PIL seeks ban on caste, tribe based social groups

Mumbai, Sept 2: A petition has been filed in the Bombay High Court seeking ban on registered or unregistered social organisations constituted in the name of caste and tribe. The petition, filed on August 31, will be listed for hearing soon.

Petitioner Akshay Bhikkad has claimed in his petition that such organisations are ruining the social fabric of India in the name of caste or tribe and cultural groups. "Because the caste/tribe organisations, numerous in various castes, indulge in creating social disharmony and cause damage to the social thread by posing against other tribes, they bring social enmity instead of unity," the petition read.

Bikkad further noted that many incidents were reported by the media of tiffs arising between various caste organisations over differences of opinion, which subsequently lead to a divide in the same caste.

"The view of one organisation of any given caste often is considered as the view of the entire caste, which may not be the case. And other members of that given caste, if they do not toe the lines of such organisations, face social hatred and even boycott in certain cases," he added.

The petitioner claimed that such organisations are creating social drift and spreading social hatred primarily through hate speeches besides other divisionary tactics, and therefore, called for a ban on such organisations.

"The petitioner respectfully submits that there can be social organizations, registered or unregistered which may work for the social justice and upliftment of the respective communities without having caste/tribe included in their names," he noted.

An active Akhil Bharatiya Vidyarthi Parishad (ABVP) member, Bikkad was one of the complainants who registered an FIR against Independent MLA Jignesh Mevani and Jawaharlal Nehru University (JNU) student activist Umar Khalid for delivering "hatred speeches" in an Elgar Parishad on December 31.

Thrissur, Mar 23: Kerala police on Monday has booked a Catholic priest for violating the Covid-19 advisory against conducting Holy Mass in which more than 100 people attended.

Fr. Pauly Padayatti, vicar of Nithya Sahaya Matha (Mother of Perpetual Help) church at Koodapuzha near Chalakudy in Thrissur district has been arrested by the police.

Despite the strict restrictions of the health department and the Kerala Catholic Bishops Council (KCBC) to temporality suspend church services involving laity in churches, the vicar conducted the Holy Mass on Monday.

The police have also registered case against the devotees for violating the guidelines by attending the service.

The top church leadership including Cardinal Mar George Alencherry repeatedly urged the laity not to go to churches for Holy Mass or other services.

The faithful have been asked to participate in the online streaming of Holy Mass by bishops and priests and pray from their homes.

Jan 15: Uttar Pradesh Chief Minister Yogi Adityanath said on Tuesday that the Muslim population in India increased manifold since the partition because they were given special rights and facilities, according to a report by The Indian Express.

"The Muslim population in India has increased manifold since 1947, it has gone up by seven to eight times. No one has any objection. If they, as citizens of the country, work for development, they are welcome. Their population has increased because they have been given special rights and facilities. All possible steps were taken to ensure their growth," Adityanath said while addressing a rally in Gaya organised by the BJP in support of the Citizenship (Amendment) Act.

He asked the audience, "But what happened in Pakistan?" Claiming that the Hindu population in Pakistan had decreased since 1947, he asked why it was so.

Yogi said that the countrywide anti-CAA protests are a "conspiracy" hatched from afar by those resentful of a united and grand India and these are being aided by a "crooked" opposition. He further charged that those opposing the legislation were committing the "paap" (sin) of working against national interests.

"For taking such a step, Prime Minister Narendra Modi and Home Minister Amit Shah deserve acclaim. Instead, they are being attacked", Yogi lamented.

He himself contradicts his statements. He claims the Muslim population rose 8-9 (according to him) times since 1947. If he was educated its simple 73 years have passed the population grows. Still, the Muslim population is only a minority against the majority. He talks about special rights and facilities given yes agreed but not by him it's by the Constitution of India and for all the minorities. So it's not you its Constitution of India.  The majority of the people are against the act CAA is against the very fundamental of the Constitution of India which PM & HM are taking away from the people. If you disagree, disrespect, go against it then you are against the country itself in Hindi deshdruhi.

The Drugs Controller General of India (DCGI) has given nod to the Serum Institute of India (SII) for conducting phase 2 and 3 human clinical trials of the Oxford University developed Covid-19 vaccine candidate in the country.

Government officials said that the approval for conducting phase 2 and 3 clinical trials by the SII was granted by DCGI Dr V G Somani late Sunday night after a thorough evaluation based on the recommendations of the Subject Expert Committee (SEC) on Covid-19.

"The firm has to submit safety data, evaluated by the Data Safety Monitoring Board (DSMB), to the CDSCO before proceeding to phase 3 clinical trials," a senior official said.

"As per the study design, each subject will be administered two doses four weeks apart (first dose on day one and second dose on day 29) following which the safety and immunogenicity will be assessed at predefined intervals," the official said.

As a rapid regulatory response, the expert panel at the Central Drugs Standard Control Organisation (CDSCO) on Friday, after a detailed deliberation and considering the data generated on the vaccine candidate in phase 1 and 2 of the Oxford University trial, had recommended granting permission for phase 2 and 3 clinical trials of the potential vaccine, 'Covishield', on healthy adults in India,  the officials said.

Currently, phase 2 and 3 clinical trials of the Oxford vaccine candidate is going on in the United Kingdom, phase 3 clinical trial in Brazil and phase 1 and 2 clinical trials in South Africa.

The officials said that the SII had submitted a revised proposal on Wednesday after the SEC on July 28, following deliberation over its application, had asked it to revise its protocol for the phase 2 and 3 clinical trials besides seeking some additional information.

The panel had also recommended that the clinical trial sites which have been proposed for the study be distributed across India.

According to the revised proposal by the SII, 1,600 people aged above 18 years will participate in the trials across 17 selected sites, including AIIMS-Delhi, B J Medical College in Pune, Rajendra Memorial Research Institute of Medical Sciences (RMRIMS) in Patna, Post Graduate Institute of Medical Education and Research in Chandigarh, AIIMS-Jodhpur, Nehru Hospital in Gorakhpur, Andhra Medical College in Visakhapatnam and JSS Academy of Higher Education and Research in Mysore.

"According to the application, it would conduct an observer-blind, randomised controlled study to determine the safety and immunogenicity of 'Covishield' on healthy Indian adults," the official said.

The SII, which has partnered with AstraZeneca, for manufacturing the Oxford vaccine candidate for Covid-19 had submitted its first application to the DCGI on July 25 seeking permission for conducting the phase 2 and 3 trials of the potential vaccine. 

Initial results of the first two-phases of trials of the vaccine conducted in five trial sites in the UK showed that it has an acceptable safety profile and homologous boosting increased antibody response, sources had said.

To introduce the vaccine, SII, the world's largest vaccine maker by number of doses produced and sold, has signed an agreement to manufacture the potential vaccine developed by the Jenner Institute (Oxford University) in collaboration with British-Swedish pharma company AstraZeneca.
