PM Modi in Nepal for SAARC Summit

Kathmandu, Nov 25: Prime Minister Narendra Modi arrived here today with an aim to inject new momentum to regional bloc SAARC during its two-day summit beginning tomorrow as he said development of close relations with neighbours was a key priority for his government.pm saarc

On his arrival here to attend his maiden SAARC Summit, Modi was accorded a warm welcome. He was given a guard of honour and a group of girls presented a cultural performance for him.

Modi will articulate India's position on various issues during the summit on November 26-7 and will hold bilateral talks with South Asian heads of state and government on its margins.

While Modi's official programme has no mention of his meeting with Pakistani counterpart Nawaz Sharif, he would be meeting Afghan President Ashraf Ghani, Bangladesh Prime Minister Sheikh Hasina, Sri Lankan President Mahinda Rajapaksa among others.

In his pre-departure statement, Modi said development of close relations with neighbours was a key priority for his government and he was also looking forward to holding talks with other South Asian heads of state and government on the margins of the summit.

"Although this is my first SAARC Summit, during the last six months, I have interacted extensively with leaders of SAARC countries beginning with their auspicious presence at my swearing-in ceremony. Development of close relations with our neighbours is a key priority for my Government," Modi said.

Noting that the summit's theme was "Deeper Regional Integration for Peace and Prosperity", he said India has always emphasised on the importance of greater regional integration at all levels for the socio-economic development of the South Asian region.

"We have undertaken several initiatives in this regard on bilateral, sub-regional and regional basis, and will continue to do more. We hope that the summit will lead to concrete outcomes, particularly in regard to various initiatives on enhancing connectivity that have been under discussion for a long time," he said.

"This will be my second visit to Nepal within four months, which reflects the importance we attach to our unique and special relations with Nepal. There has been significant progress in the implementation of the decisions taken during my visit to Nepal in August 2014. I look forward to reviewing the progress in our relations with Prime Minister Sushil Koirala and other Nepalese leaders," he added.

Prime Minister Modi's high-level delegation at the summit includes External Affairs Minister Sushma Swaraj, National Security Adviser Ajit Doval, Foreign Secretary Sujatha Singh and a number of senior officials of various ministries.

New Delhi, Apr 18: With 957 new cases of COVID-19 in the last 24 hours and 36 deaths, India's total count of coronavirus cases has surged to 14,792, said the Union Ministry of Health and Family Welfare on Saturday.

The total cases are inclusive of 2,014 cured and discharged patients, one migrated and 488 deaths. At present, there are 12,289 active COVID-19 cases in the country.

Lav Aggarwal, Joint Secretary, Ministry of Health and Family Welfare said that mortality rate due to COVID-19 in our country is around 3.3 per cent.

"An age-wise analysis will tell you that 14.4 per cent of deaths have been reported in the age group of 0-45 years. Between 45-60 years it is 10.3 percent, between 60-75 years it is 33.1 percent and for 75 years, and above it is 42.2 percent," Aggarwal said at a press conference here.

New Delhi, Aug 8: The Union Health Secretary Rajesh Bhushan on Friday directed the governments of four states -- Gujarat, Karnataka, Tamil Nadu, and Telangana, to analyse the factors driving the high COVID-19 mortality and devise ways and means to reduce the mortality.

Apart from the higher case mortality, these states account for 17 per cent of India's active cases, high daily new cases, low tests per million, and high confirmation percentage.

In a high-level virtual meeting, Bhushan advised state administrations to adhere to measures suggested by central advisories and guidelines to prevent and reduce mortality due to coronavirus infection.

According to the health ministry, 16 districts in these four states are reporting maximum virus fatalities. It includes -- Ahmedabad and Surat in Gujarat; Belagavi, Bengaluru urban, Kalaburagi and Udupi in Karnataka; Chennai, Kanchipuram, Ranipet, Theni, Thiruvallur, Tiruchirappalli, Tuticorin and Virudhnagar in Tamil Nadu; and Hyderabad and Medchal-Malkajgiri in Telangana respectively.

"The districts were advised to ensure that the advisories, guidelines and clinical treatment protocols issued by the Health Ministry are adopted and effectively implemented to reduce the mortality among COVID-19 patients and other preventable deaths among all sections of the people, particularly those with co-morbidities, pregnant women, the elderly and children," said the health ministry official.

"States were advised to ensure optimum capacity utilization of testing labs, increase tests per million population and reduce confirmation percentage, in addition to ensuring timely availability of ambulances with target zero refusal," the official further said.

"States were also advised to analyze availability and need for projected beds and oxygen, and plan in a timely manner. States and district administration have also been advised to ensure good infection prevention and control practices to control infection in the healthcare workers," said the official.

Principal Secretary (Health) and MD (NHM) from the four States along with district surveillance officers, district collectors, commissioners of the municipal corporation, Chief Medical Officers, and Medical Superintendent of Medical Colleges participated in the meeting.

New Delhi, Jun 25: The Supreme Court on Thursday asked the Centre and the CBSE to issue fresh notification in connection with Class 12 exams, clarifying the option between internal assessment and exams later.

The observation from the top court after it was informed that the CBSE has decided to cancel the remaining board exams for Class 10 and Class 12.

A bench comprising Justices AM Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna asked the Centre to clarify the issue of taking the option between internal assessment and exams later.

"Clarify the date of results," said the bench, noting that the CBSE will have to submit a fresh draft notification cancelling class 12 Board exams and affidavit on Friday morning, before the top court continues to hear the matter again at 10.30 a.m.

The apex court also sought clarity on the beginning of the new academic year.

It told Solicitor General Tushar Mehta, representing the Centre, that the CBSE is willing to conduct exams when the situation is conducive, but this may vary from state to state. "Will the decision be taken by a central authority or will the state government take the decision? How are you going to deal with that situation?"

Mehta replied that the decision must be taken according to the situation. To this, the bench said should not the solution be pan-India?

"You have not said when you will decide on this issue, and when you will take stock of these things. Some time frame will have to be given," noted the bench.

Continuing its queries, the bench said: "What about state regional board exams... the CBSE does not hold all the exams. The state Board is also there."

Mehta replied that the instructions from the controller of examinations are that exams are controlled centrally. "State boards assist the CBSE," he replied.

The bench observed that the government should modify the draft notification and include the state board issue. "Clear the stand that decision will be taken at the central level and not at the state level... other courses will have to be delayed till CBSE exam results come out," it said.

Mehta replied the assessment results will be published now, and if a student wants to opt to give the exam, then that will be conducted later. The top court asked Mehta to bring this on record and redraft the notification.
