'Passport Seva Kendras' in each 543 parliamentary constituencies: Union minister

New York, Nov 23: The government plans to open a 'Passport Seva Kendra' in each of the 543 parliamentary constituencies across the country by March next year to ensure convenient passport services to its people, minister of state for external affairs VK Singh said here.

The government is trying to ensure that citizens do not face any difficulty in obtaining their passports whether in India or abroad, he said as he launched the 'Passport Seva' programme at India's Consulate here on Wednesday.

The 'Passport Seva' programme has brought in a huge transformation towards delivery of passport services in the country, Singh said while handing over passports to a few Indian citizens who had used the new programme to renew their passports.

"This project will ensure better services for our citizens abroad. It is a service which is truly meant for citizens," he said at the global launch of the programme here.

The new system will ensure an easy and convenient application submission process, usher-in standardisation, digital overhauling, end-to-end status tracking and enhance security, the minister said.

The government plans to have a 'Passport Seva Kendra' in each of the 543 parliamentary constituencies across the country by March, 2019 to ensure convenient passport services to its citizens, he said.

"We plan to have a Passport Kendra in each head post office (in India) so that any citizen doesn't have to travel beyond 50-60 km for his or her passport services," Singh said.

The government aims that by March next year, each of the 543 Parliamentary constituencies in the country should have one 'Passport Seva Kendra' for the benefit of the citizens, he said.

The year 2017 registered a 19 per cent growth in passport related services. The monthly submission of applications has crossed one million mark for the first time and more than six crore passports have been issued through the 'Pasport Seva' system, the minister said.

The ministry of external affairs (MEA) has taken several measures to improve the passport service delivery experience, including by simplifying several passport rules and doing away with cumbersome requirements that delayed the process and led to unnecessary hurdles, he said.

The MEA with the department of posts took the decision to start 'Passport Seva Kendars' in head post offices.

As a result, 236 'Post Office Passport Seva Kendras' (POPSKs) have been operationalised to date and many more are in the pipeline. This, when added to 36 passport offices and 93 erstwhile 'Passport Seva Kendras', makes a total of 365 passport offices for public.

The MEA has also initiated the integration of 'Passport Seva Programme' at all Indian Embassies and Consulates across the globe.

The MEA has successfully initiated a pilot project at the High Commission of India in London followed by the Consulate General of India in Birmingham and Edinburgh.

After launching the global 'Passport Seva' programme at the Consulate General of India in New York for the Indian diaspora, the MEA will launch the programme at the Indian Embassy in Washington followed by the Consulate in Atlanta.

It aims to operationalise all Embassy/Consulates in the US during the course of next 15 days.

The Indian government plans to roll out the global 'Passport Seva' programme at all Embassies/Consulates within the next three to four months, a move that will ensure that "our 'Passport Seva' globally is inter-linked and centrally controlled," Singh added.

New Delhi, Feb 3: Congress leader BK Hariprasad on Monday condemned BJP MP Anantkumar Hegde's remark on Mahatma Gandhi and termed him as "son" of Nathuram Godse, the assassin of the freedom fighter.

"Only sons of Nathuram Godse can make such comments on Mahatma Gandhi," Hariprasad said.

Hedge had attacked Mahatma Gandhi by calling the freedom struggle led by him a "drama" and also questioned as to how "such people" come to be called 'Mahatma' in India.

"None of these so-called leaders were beaten up by the cops even once. Their independence movement was one big drama. It was staged by these leaders with the approval of the British. It was not a genuine fight. It was an adjustment freedom struggle," he had said.

The Trinamool Congress also lent its support to Congress as its leader Saugata Roy said people like Anant Hegde cause shame to the nation. "We are a supporter of Gandhi and they (BJP) are Nathuram Godse supporters. People of this country should see how BJP MPs are as they insult father of the nation," he added.

BJP leaders too found it difficult to defend Hegde on the controversial remarks.

Senior leader Jagdambika pal was cautious in his defence and said, "The whole world knows about Gandhi and it may be his personal opinion."

Whereas senior BJP leaders avoid commenting on Hegde, Union Minister Ashwani Choubey said that Hegde should not have made the comment and added that Gandhi is a well-respected figure in the nation.

Another BJP MP from Haryana Sanjay Bhatia also tried to shy away from making a direct comment and instead said," Congress did not implement what Gandhi preached. It is Prime Minister Narendra Modi who implemented Gandhi's teachings in letter and spirit."

Bengaluru, Apr 30: The Karnataka government on Thursday decided to allow migrant workers, tourists, students and others stranded in different parts of the state due to the ongoing lockdown to return to their native places, a day after the Centre issued guidelines for the process.

This will be a one-time movement and the government would arrange buses for those in need but they should bear the expenses, Law and Parliamentary Affairs Minister J C Madhuswamy said. He also said people willing to return to the state would have to undergo tests for COVID-19. The decision was taken at the state cabinet meet and it might come into effect from Friday as the Chief Secretary will have to issue an official order, he said.

"Prime Minister Narendra Modi had taken decision on movement of people and the Centre had issued a circular in this regard. Following this we have decided to permit interstate and inter-district movement," he told reporters here.

Travel expenses should be borne by those willing to return and if they want the government can provide buses from the state transport corporations. The Union Ministry of Home Affairs on Wednesday issued orders allowing migrant workers, tourists, students and other people stranded in different parts of the country to move to their respective destinations with certain conditions, giving a big relief to the distressed people. Decision on opening of salons and liquor shops will be taken after May 3, he said.

Madhuswamy said permission would be given for one-time movement of labourers and others who want to go from one district to other for work or any other purpose. Those operating industry or establishment and want to move from place to place for management purpose will be given passes with strict scrutiny and through checks.

Responding to a question, the minister said, "we don't know yet how many are willing to go, where they will go, if some one asks for permission, we will permit." "One family or two or three people want to go, they can use taxi. If too many people want to go, we will provide facility through transport corporation buses," he said.

Mandya, July 30: BJP state president Nalin Kumar Kateel on Wednesday said Chief Minister B S Yediyurappa has done a commendable job in tackling the Covid-19 situation and floods and that the question of changing the leadership does not arise.

Karnataka on Wednesday reported 5,503 new cases of Covid-19 and 92 related fatalities, taking the total number of infections to 1,12,504 and the death toll to 2,147.

Speaking to reporters here, Kateel said, "Deputy Chief Minister Laxman Savadi has gone to Delhi to discuss the projects sanctioned to state with the central minister. There is no need to read too much into it."

Replying to a query on graft charges against the BSY government by the Congress, Kateel said, "Congress national president, state unit president are out on bail in graft cases . Why did a Congress leader who calls himself a bande (rock) has approached court seeking stay on CBI probe? Before making any allegations against the government, they should think about 'irregularities' in Indira Canteen and housing schemes," he charged.

Instead of instilling confidence and hope among the people in these testing times, the Congress is unnecessarily creating fear with petty politics, he told reporters in Shravanabelagola, Hassan district.

"The Yediyurappa-led BJP government is working day and night to tackle the Covid-19. Similarly, several non-governmental organisations have joined hands with the government in the fight against the virus. But, the Congress is only creating confusion by issuing baseless statements," Kateel said.
