PM embarks on 10-day tour to attend key summits

PM key summitsNew Delhi, Nov 11: Asserting that ASEAN is at the core of India's 'Act East' policy, Prime Minister Narendra Modi today headed to Myanmar to attend the Summit with the ten-nation grouping and the East Asia Summit.

Modi left by a special Air India plane for Nay Pyi Taw on the first leg of his 10-day, three-nation tour that will also take him to Australia, where he will attend the G-20 meet, and Fiji.

"ASEAN is at the core of our Act East Policy and at the centre of our dream of an Asian century, characterised by cooperation and integration," the Prime Minister said before his departure.

Modi said he was looking forward to discussing with ASEAN leaders how to take "our relationship to a new level, which will supplement our deepening bilateral ties with each member".

The Prime Minister will meet over 40 leaders from countries in Asia, Africa, Europe, North America, South America and Pacific Region during the India-ASEAN and East Asia summits on November 12-13 in Myanmar's capital Nay Pyi Taw, the G 20 Summit in Brisbane and the visit to Fiji Islands.

Noting that no other region in the world embodies so much dynamism or faces so many challenges as the region spanning the Indian Ocean, continental Asia and Pacific Ocean, he said the East Asia Summit has the potential to shape this region and the world's future.

"At the East Asia Summit, I look forward to discussing with ASEAN and seven global leaders how we can strengthen regional institutions, international norms and regional cooperation in pursuit of peace, stability and prosperity," the Prime Minister said in a statement.

On the sidelines of the international summits in Myanmar, Modi is slated to meet Russian Prime Minister Dmitry Medvedev, South Korean President Park Geun-hye and Singapore President Tony Tan, besides the host President Thein Sein.

The ASEAN members are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, Philippines and Vietnam, while the EAS members 10 ASEAN nations and Australia, China, Japan, New Zealand, South Korea, Russia and the US.

At the G-20 Summit, the Prime Minister said, highlighting the importance of international cooperation against black money would be a key issue.

He will also discuss with other leaders ways to accelerate the creation of next generation infrastructure, which also includes digital infrastructure, and ensure access to clean and affordable energy.

The Prime Minister noted that G-20 countries account for 85 per cent of the world's economic output and it is a key forum to coordinate activities and pursue collective action to support global economic growth and stability, stable financial markets and global trading regimes and employment generation.

Modi will also have bilateral talks with Australian Prime Minister Tony Abbott in Canberra after the G20 summit. He will be the first Indian Prime Minister to visit Australia in 28 years since Rajiv Gandhi in 1986.

"While we have much in common with Australia, our political, strategic and economic relations have been below potential," he said.

Pitching for closer strategic partnership with Australia, he said it will support India's economic goals, "promote our security interests, including maritime security, and reinforce our efforts to foster a climate of peace and stability in our extended continental and maritime neighbourhood."

The four-city, three-day visit from November 16 covers Melbourne and Sydney besides Melbourne and Canberra.

Referring to his day-long visit to Fiji on November 19, Modi said it will be his privilege to visit that country, with which India shares "historical and ethnic links', soon after the return of democracy in September this year.

"We also owe them a debt of gratitude for hosting our scientists on the island in support of our Mars Mission," Modi, who will be meeting leaders and representatives of 12 Pacific Island nations, said.

Modi will be the first Indian Prime Minister to visit Fiji after a gap of 33 years, the first being Indira Gandhi in 1981. He will have talks with Premier Frank Bainimarama.

Out of the 849,000 population in Fiji, 37 per cent people are of Indian origin. Many Indians arrived in Fiji as indentured labour in the 19th century.

He said said he was looking forward to a future of regular engagement and more robust cooperation with Fiji and other Pacific Island countries.

Raipur, May 25: A union minister was caught on camera issuing threats to district administration officials in Chhattisgarh saying that she “knows how to take people to a room and beat them with belts"

Officials were taken aback when Renuka Singh, Minister of State for Tribal Affairs, delivered this dialogue during her visit to the quarantine centre at Balrampur, around 400 km from Chhattisgarh capital Raipur on Sunday.

Dilip Gupta, a resident of Balarampur district in Chhattisgarh, had accused the chief executive officer and tehsildar of the district panchayat of assaulting him in a quarantine centre in the area following a quarrel over shoddy facilities. Renuka Singh took cognizance of the matter and reached the quarantine centre to speak to Dilip Gupta.

The minister, on reaching the quarantine centre, received details of the incident from Gupta and his family and lashed out at the officials for "beating him up".

In a video, Renuka Singh is seen cautioning the officials to not think of BJP workers as "weak".

"Ye bhagwadhaari BJP ke karyakartao ko kamzor mat samajhna. Janpad me baithke aur aap tehsil me baith ke jo bhed-bhaav kar rahe hain BJP ke karyakartao ke sazth, bhool jaiye (Don't think of saffron-wearing BJP workers as weak. Forget the discrimination that you are showing towards BJP workers)," Renuka Singh said, lambasting the officials.

However, the minister did not stop there and went on to threaten the officials saying she knows how to 'thrash people with a belt'. 

"Andheri kothri me le jaa ke na main belt khol ke thokna jaanti hu bohot acche se (I very well know how to lock people in a dark room and thrash them with a belt)," Renuka Singh can be heard saying in a video from the incident.

Dilip Gupta, who was put under quarantine after he recently arrived from Delhi, had reportedly complained about the quality of food and basic facilities in the centre and had even uploaded a video on social media over the same after officials failed to address his issues.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.

Bengaluru, Feb 3: India's manufacturing activity expanded at its quickest pace in nearly eight years in January with robust growth in new orders and output, a private survey showed on Monday, suggesting the economy may be getting back on firmer footing.

In response to the jump in sales, factories hired new workers at the fastest rate in more than seven years.

If sustained, the improvement in business conditions could point to a gradual economic recovery in coming months, as forecast by analysts in a Reuters poll last month, after growth slowed to a more than six-year low in the July-September quarter.

The Nikkei Manufacturing Purchasing Managers' Index , compiled by IHS Markit, jumped to 55.3 last month from 52.7 in December. It was the highest reading since February 2012 and above the 50-mark separating growth from contraction for the 30th straight month.

"The PMI results show that a notable rebound in demand boosted growth of sales, input buying, production and employment as firms focused on rebuilding their inventories and expanding their capacities in anticipation of further increases in new business," Pollyanna De Lima, principal economist at IHS Markit, said in a news release.

A new orders sub-index that tracks overall demand hit its highest level since December 2014 and output grew at its fastest pace in over seven and a half years, pushing manufacturers to hire at the strongest rate since August 2012.

Meanwhile, both input costs and output prices rose at a slower pace, indicating overall inflation may have eased after hitting a more than five year high of 7.35% in December, although probably not below the Reserve Bank of India's medium-term target of 4%.

That might keep the central bank, which cut its key interest rate by a cumulative 135 basis points last year, on the sidelines over the coming months.

"To complete the good news, there was also an uptick in business confidence as survey participants expect buoyant demand, new client wins, advertising and product diversification to boost output in the year ahead," added De Lima.
