chief Minister Nitish Kumar, who is also the party’s national president, PK (as Prashant is fondly called) also assured the two top Congress leaders that the contentious legislation would not be implemented in Bihar where JD (U) is ruling the State with the support of the BJP.

“I join my voice with all to thank #Congress leadership for their formal and unequivocal rejection of #CAA_NRC. Both @rahulgandhi and @priyankagandhi deserve special thanks for their efforts on this count….also would like to reassure to all – CAA/NRC won’t be implemented in Bihar,” tweeted PK on Sunday.

The development assumes significance as a day back, the Congress Working Committee (CWC) meeting, chaired by Sonia Gandhi, had strongly opposed CAA/NRC/NPR as it was aimed at “sinister design of the present regime to divide Indian people into religious lines.”

The latest tweet by PK is also being seen as a rebuff to the BJP, which again recently reiterated that “the BJP should project its own chief ministerial candidate during the 2020 Bihar Assembly elections.”

The JD (U) had taken umbrage over such provocative statements by BJP leaders and asked the saffron camp to rein in its ‘loudmouths’ as BJP chief Amit Shah had already made it clear that the next Assembly polls in Bihar would be fought under the leadership of Nitish.

Of late, PK has been quite vocal about his opposition to the Centre’s policies, particularly the contentious issues of NRC and CAA. Besides, he even dubbed senior BJP leader Sushil Modi as the man who became Bihar’s Deputy Chief Minister due to ‘circumstances’ as the BJP was decisively decimated during the 2015 Assembly elections.

Nitish never reprimanded PK for his jibe against Modi, thereby giving rise to speculations whether Bihar was again heading for a political churning ahead of Assembly polls slated for October this year.

Pune, Jan 1: Maharashtra Deputy Chief Minister Ajit Pawar and Vanchit Bahujan Aghadi president Prakash Ambedkar paid tributes at the 'Jay Stambh' near here on Wednesday on the 202nd anniversary of Koregaon Bhima battle.

Lakhs of people congregate every year at the 'Jay Stambh' (victory pillar) near Koregaon Bhima village to offer tributes on the anniversary of the battle, which was fought on January 1, 1818 between the British East India Company and the Peshwa faction of the Maratha Confederacy.

Violence broke out during the bicentenary celebrations of the Koregaon Bhima battle on January 1, 2018 in which one person was killed and several others were injured.

Police have made elaborate security arrangements to ensure no untoward incident takes place during the congregation at the victory pillar, an official said.

Talking to reporters after visiting the victory pillar, Pawar said he came to offer tributes on behalf of the people of Maharashtra.

"This pillar has history and every year lakhs of people come here. Some untoward incidents took place two years ago, but the government is taking utmost care and elaborate police bandobast has been made here to ensure that no untoward incident takes place," he said.

Pawar also urged people to visit the war memorial in a peaceful manner.

"I appeal to people to come here and offer their tributes, but maintain peace and do not believe in rumours," the NCP leader said.

Prakash Ambedkar also offered his tributes at the victory pillar.

Pune Police last week issued notices to several people, including right-wing leaders Milind Ekbote and Sambhaji Bhide, and members of Kabir Kala Manch, barring them from entering the district for four days from December 29.

The notices, as part of preventive action, were issued to all those against whom cases were registered in connection with the violence two years ago.

Ekbote was arrested in March 2018 for allegedly instigating and orchestrating the violence around Koregaon Bhima.

Bhide was also booked and named in the FIR, but never arrested.

The police attributed the violence to the Elgar Parishad conclave held here on December 31, 2017, where provocative speeches were allegedly made.

They are also probing the alleged "Maoist link" of some activists to the Elgar Parishad conclave.

Several Dalit groups observe the anniversary of the Koregaon Bhima battle, in which the British defeated the Peshwas of Maharashtra.

The memorial, located at Perne village on Pune- Ahmednagar road, was constructed by the British in the memory of soldiers who died in the battle.

Dalit leaders commemorate the British victory as soldiers from the Mahar community were part of the East India Company's forces.

The Peshwas were Brahmins, and the victory is seen as a symbol of assertiveness by Dalits.
